ANNUAL TOWN MEETING (Adjourned)-1924 Randolph, March 24, 1924.


The annual town meeting adjourned from March 17 to this date was called to order this 24th day of March, 1924, at 7 :30 o'clock by the Moderator, James E. Foley. Article 3 was taken up to hear the committee on snow removal equipment appointed under this article at the last adjournment of this meeting. The committee re- - port was read by Ralph G. Knight.


Voted, under Article 3: That the sum of $600 (six hundred dollars) be raised and appropriated for the purchase of two plows to be attached to such motor apparatus as may be available in the town and that the chairman of the board of selectmen, the superintendent of streets and William S. Condon (a committee of three) the sponsor of this inquiry to be appointed to purchase this equipment and also to make an effort to secure a truck from the state highway department.


Article 15. To see if the Town will vote to install electric lights at the corner of Grove and North Main Streets and raise and appropriate money therefor, as petitioned for by Millie E. Randall and others.


Voted under Article 15: That $16.50 be raised and appropriated to install electric lights on the corner of Grove and North Main Streets.

Article 18. To see if the town will vote to instruct the Water Commissioners to extend the water mains along Centre Street from Main Street, a distance of nine hundred feet or to the residence of John H. Mar- cille, and to raise and appropriate money therefor.


Voted under Article 18: That all action under this Article be indefinitely postponed.


Article 19. To see if the Town will vote to in- struct the Water Commissioners to extend the water mains on Chestnut Street and High Street to the resi- dence of August Mizarras and raise and appropriate money therefor.“

Voted under Article 20: That the sum of $200 be raised and appropriated for repairs on Orchard Street.


Article 24. To see if the Town will make an appro- priation for the decoration of Soldiers' Graves under the direction of Capt. Horace Niles Post, No. 110, G. A. R.


Voted: That the sum of $225 be raised and appro- priated for the decoration of Soldiers' Graves under the direction of Capt. Horace Niles Post 110, G. A. R.


Article 25. To see if the Town will raise and appro- priate money for the planting of shade trees as peti- tioned for by the Tree Warden and others.


Voted : That $100 (one hundred dollars) be raised and appropriated for planting shade trees.


Article 25. To see what action the Town will take relative to medical attendance on the poor and raise and appropriate money for the same.


Voted: That the sum of $300 (three hundred dol- lars) be raised and appropriated, said sum to be appor- tioned to the several physicians of the Town and to be in full for the attendance of all persons under the care of the Selectmen and Overseers of the Poor, whose set- tlement and residence is in the Town of Randolph for one year, from January, 1924; that is to say that each physician in the town from the first of January, 1924, shall receive $75 for his services, provided that he makes 38 visits throughout the year, after that he shall receive no compensation for his services, those physi- cians who make less than 38 visits shall receive pay at the rate of $2 for each of said visits.

Article 27. To see what action the Town will take relative to repairs on highways and raise and appro- priate money for the same.


Voted : That the sum of $6,400 be raised and appro- priated for general repairs on the highways and that present permanent highways be preserved.


Article 28. To see if the Town will instruct the Selectmen to appoint a special police officer or offi- cers to enforce the laws and raise and appropriate money for the same.


Voted : That the Selectmen be instructed to appoint a permanent Police Officer to enforce the laws of the Commonwealth and that the sum of $1,500 be raised and appropriated for that purpose, also that the sum of $500 be raised and appropriated for Special Police.


Article 29. To see what action the town will take relative to the pay of town laborers.


Voted: That each person employed by the town shall receive fifty cents an hour for his labor and that the pay for the use of horses employed by the town shall be forty cents an hour, except when used on snow- plow or road scraper work, then the pay shall be fifty cents per hour.


Article 30. To see if the Town will authorize the Tax Collector to charge interest at the rate of six per cent per annum, on all taxes remaining unpaid on and after October, 1924.


Voted : No action necessary under this article.


Article 31. To see if the Town will authorize the Tax Collector to use the same means which a Town Treasurer may use when acting as Tax Collector.


Voted : That the Tax Collector be so authorized and that all taxes remaining unpaid January 1, 1925, shall

be put in due course of law for collection and that a copy of this bill be printed upon all tax bills.


Article 32. To see if the Town will raise and ap- propriate money for the care of the clock in the spire of the First Congregational Church.


Voted: That the sum of $20 be raised and appro- priated for the care of the clock in the spire of the First Congregational Church.


Article 33. To see what action the Town will take relative to abatements of taxes and raise and appro- priate money therefor.


Voted : That the abatements be taken from the over- lay.


Article 34. To see if the Town will vote to extend the water main on Centre Street, northeasterly 650 feet, and raise and appropriate money therefor as pe- titioned for by George Lohr and others.


Voted : That all action under this article be indefi- nitely postponed.


Article 36. To see if the Town will vote to repair Center Street and raise and appropriate $3,000 for said purposes as petitioned for by Nancy A. Gould and others.


Voted : That the Town appropriate $1,500 for road construuction on Centre Street; that said money be ex- pended for cartage, rolling, bonding material and other necessary items. That the local citizens shall furnish their labor gratis, by loading, distributing and preparing the road for rolling and bonding.


Article 37. To see if the Town will vote to place electric lights on Mill Street every four hundred feet, commencing at Union Street and raise and appropriate

Article 40. To see if the Town will raise and ap- propriate money for the Tax Collector's Department for printing and postage.

Article 41. To see if the Town will vote to accept Chapter 391, Acts of 1923, relative to the collection of water rates.

Article 44. To see what action the Town will take in relation to purchasing the traffic signal now erected in Crawford Square and raise and appropriate money for the same.


Voted: That the sum of $265 be raised and appro- priated to purchase the traffic signal in Crawford Square.


Article 45. To see if the Town will vote to re-appor- tionate One Hundred and Fifty Dollars ($150) to in- stall electric lights and poles in Stetson Park as peti- tioned for by Lieut. Thomas W. Desmond Post of the American Legion and others.


Voted: That as this appropriation was made under Article 3, no action necessary under this article.


Article 46. To see what action the Town will take in relation to repairing Liberty Street and raise and appropriate money for the same as petitioned for by Clarence U. Gove and others.


Voted : That the sum of $2,000 be raised and ap- propriated to make permanent repairs on that part of Liberty Street beginning at the junction of Main and Liberty Streets.


Article 47. To see what action the Town will take in relation to purchasing a road roller and raise and appropriate money for the same.

Article 48. To see what action the Town will take in relation to rebuilding Warren Street in conjunction with the County and State and raise and appropriate money for the same.


Voted-Affirmative, 289; Negative, 38: That there be appropriated the sum of $25,000 for the purpose of rebuilding Warren Street with macadam pavement, un- der the direction of the Massachusetts Department of Public Works, Highway Division, and the Norfolk County Commissioners, as per agreement made by the Selectmen, and to pay the Town's share of said appro- priation, one thousand three hundred and thirty-three dollars and thirty-four cents be raised this year, and the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow seven thousand dollars, and to issue a note or notes therefor payable with the provisions of Section 19, of Chapter 44 of the General Laws and Amendments thereto, so that the whole loan shall be paid in not more than five years from the date of issue of the first note or at such earlier time as the Selectmen and the Treasurer may deter- mine.


Article 49. To see if the Town will vote to appro- priate money to pay land damages on West and Warren Streets.


Voted : That the sum of $3,635.50 be appropriated to pay land damages on West and Warren Streets, said amount to be reimbursed by Norfolk County.

McDonnell, Constable, the voters of Randolph assembled at Stet- son Hall this twenty-ninth day of April, 1924; the war- rant and return were read by Richard F. Forrest, chair- man of the Selectmen. Article 1. To see what action the Town will take in relation to rebuilding Stetson High School and to make provision for the same.


Voted: That a committee of five consisting of Her- man W. French, Mark B. Claff, Dominick J. Hand, Frank D. McCarty, Joseph T. Leahy, acting in con- junction with the school committee be appointed to consider the matter of restoring or rebuilding Stetson High School or any alternative proposition in connec- tion therewith and to report to a special town meet- ing to be called for that purpose, said meeting to be called at the earliest possible date after the prepara- tion of such report.


Voted: That William J. Good be added to said Com- mittee.


Article 2. To see what action the town will take relative to restoring the contents of the Stetson High School Building and to consider emergency measures in connection with temporary school facilities and make provision therefor.


The moderator announced that as it was obvious there was not a legal quorum present for the appro- priation of money, no action could be taken under this Article. Article 3 was then taken up.


Article 3. To see if the Town will vote to accept Chapter 143 of the General Laws so far as the same relates to the inspection, regulation, and license for buildings, as petitioned for by Walter F. Stephens.

Article 4. To see if the Town will vote to accept Chapter 145 of the General Laws relating to tenement houses in towns as petitioned for by Walter F. Stevens and others.

Article 5. To see what action the town will take with reference to the set of building regulations, drawn and presented by the committee appointed pursuant to the vote of the town at the annual town meeting adjourned for 1923, and with reference to the report of said Committee.

To see if the Town will vote to appoint a committee to consider and report at a regular or special town meeting called for that purpose upon the advisability of establishing set-back regulations and to draw and present for adoption at such meeting a set of such regulations, as petitioned for by John R. Article 8. To see what action the Town will take in regard to paying for the repairs to the town clock at Crawford Square amounting to $30.16, as petitioned for by William H. Leavitt.


Voted: That the Selectmen be instructed to pay $30.16 for repairs to the town clock and the money be taken from the miscellaneous account raised and ap- propriated at the annual town meeting.


Article 9. To see what action the Town will take relative to wages to be paid the highway surveyor and raise and appropriate money for the same.


Voted : That the highway surveyor be compensated at the rate of $1 per hour for himself and the use of truck and that payment therefor be taken from the appropriation for the highway department for the year 1924-1925.


Article 10. To see what action the Town will take relative to wages to be paid the Tree Warden and to raise and appropriate money for the same.


Voted: That no change be made in the method of payment of the Tree Warden and that his wages be taken from the appropriation for that department for the year 1924-1925.
