ANNUAL TOWN MEETING 1920


Randolph, March 1, 1920.


Pursuant to a Warrant issued by the Selectmen, Dated February 18, 1920, duly posted by John P. Hanley, Con- stable, the Voters of Randolph assembled at Stetson ITall, Monday, March 1, 1920. Meeting called to order by the Moderator, Mr. James E. Foley ; Warrant and Return were read by the Town Clerk ; the Polls were declared open for the reception of ballots at 5.45 o'clock A. M. and Action taken as follows :


Article 1. To choose all such Town Officers as are re- quired by law to be chosen by ballot namely: A Moderator for one year, a Town Clerk for one year, a Town Treasurer for one year, a Selectman and Overseer of Poor for one year, a Selectman and Overseer of Poor for two years, one Select- man and Overseer of Poor for three years, one member of School Committee for three years, one Trustee of Stetson School Fund for three years, a Collector of Taxes for one year, one Assessor for three years, one Water Commissioner for three years, three Auditors for one year, one Tree Warden for one year, one Highway Surveyor for one year, three Fence Viewers for one year, seven Constables for one year, Also on the same ballot to vote "Yes" or "No" in answer to the question "Shall License for the sale of intoxicating liq- uors be granted in this Town?"


Voted: That we proceed to ballot for all such Town Officers as are required by law to be chosen by ballot by

Wednesday, March 24th at 8 o'clock P. M.

Article 15 To see if the Town will authorize the Treas- urer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the Fin- ancial year beginning January 1, 1920, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said municipal year.


Voted unanimously : That the Treasurer with the ap- proval of the Selectmen be and hereby is authorized to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1920, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.


Article 16: To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to renew or refund any note or notes, issued in anticipation of revenue, for a period of less than one year, in accordance with the provisions of Section 9 of Chapter 719 of the Acts of 1913, or to take any action relative thereto.

Voted unanimously: That the Treasurer Le and here- by is authorized with the approval of the Selectmen, to renew or refund notes issued in anticipation of revenue of 1920 in accordance with the provisions of Section 9 of Chapter 719 of the Acts of 1913, the period between the date of issue of the original loan and the date of the maturity of the refund- ing loan to be not more than one year, any debt or debts in- curred under this vote to be paid from the revenue of the- financial year 1920.


Article 26. To see if the Town will appoint the Select- men to be the agents and attorneys of the Town, to prosecute, defend and compromise and settle any and all suits in which the Town may be interested as a party or otherwise except so far as the same relates in any matter to the water supply, and to employ counsel if necessary.


Voted: That the Selectmen be so appointed.


Article 27. To see if the Town will authorize the Water Commissioners to be the agents and attorneys of the Town, to prosecute, defend, compromise and settle any and all suits in which the Town may be interested as a party or otherwise so far as the same in any manner relates to the tak- ing and use of the water of Great Pond, or in the construc- tion of the Water Works, either jointly or separately as auth - orized under Chapter 217 of the Acts of 1885 and to employ counsel if necessary.

The Annual Town Meeting adjourned to this date, was called to order at S o'clock P. M. by the Moderator, Mr. James E. Foley.


A committee was appointed by the Moderator to count the Voters present; when count was concluded, a quorum was declared.


Voted: That Article 42 be taken up.


Article 42: To hear and act on the report of any com- mittee and choose any committee the Town may think proper.


Voted: That a committee of three be appointed by the Moderator to look into the matter of the Town Report, to ascertain when the contract was made, to whom, and if it was sublet, and to whom, also to ascertain the terms of the contract ; the date the Auditors were called to audit the books, cause of delay in auditing, if any, and the date the auditors completed their work, also the dates on which copy was given to the Printer, and especially the final date; and to ascertain the reasons for the delay in issueing the report, and to take means to have same issued at once, this meeting to adjourn until such time as the Selectmen may determine.

Voted : That a committee of nine be appointed, to act with a committee appointed by the Towns of Braintree and Weymouth, to take up the matter of transportation between the three Towns.

Article 3: To hear and act on the reports of the Town Officers.

The Annual Town Meeting adjourned from April 22d to this date was called to order by the Moderator, Mr. James E. Fóley, at 8.00 o'clock P. M.


The Chairman of the Committee to look into the matter of the Town Report made a verbal report :- that in view of the fact that the printed report of the Town Officers had been distributed in part of the Town, the committee wished to be discharged.

Water Commissioner, William F. Barrett, Tax Collector, Walter H. Lyons, and Edmund K. Belcher of the School Committee, to make arrangements, that at our Annual Town Meeting, that the business meeting come before the election of Officers.


Voted : That a committee of five appointed from the floor, appoint a committee of seven, to be known as the Fin- ance or Appropriation Committee, to serve for the ensuing year, and that in the judgment of the committee of five, a man having any interest in any article in the Town Warrant, or connected with parties or factional politics, should not serve on the committee of seven; also this article known as hearing the reports of committees, be one of the first ten articles on the Town Warrant.


Committee appointed: Timothy Lyons, Edward T. Hand, James H. Dunphy, Ralph Knights, Walter F. Stephens.


Voted : That a committee be appointed to look into the advisability of installing a system of bookkeeping in the Town Offices, and to report at a Special Town Meeting to be called at an early date.


Voted: That a committee of three be appointed to investigate the abatement of taxes, of the past five years, and ascertain to whom the abatements were made, the individual amounts, and the reasons therefor, and to report at a meeting to be called by the Selectmen. at a time soon after said com- mittee notifies the board that they are ready to report.

Voted: That an itemized list of tax-payers, together with the valuation in detail and amount of tax assessed to each, be published in the next Town Report, and that the sum of $150.00 be raised and appropriated for clerical work there-with.

TOWN OF RANDOLPH, MASS.


Article 40: To see what action the Town will take rel- ative to Repairs on North Main Street, under the direction of the Massachusetts Highway Commission and the Norfolk County Commissioners, and raise and appropriate money for the same.


Voted unanimously: That there be appropriated the sum of Thirty Thousand Dollars for the purpose of rebuild- ing North Main Street with wood or granite block pavement, in accordance with specifications approved by the Depart- ment of Public Works, Highway Division, and for the pur- pose of meeting the Town's share of said appropriation, the Treasurer with the approval of the Selectmen, be and hereby is authorized to borrow the sum of Ten Thousand Dollars, and to issue a note or notes therefor, payable with the pro- visions of Section 14 of Chapter 719 of the Acts of 1913, so that the whole loan shall be paid in not more than ten years from the date of issue of the first note, or at such earlier date as the Selectmen and the Treasurer may determine, and for the purpose of paying that portion of the appropriation made for which reimbursement is to be received from the State and from the Norfolk County Commissioners, as per agreement made with the Selectmen, the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow a sum not exceeding Twenty Thousand Dollars, and to issue a note or notes therefor, the same to be payable in not more than one year from date of issuance, and from reimburse- ment received from State and County all in accordance with the provisions of Chapter 26, General Acts of 1918.


Article 6. To see what action the Town will take in relation to repairs on the Turner Free Library Building, and raise and appropriate money for the same.

Article 7. To see if the Town will vote to raise and ap- propriate money for the District Nurse Fund.


Voted: That the sum of $250.00 be raised and appro- priated for the District Nurse Fund.


Article 8. To see what sum of money the Town will vote to raise and appropriate for lighting the Streets with electricity ..


Voted: That this article be taken up in conjunction with Article 9.


Article 9. To see if the Town will vote to light the Streets all night and. raise and appropriate money for the same.


Voted : That the present moonlight schedule be con- tinued, (lights to be extinguished at 1.30 A. M. instead of 1.00 A. M.) and that the sum of $5,226.70 be raised and ap- propriated therefor.


Article 10. To see if the Town will vote to pay insur- ance on the Town Treasurer's Bond for the year 1920, 1921, and raise and appropriate money for the same.


Voted: That the sum of $100.00 be raised and appro- priated for said purpose.


Article 11. To see what compensation the Town wil. allow for the collection of taxes.


Voted: That the sum of one and one-half per cent be allowed for the collection of taxes.
