RECORD OF TOWN MEETINGS
Randolph, Mass., March 6, 1922.
Pursuant to a Warrant issued by the Selectmen dat- ed February 7, 1922, duly posted by John P. Hanley, con- stable. The voters of Randolph assembled at Stetson Hall on this Monday, March 6, 1922. All the prelimin- aries of Law having been complied with, the moderator called the meeting to order, Warrant and Return were read by the Town Clerk after which action was taken as follows :
Article 1. To choose all such Town Officers as are required by law to be chosen by ballot, namely ; a Modera- tor for one year, a Town Clerk for one year, a Town Treasurer for one year, one Selectman and Overseer of Poor for three years, one Member of School Committee for three years, one Trustee of Stetson School Fund for three years, a Collector of Taxesfor one year, one Asses- sor for three years, one Water Commissioner for three years, one Water Commissioner for two years, three Au- ditors for one year, one Tree Warden for one year, one Highway Surveyor for one year, seven Constables for one year.
Also on the same ballot to vote "Yes" or "No" in answer to the question "Shall licenses be granted for the sale of certain non-intoxicating beverages in this Town.
Article 1. Voted: That we proceed to ballot for all such Town Officers as Towns are required by law to choose by ballot at their annual Town Meeting, namely : a Moderator for one year, a Town Clerk for one year, a Town Treasurer for one year, one Selectman and Over- seer of the Poor for three years, one Assessor for three years, one member of the School Committee for three

der, set at 0000. Before declaring the result of the bal- lot the following Articles were acted on :
Article 21. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1922, and to issue a note or notes therefor, payable within one year, any debt or debts incurred, under this vote to be paid from the revenue of said municipal year.
Voted Unanimously, that the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1922, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said municipal year.
Article 22. To see if the Town will appoint the Se- lectmen to be the agents and attorneys of the Town to prosecute, defend and compromise any and all suits in which the Town may be in any manner interested as a party or otherwise, except so far as the same relates in any manner to the water supply, and to employ counsel if necessary.
Voted: That the Selectmen be so appointed.
Article 23. To see if the Town will authorize and appoint the Water Commissioners to be the agents and attorneys of the Town to prosecute, defend, compromise and settle any and all suits and proceedings in which the Town may be interested as a party or otherwise so far as the same in any manner relates to the taking and use of the water of the Great Pond or in the construction of the Water Works either jointly or separately as authorized under Chapter 217 of the Act of 1885, and to employ counsel if necessary.

The Annual Town Meeting adjourned from March 6, 1922, to this date was called to order by the Modera- tor at 7:30 P. M.
The Finance Committee presented a printed report, a copy of which was given to each Voter on entering the Hall.
Article 2. To hear and act on the report of the Town Officers.
Voted: That the Assessors furnish to the meeting an Itemized Statement of the amount of the abatements and to whom granted as called for by vote, under Article 33 of the Annual Town Meeting Warrant, 1921.
Voted: That the report of the Town Officers be accepted.
Voted : That the Selectmen be instructed to see there is no overdraft in any department this year.
Article 3. To raise and appropriate money to pay general Town Expenses for the current year.

Voted : That the meeting proceed to act on Article II.
Article 11. To see what compensation the Town will allow for the collection of Taxes.

Voted : · That action taken at an adjournment of the Annual Town Meeting March 18, 1919, whereby it was voted to accept the provisions of Sections 339 of Chapter II of Revised Laws and Amendments thereof, relative to the Election of Selectmen for a term of three years ti be rescinded, and at the Annual Town Meeting of 1923, one Selectman be elected for one year, and in 1924 two Selectmen be elected for one year, and in 1925 and there- after three Selectmen for one year.

and that the treasurer with the approval of the Select- men be and hereby is authorized to borrow said $5,000.00 and to issue a note or notes therefor payable in accord- ance with the provisons of Section 7, of Chapter 44, General Laws so that the whole loan shall be paid in not more than twenty years from the date of the issue of the first note, or at such earlier date as the Selectmen and Treasurer may determine.
Article 15. To see what action the Town will take relative to purchase of the Nichols property opposite Bel- cher School for bettering sanitary conditions about the school grounds.
Voted: That the sum of $130.00 be raised and ap- propriated for said purpose.
Article 16. To see what action the Town will take relative to providing increased accommodations for pupils attending Stetson High School.
Voted: That a Committee of nine, consisting of the School Committee, one architect, and five voters be ap- pointed by the Moderator to inquire into the need of providing increased accommodations for pupils attending Stetson High School and make report with recommenda- tions thereon to the next annual town meeting in March, 1923. The Annual Town Meeting adjourned from March 27, to this date was called to order at 7:30 P. M. o'clock.
Committee to choose Finance and Appropriation Committee reported the following named persons to act on and motion they were declared the duly elected Fi- nance and Appropriation Committee, Committee-Mr. Herman W. Richter, Mr. John B. Brennan, Mr. Domin- ick J. Hand, Mr. Herman W. French, Mr. Ralph G. Knight, Mr. Frank D. McCarthy, Mr. Mark B. Claff.
The Moderator announced the name of the Town Forest Committee, Committee-Mr. William P. Bren- nan, Mr. Carl B. Merrill, Mr. Charles D. Hill, Mr. Adrian J. Iorio, Mr. Frank W. Belcher.
Mr. Claff resigned from the Finance Committee.
Mr. William P. Brennan resigned from the Town Forest Committee.
Voted: The Moderator be empowered to fill all va- cancies of Committees. Mr. Charles D. Hill was appoint- ed to the Finance and Appropriation Committee.
Mr. Edward T. Hand was appointed to Town For- est Committee.
Article 8. To see what sum of money the Town will raise and appropriate for lighting the streets by elec- tricity.
The Committee on Electric Lighting reported as fol- lows :-

Your Committee appointed at the Town Meeting, Monday, March 21, 1922, to investigate the lighting sit- uation in the towns of Randolph and Holbrook beg leave to make the following report :-
Your Committee met with Mr. A. V. Coleman, man- ager of the Randolph and Holbrook Power and Electric Company and discussed the matter of decrease in light-

ing rates. Mr. Coleman stated that his company would be unable to grant any decrease other than what was in- tended after a conference with the Selectmen of Ran- dolph of 1921. The committee after further investiga- tion were of the opinion that the rates paid for electri- city by the people of Randolph and Holbrook were ex- cessive and a further decrease, other than the one above mentioned, was imperative.
After further deliberations Mr. Coleman agreed with the committee that he would recommend to the Randolph and Holbrook Power and Electric Company that the fol- lowing rates be granted :-
After May 1st, 1922, a gross charge of $1.10 for the first K. W. H. or fraction thereof per month, with a twenty cent discount for prompt payment, thus making the first K. W. H. $0.90 net.
All in excess of the first K. W. H. 13 cents gross, with one cent discount for prompt payment. This will make a net rate of 12 cents per K. W. H. for all electric- ity consumed after the first K. W. H.
These reductions will mean, for the people of Ran- dolph and Holbrook, a saving of approximately $3,000 per annum, and it is further agreed and understood be- tween this committee and said company that as fast as conditions warrant further reductions may be expected.

Voted : That the committee on Electric Lighting be retained and empowered to take up the lighting ques- tion any time the conditions warrant.
Voted: That the sum of $5,400.00 be raised and appropriated for lighting the streets by Electricity.
Voted : That a committee of five be appointed to in- vestigate the Gas situation in Randolph, Committee ap- pointed :- Mr. James H. Hurley, Mr. Herman W. Richter, Mr. Eugene L. McAuliffe, Mr. Edward T. Hand, Mr. Wil- liam H. Quigley.
The following motion made by Mr. Thomas F. Mc- Grath was voted unanimously :- Mr. Moderator, Ladies and Gents, I wish to call to your attention to this fact that there is a citizen and ex-office holder of this town who I think is entitled to some consideration. This man has been an honorable and useful member of our commun- ity all his life, has led a life without blemish or irregu- larity and is I think entitled to our hearty sympathy in his present life of invalidism; I refer to Mr. Edward Long of South Main Street. I think it only justice and proper here tonight that we pass a vote of sympathy and condolence for our fellow townsman and would suggest, Mr. Moderator, that you appoint a committee at this meeting to draw up a memorial to Mr. Long, said com- mittee to meet and give this meeting a report thereon before adjournment. Article 20. To see what action the Town will take relative to repairs on West Street from the junction of West and Warren Streets to the Stoughton Line and to raise and appropriate money therefor.

Article 24. To see if the Town will make an appro- priation for the decoration of Soldier's graves under the direction of Capt. Horace Niles Post 110, G. A. R.

Article 25. To see if the Town will raise and ap- propriate money to contribute to the sinking Fund as re- quired by Law to meet the payment of the Randolph Water Loan when due.
Voted : That all action under this article be indefin- itely postponed.
Article 26. To see what action the Town will take relative to medical attendance on Poor and raise and ap- propriate money for the same.
Voted. That the sum of $300 be raised and appro- priated for said purpose, said sum to be apportioned equally to the several physicians of the Town and to be in full for the attendance of all porsons under the care of the Selectmen and Overseers of the Poor, whose settle- ment and residence is in the Town of Randolph for one year from January, 1922. That is to say that each phy- sician in the Town from the first of January, 1922, shall received $75 for his services, provided that he makes 38 visits throughout the year, after that he shall receive no compensation for his services but shall attend such of the Town's poor as shall call upon him for his services. Those physicians who make less than 38 visits shall re- ceive pay at the rate of $2 for each of said visits.
Article 27. To see what action the Town will take relative to repairs of highways and raise and appropriate money for the same.

Voted : That the money raised for sidewalks be ex- pended in different sections of the Town.
Voted : $1,000.00 be raised and appropriated for sidewalks.
Voted : That $4,000.00 be raised and appropriated for highways. $2,400.00 of said amount to be used in taking care of street already built.
