To the Trustees of the Turner Free Library :


The Building Committee consisting of W. B. Ath- erton, N. Irving Tolman and Frank W. Belcher report that the roof of the Library is in such condition that attention is necessary and some minor repairs are needed. An appropriation of $150.00 is requested.


It is gratifying to note from the report of the Li- brarian the increase in the number of patrons of the Library the past year. A gain of 219 in a town the size of Randolph is certainly encouraging and indi- cates a growing interest in the institution and an en- larged sphere of usefulness. That the young people of the town are using the facilities of the Library more and more proves its value in many ways.


The desire to improve its usefulness and the same high standard of efficiency in the conduct of the Li- brary still obtains.


The report of the Librarian statistically showing in detail the doings, management and results of the various departments of the Library and the report of the Treasurer showing the investment of the funds and the receipts and expenditures of the Library are here- unto subjoined.

REPORT OF THE LIBRARIAN


Randolph, Mass., January 1, 1924.


To the Trustees of the Turner Free Library :


I have the honor to submit the annual report of the Turner Free Library for the year ending December 31, 1923.


The number of books added to the library this year by purchase is 218, received as gifts 47, and 6 bound magazines, making a total of 28,239 acces- sioned volumes.


The library has been opened to the Public 303 days; 28,436 volumes have been borrowed, and 406 unbound periodicals. The number of borrowers regis- tered is now 1710, a gain of 219 over last year.


The reading room continues to be well patronized, and, on the whole, the order maintained has been good.


The usual work has been done in the grade schools, loaning books for use in the schools, and helping the pupils in the reference department. .


We have done more work with the High School pupils this year, co-operating with Miss Shaw in a course of reading she has prepared for her English classes. We have kept the books used on special shelves, and have done what we could to encourage and assist the pupils. We feel that this work is worth while, as it gives them an opportunity to become ac- quainted with the classics, as well as the books of liv- ing writers which are of high standard. We hope this

may create a taste for the best in literature which will last when school days are over. We wish to thank Miss Shaw for her help and appreciation of the re- sources of the library. The High School and Normal students have also done considerable work in the ref- erence department.


For some time we have felt the need of a special place for the children, and some months ago a corner of the library was given over to their use. We have a table and chairs where they can read, with some attractive books and magazines. The book cases are filled with juvenile books which may be borrowed, and there are pictures of interest to children. At Thanks- giving time we had a good-sized picture in colors, of the first American Thanksgiving by Brownscombe. This seemed to interest them, especially some of our little Italian boys, who told the Librarian the story of the first Thanksgiving very enthusiastically. The chil- dren have thoroughly enjoyed having a place all their own; we have several children who come frequently after school and stay until closing time, absorbed in fairy stories, or, living in imagination, the life of their little book friends.


While it is not possible for the Public to have access to all our shelves, it has been the custom, for a long time, to keep a good number of popular fiction on open shelves. To encourage the reading of non- fiction, we have recently arranged to have open shelves containing books on travel, biography and other sub- jects.


The sum of $123.41 has been received for fines

To the Voters of Randolph,


I will call your attention to Section 21, of Chapter 54 General Laws ;-


"The Selectmen shall at least five days before a State or Town Election, appoint Voters as tellers to assist at the ballot box and in checking the names on the voting list, and in canvassing and counting the votes."


At the State Election in 1922 and at the Annual Town Meeting in 1923 the Selectmen gave the Town Clerk the privilege of selecting the Tellers, this pract- ice under the law must cease, you will notice the law reads that the Selectmen "Shall" appoint, and this year the Selectmen will appoint the Tellers as directed, any other course would surely in the future lead to grave misunderstanding.

Hanley constable, the Voters of Randolph assembled at Stetson Hall, this Monday March 5, 1923, Meeting called to order by the Moderator Mr. James E. Foley, the warrant and return were read by the Town Clerk, all the preliminaries of law having complied with the polls were declared open for the reception of ballots promptly at 5:45 o'clock, A. M. and action taken as follows :


Art. 1. To choose all such Town Officers as are required by Law to be chosen by ballot, namely; A Moderator for one year, A Town Clerk for one year, A Town Treasurer for one year, one Selectman and Overseer of Poor for one year, one Assessor for three years, one member of School Committee for three years, one Trustee of Stetson School Fund for three years, A Collector of Taxes for one year, one Water Commissioner for three years, A Highway Surveyor for one year, A Tree Warden for one year, Three Audi- tors for one year, Seven Constables for one year, Also on the same ballot to Vote "Yes" or "No" in answer to the question, "Shall Licenses be granted for the sale of certain Non-Intoxicating Beverages in this Town. Also on the same ballot to vote "Yes" or "No" in an- swer to the question : "Shall the Town petition for the Installation of an Accounting System by the Common- wealth ?" (This question is submitted under the prov- isions of Chapter 516, Acts of 1922.)

to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1923, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said municipal year.


Art. 22. To see if the Town will appoint the Se- lectmen to be the agents and attorneys of the Town, to prosecute, defend, and compromise, any and all suits, in which the Town may be in any manner inter- ested as a party or otherwise, except so far as the same relates in any manner to the water supply, and to em- ploy counsel if necessary.


Voted : That the Selectmen be appointed.


Art. 23. To see if the Town will authorize and appoint the Water Commissioners to be the agents and attorneys of the Town to prosecute, defend, comprom- ise and settle, any and all suits and proceedings, in which the Town may be interested as a party or other- wise, so far as the same in any manner relates to the taking and use of water in Great Pond, or in tre con- struction of the water works either Jointly or separate- ly as authorized under Chapter 217 of the acts of 1885, and to employ counsel if necessary.


Voted: That the Water Commissioners be so authoriz- ed and appointed.


At two o'clock it was voted that the polls be closed ballots were removed from the ballot box at 12.20 o'clock P. M. when nine hundred and six ballots were cast, and at the close of the polls, the ballots were sorted and counted, and the result declared at 8.30 o'clock, P. M.

The Board of Registrars of Voters of Randolph met this day at 7.30, P. M. to count the votes cast for Selectman, at the annual Town Meeting March 5, 1923, as petitioned for by Mr. James H. Hurley, and others, with the following results,

The Annual Town Meeting adjourned from March 5, 1923 to this date assembled at Stetson Hall, on en- tering the hall each Voter was presented a printed copy of the Report of the Finance and appropriation Committee, with their recommendations on the Ar- ticles of the Warrant, the meeting was called to order at 7.30, o'clock by the Moderator Mr. James E. Foley, after counting the number of Voters present a quorum was declared and the following business transacted,


Voted, That Article 5 of the warrant be now tak- en up.


Art. 5. To hear and act on the report of. any Com- mittee and choose and Committee the Town may think proper.


Voted, That a committee of five be appointed by the moderator to retire and bring in a list of names of Seven citizens to act as the finance Committee, for the Year 1923-1924, Committee appointed by the modera-

Report of the Lighting Committee read by the Chairman Mr. James H. Hurley.


Voted that the report of lighting be accepted with the Thanks of the Town and that the Committee be retained.
