TOWN OF RANDOLPH, MASS.
SPECIAL TOWN MEETING
Randolph, January 4, 1921.
Pursuant to a warrant issued by the Selectmen, dated December 28, 1920, duly posted by John P. Hanley, Con- stable, the voters of Randolph assembled at Stetson Hall this fourth day of January, 1921, the meeting was called to order by the Moderator, Mr. James E. Foley, the War- rant and return were read by the Town Clerk, a committee of two was appointed to count the voters present, the Moderator declared a quorum, and the following business transacted.
Article 1. To see if the Town will vote to acquire or establish a municipal plant in accordance with the provi- sions of part 3 of Chapter 742, Acts of 1914, or take any action relative thereto.
Voted: That the Town of Randolph acquire by pur- chase or otherwise a plant for the distribution of electric- ity for municipal use, and for the use of the inhabitants of the Town of Randolph, in accordance with the provi- sions of part 3, Chapter 742, Acts of 1914, and any other Acts in addition or supplementary thereto.
· Article 2. To see if the Town will vote to enter into an agreement with the Town of Holbrook relative to the joint purchase and maintenance of a municipal lighting plant and to that end appoint the Selectmen a committee of three to act in conjunction with a similar committee to be appointed by the Town of Holbrook to take such steps as may be necessary to procure proper legislation, authorizing the joint purchase and maintenance by said Towns of a municipal lighting plant.
Voted: That whereas the Town of Randolph has voted to acquire a plant for the distribution of electricity for municipal use, and for the use of its inhabitants, and

whereas there is now an existing privately owned plant, partially within the Town of Randolph, and partially with- in the Town of Holbrook, adapted to serve both Towns, and whereas the portion of the plant in the Town of Randolph could be more advantageously operated if kept joined to the portion of the plant in the Town of Holbrook, and whereas the Town of Randolph is desirous of enter- ing into an agreement with the Town of Holbrook for the joint purchase and maintenance by the two Towns of said plant, now then the Selectmen are hereby appointed and authorized as a committee for and in behalf of the Town of Randolph, to act in conjunction with a similar committee to be appointed by the Town of Holbrook, in procuring such legislation as may be necessary and proper to authorize the joint purchase, maintenance and opera- tion by said Towns of a municipal lighting plant.
Voted to adjourn.
Meeting adjourned at 9:10 o'clock.

All the preliminaries of law being complied with, the Moderator called the meeting to order, Warrant and Return were read by the Town Clerk, after which action was taken as follows:

Also on the same ballot to vote "Yes" or "No" in answer to the question "Shall licenses be granted for the sale of certain non-intoxicating beverages in this Town."

Article 21. To see if the Town will authorize the Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1921, and to. issue a note or notes therefor, payable within one year, arv acht or debts incurred under this vote to be paid from the revenue of said municipal year.
Tintaal. Unanimously. that the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1921, and to issue a note or notes therefor payable within one

year, any debt or debts incurred under this vote to be paid from the revenue of said Municipal year.
Article 22. To see if the Town will appoint the Selectmen to be the agents and attorneys of the Town, to prosecute, defend and compromise any and all suits in which the Town may in any manner be interested as a party or otherwise, except so far as the same relates in any manner to the water supply, and to employ counsel if necessary.
Voted : That the Selectmen be so appointed.
Article 23. To see if the Town will authorize and appoint the Water Commissioners to be the agents and attorneys of the Town to prosecute, defend, compromise and settle any and all suits and proceedings in which the Town may be interested as a party or otherwise, so far as the same in any manner relates to the taking and use of water of great Pond or in the construction of the water works either jointly or separately as authorized under Chapter 217, of the Acts of 1885.
Voted: That the Water Commissioners be so authorized and appointed.

Atherton as first on the Finance and Appropriation Com- mittee. Mr. Atherton declined to serve. A rising vote of thanks was tendered to Mr. Atherton for his services to the Town as a member of the Finance and Appropriation Committee.

Article 6. To see what action the Town will take in relation to repairs on the Turner Free Library building and raise and appropriate money for the same.
Voted: That the sum of $250 be raised and appro- priated for repairs on the Turner Free Library building.
Article 7. To see if the Town will raise and appro- priate money for the District Nurse fund.
Voted: That the sum of $150 be raised and appro- priated for the District Nurse fund.
Article 8. To see what sum of money the Town will raise and appropriate for lighting the streets by elec- tricity.
Voted : That the sum of $5,409.09 be raised and appropriated and that the present schedule be main- taincd. .
Article 9. To see if the Town will vote to build per- manent sidewalks and raise and appropriate money for the same.
Voted: That this Article be indefinitely postponed.
Article 10. To see if the Town will vote to pay the insurance on the Town Treasurer's bond for the year 1921-1922 and raise and appropriate money therefor.
Voted: That the sum of $100 be raised and appro- priated for said purpose.
Article 11. To see what compensation the Town will allow for the collection of taxes.
Voted: That the sum of 1 1-2 per cent be allowed for the collection of taxes.
Article 12. To see if the Town will vote to pay the insurance on the Tax Collectors' bond for the year 1921- 1922 and raise and appropriate money therefor.

Article 14. To see what action the Town will take to provide additional schoolhouse facilities in the North Randolph section of the Town and raise and appropriate money therefor, as petitioned for by William C. Franke, Charles H. Truelson and others.
Voted: That a Committee of seven persons to be comprised of the three members of the School Committee, three residents of the North Randolph district and one other resident of the Town be appointed to inquire into the matter of the purchase of a tract of land suitable for a schoolhouse site and to obtain approximate costs of the construction and equipment of a suitable school building for this district, and that the Committee be instructed to report its findings as early as convenient to a Special Town Meeting to be called for the purpose. Voted: That as the provisions of law had not been complied with that no action be taken on this Article.
