REPORT OF TREE WARDEN
Randolph, Mass., January 31, 1923.
The town in the past has been noted for its beauti- ful shade trees, but they are fast being destroyed by va- rious causes. Action should be taken this spring in re- gard to the replacing of trees.
Each year trees are removed and no provisions are made to replace them.
A small appropriation each year for a few years would do much towards planting ornamental and shade trees and would be an asset to your town.
The telephone wires in a number of places hang in the trees and arrangements have been made to have them removed as soon as weather permits.
A lot of work still remains to be done on your outly- ing streets and a number of large trees are yet to be taken down.

EIGHTY-SEVENTH ANNUAL REPORT
REPORT OF THE LOCAL MOTH SUPERINTENDENT
To the Honorable Board of Selectmen : Gentlemen :
The Gypsy Moth situation in the town last fall was better than it has been for a number of years.
Owing to the weather conditions this winter the work of Creosoting has not been carried on but will be continued as soon as the weather permits.
The Brown Tail Moth is prevelant again and much work must be done to keep them in check.
The Tent caterpillar is another of the many of the unsightly pests we have with us again and while the State makes no provision for destroying them I have de- stroyed many nests when found.
Property owners should destroy these nests as early as possible when they appear.
Repairs will have to be made in the spray wagon this spring. I would recommend that the town procure a truck for the use of the sprayer as the outlying districts could be covered quickly and with better satisfaction. Some new hose will have to be purchased this year.

TOWN MEETING WARRANT
Commonwealth of Massachusetts, Norfolk, ss. To either of the Constables of the Town of Randolph, in said County, Greeting :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabi- tants of the Town of Randolph qualified to vote in Elec- tions and Town Affairs to assemble at Stetson Hall, in said Town, on Monday, the fifth day of March, 1923, at 5:45 o'clock in the forenoon, then and there to act on the following articles, viz :
Article 1. To choose all such Town Officers as are required by law to be chosen by ballot, namely : A Moder- ator for one year, a Town Clerk for one year, a Town Treasurer for one year, one Selectman and Overseer of Poor for one year, one Member of School Committee for three years, one Trustee of Stetson School fund for three years, a Collector of Taxes for one year, one Assessor for three years, one Water Commissioner for three years, three Auditors for one year, one Tree Warden for one year, one Highway Surveyor for one year, seven Con- stables for one year .
Also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall licenses be granted for the sale of certain non-intoxicating beverages in this town."
Also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall the town petition for the installation of an accounting system by the Common- weath ? (This question is submitted under the provisions of Chapter 516, Acts of 1922.)"
Article 2. To hear and act on report of the Town Officers.
Article 3. To raise and appropriate money to de- fray the general Town expenses for the current year.

Article 4. To raise and appropriate such sums of money as may be necessary for the support of schools, including Stetson High School, and also for the convey- ance of pupils.
Article 5. To hear and act on the report of any committee, and choose any committee the town may think proper.
Article 6. To see what action the town will take in relation to repairs on the Turner Free Library Build- ing and raise and appropriate money for the same.
Article 7. To see if the town will vote to raise and appropriate money for the District Nurse Fund.
Article 8. To see what sum of money the Town will raise and appropriate for lighting the streets by elec- tricity.
Article 9. To see if the Town will vote to install four more electric lights on Oak Street in the section formerly known as Braintree farms, and raise and appro- priate money therefor as petitioned for by Walter J. Furness, Joseph Pentleton and others.
Article 10. To see if the Town will vote to pay the insurance on the Town Treasurer's Bond for the year 1922-1923, and raise and appropriate money therefor.
Article 11. To see what compensation the Town will allow for the collection of taxes.
Article 12. To see if the Town will vote to pay the insurance on the Tax Collector's Bond for the year 1922- 1923, and raise and appropriate money therefor.
Article 13. To see what action the Town will take in relation to the Fire Department, and raise and appro- priate money therefor.
Article 14. To see what action the Town will take relative to extending the water main, northerly 800 feet, on High Street, as petitioned for by August W. Mizaras,

Article 15. To see if the Town will vote to accept Chapter 143 of the General Laws so far as the same re- lates to the inspection, regulation and license for build- ings, as petitioned for by Water F. Stephens.
Article 16. To see if the town will vote to accept Chapter 145 of the General Laws relating to tenement houses in towns, as petitioned for by Walter F. Stephens.
Article 17. To see if the Town will vote to pur- chase a lungmotor, and raise and appropriate money therefor.
Article 18. To see if the Town will vote to repair Oak Street, and raise and appropriate one thousand dol- lars therefor, as petitioned for by W. L. Mann, C. S. Winch and others.
Article 19. To see if the Town will vote to accept Section 73 of Chapter 41 of the General Laws which pro- vides that the Selectmen shall constitute a board of sur- vey, as petitioned for by Marie C. Allen, Mary F. Forrest and others.
Article 20. To see if the Town will vote to rescind the vote passed at an adjournment of the Annual Town Meeting, 1922, whereby it was voted to borrow money for Water Department equipment.
Article 21. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1923, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said municipal year.
Article 22. To see if the Town will appoint the Selectmen to be agents and attorneys of the town to prosecute, defend and compromise any and all suits in

which the town may be in any manner interested as a party or otherwise, except so far as the same relates in any manner to the water supply, and to employ counsel if necessary.
Article 23. To see if the Town will authorize and appoint the Water Commissioners to be agents and at- torneys of the Town to prosecute, defend, compromise and settle any and all suits and proceedings in which the Town may be interested as a party or otherwise so far as the same in any manner relates to the taking and use of the water in Great Pond or in the construction of the Water Works either jointly or separately as authorized under Chapter 217 of the Acts of 1885, and to employ counsel if necessary.
Article 24. To see if the Town will make an appro- priation for the decoration of Soldiers' graves, under the direction of Capt. Horace Niles Post, 110, G. A. R.
Article 25. To see if the Town will vote to rebuild or repair South Street, starting at Union Street, and raise and appropriate money therefor as petitioned for by John H. Field, Henry T. Burrell and others.
Article 26. To see what action the Town will take relative to medical attendance on the poor, and raise and appropriate money for the same.
Article 27. To see what action the Town will take relative to repairs on highways, and raise and appropriate money for the same.
Article 28. To see if the Town will instruct the Selectmen to appoint a special police officer or officers to enforce the laws and raise and appropriate money for the same.
Article 29. To see what action the Town will take relative to the pay of Town laborers.

Article 30. To see if the Town will vote to elect a Town Forest Committee to investigate the feasibility of establishing a Town Forest for this Town, as requested by Governor Channing H. Cox.
