ANNUAL TOWN MEETING-1924
Randolph, March 3, 1924.
Pursuant to a Warrant issued by the Selectmen, dated February 7, 1924, duly posted by John P. Hanley, Constable, the Voters of Randolph assembled at Stetson Hall this third day of March, 1924. Meet- ing called to order by the Moderator, Mr. James E. Foley. Warrant and return were read by the Town Clerk. The Preliminaries of Law having been com- plied with the Polls were declared open for the recep- tion of ballots promptly at 5:45 A. M. and action taken as follows :
Article 1. To choose all such Town Officers as are required by law to be chosen by ballot, namely : A Moderator for one year; a Town Clerk for one year; a Town Treasurer for one year; two Selectmen and Overseers of Poor for one year; one Member of School Committee for three years; one Member of School Committee for two years; one Trustee of Stetson School Fund for one year; a Collector of Taxes for one year; one Assessor for three years; one Assessor for three years; one Assessor for two years; one Water Commissioner for three years; three Auditors for one year; one Tree Warden for one year; one Highway Surveyor for one year; seven Constables for one year. Also on the same ballot to vote "Yes" or "No"

Article I-Voted : That we proceed to ballot for all such Town Officers as towns are required by Law to choose by ballot, at their annual town meeting, namely a Moderator for one year, a Town Clerk for one year, a Town Treasurer for one year, two Selectmen and Overseers of Poor for one year, one member of School Committee for three years, one member of Stetson School Fund for three years, one member of School Committee for two years, one Trustee of Setson School Fund for two years, a Collector of Taxes for one year, one Assessor for three years, one Assessor for two years, one Water Commissioner for three years, three Auditors for one year, one Tree Warden for one year, one Highway Surveyor for one year, seven Con- stables for one year.
Also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall Licenses Be Granted for the Sale of Certain Non-intoxicating Beverages in This Town?"
That the polls be kept open until two o'clock P. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1924, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said municipal year.
Article 21-Voted : Unanimously, that the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow money from time to time in antic- ipation of the revenue of the financial year beginning January 1, 1924, and to issue a note or notes therefor.

payable within one year, any debt or debts incurred' under this vote to be paid from the revenue of said Municipal year.
Article 22. To see if the Town will appoint the Selectmen to be the agents and attorneys of the town to prosecute, defend and compromise any and all suits in which the town may be in any manner interested as a party or otherwise, except so far as the same relates in any manner to the water supply, and to employ counsel if necessary.
Article 22-Voted: That the Selectmen be so ap- pointed.
Article 23. To see if the Town will authorize and appoint the Water Commissioners to be the agents and attorneys of the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be interested as a party or otherwise so far as the same in any manner relates to the taking and use of the water of Great Pond or in the construc- tion of the Water Works either jointly or separately as authorized under Chapter 217 of the Acts of 1885, and to employ counsel, if necessary.
Article 23-Voted: That the Water Commissioners. be so authorized and appointed.
At 3 o'clock it was so voted that the Polls be closed. Ballots were removed from the ballot box at 9:25 A. M. when 689 ballots were cast, also at 1 o'clock when the ballot box registered 1378, and at the close of the Polls the ballots were sorted and counted and the result was declared at 8 P. M .:

ANNUAL TOWN MEETING (Adjourned) 1924 Randolph, March 17, 1924.
The Annual Town Meeting adjourned from March 3, 1924, to this date was called to order at 7:30 o'clock P. M. by Mr. James E. Foley, Moderator. The Finance Committee presented a printed report which was dis- tributed to the voters on entering the hall.
The Moderator stated that there was in his opinion a legal quorum of voters present and that if no objec- tion was offered, he would proceed with the meeting.
Article 2. To hear and act on the report of the town officers.
Article 2-Voted : That all action under this article be deferred until after all other articles on the War- rant are disposed of.
Article 3. To raise and appropriate money to de- fray the general town expenses for the current year.

Voted : That we refer back to Article 3.
Voted under Article 3: That a committee of three male citizens be appointed from the floor at this meet- ing to investigate the methods of removing snow from the roadways in neighboring towns and municipalities, and to submit a report thereon at an adjournment of this town meeting with estimates and recommenda- tions for the purchase by the Town of Randolph of snow-removing equipment adequate to maintain the roads of the town in an open and passable condition during the winter months.
Committee appointed : William S. Condon, Ralph G. Knight and Linwood G. Brown.
Article 5. To hear and act on the report of any com- mittee and choose any committee the Town may think proper.
Committee on securing Manufacturing Plants re- ported through Mr. E. L. McAuliffe. Report accepted as progressive.
Committee on train service reported through Mr. James F. Kennedy.
Accepted as progressive.
Committee appointed under Article 15, 16 and 40 of the annual Town Meeting of 1923 reported through Mr. John R. Luddington who stated that owing to the length of their report, the committee wished to have said report printed.
Voted: That the committe be requested to have their report printed and distributed at the expense of the town.

TOWN OF RANDOLPH, MASS.
A lengthy report was given by Mr. James H. Hurley for the lighting committee supplemented by remarks by Mr. Henry V. Morgan who spoke at length on the purchase of the Electric Lighting Plant and equipment by the Town.
Voted that the report be accepted as progressive and that the committee be retained.
Mr. Timothy Lyons spoke for the committee on high- ways stating that the committee did not wish to make a report at the present time but would at a later date. Committee retained.
Voted that a commitee of seven voters be appointed from the floor to be known as the Finance and Appro- priation Committee.
Committee appointed : Mr. William S. Condon, Mr. Herman W. French, Mr. Frank D. McCarthy, Mr. John E. Kelley, Mrs. Ellen A. Farrell, Mrs. Winnifred B. Richter and Mr. Robert S. Cutting.
Article 6. To see what action the Town will take in relation to repairs on the Turner Free Library Building and raise and appropriate money for the same.
Article 6-Voted : That the sum of $150 be raised and appropriated for repairs on the Turner Free Li- brary.
Article 7. To see if the Town will raise and appro- priate the sum of $800 for the Randolph Visiting Nurse Association, as petitioned for by Helen M. Haney and others.
Article 7-Voted : That the sum of $800 be raised and appropriated as a donation to the Randolph Visit- ing Nurse Association.

Article 8-Voted : That the sum of $5,740 be raised and appropriated for lighting the streets by electricity and that the Treasurer ask for 3% discount.
Article 9. To see if the Town will vote to build permanent sidewalks and raise and appropriate money therefor.
Article 9-Voted : To indefinitely postpone all ac- tion under this Article.
Article 10. To see if the Town will vote to pay the insurance on the Town Treasurer's Bond for the year 1924-1925, and raise and appropriate money therefor.
