To Either of the Constables of the Town of Randolph, in said County, Greeting :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhab- itants of the Town of Randolph qualified to vote in elec- tions and town affairs, to assemble at


Stetson Hall, in said Town on Monday the sixth day of March, 1922, at 5:45 o'clock in the forenoon, then and there to act on the following articles, viz .:


Article 1. To choose all such Town Officers as are required by law to be chosen by ballot, namely: A Mod- erator for one year, a Town Clerk for one year, a Town Treasurer for one year, one Selectman and Overseer of Poor for three years, one Member of School Committee for three years, one Trustees of Stetson School fund for three years, a Collector of Taxes for one year, one Assess- or for three years, one Water Commissioner for three years, one Water Commissioner for two years, three Auditors for one year, one Tree Warden for one year, one Highway Surveyor for one year, seven Constables for one year.


Also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall licenses be granted for the sale of certain non-intoxicating beverages in this Town.


Article 2. To hear and act on the report of the Town Officers.


Article 3. To raise and appropriate money to defray the general Town expenses for the current year.

Article 4. To raise and appropriate such sums of money as may be necessary for the support of the schools, including Stetson High School, and also for the conveyance of pupils.


Article 5. To hear and act on the report of any committee, and choose any committee the town may think proper.


Article 6. To see what action the town will take in relation to repairs on the Turner Free Library Building and raise and appropriate money for the same.


Article 7. To see if the Town will vote to raise and appropriate money for the District Nurse Fund.


Article 8. To see what sum of money the Town will raise and appropriate for lighting the streets by electricity.


Article 9. To see if the Town will vote to raise and appropriate money for grading the grounds in front of the Turner Free Library Building.


Article 10. To see if the Town will vote to pay the insurance on the Town Treasurer's Bond for the year 1922-1923, and raise and appropriate money therefor.


Article 11. To see what compensation the Town will allow for the collection of taxes.


Article 12. To see if the Town will vote to pay the insurance on the Tax Collector's Bond for the year 1922- 1923, and raise and appropriate money therefor.


Article 13. To see what action the Town will take in relation to the Fire Department, and raise and appro- priate money therefor.


Article 14. To see what action the Town will take to provide additional schoolhouse facilities in the North Randolph section of the Town, and raise and appropriate money therefor as petitioned for by the School Com- mittee.

Article 15. To see what action the Town will take relative to purchase of Nichols property opposite Belcher School for bettering sanitary conditions about the school grounds.


Article 16. To see what action the Town will take relative to providing increased accommodations for pupils attending Stetson High School.


Article 17. To see what action the Town will take in regard to repairing Short Street and raise and appro- priate money for the same.


Article 18. To see what action the Town will take in regard to placing the names of accepted streets on the same where no names now exist.


Article 19. To see if the Town will vote to amend By-law No. 21 by striking out the words "twenty per cent of the male voters" and inserting the words "fifteen per cent of the legal voters to constitute a quorum."


Article 20. To see what action the Town will take relative to repairs on West Street from the junction of Wet and Warren Streets to the Stoughton line, and to mir and appropriate money therefor.

any manner to the water supply, and to employ counsel if necessary.


Article 23. To see if the Town will authorize and appoint the Water Commissioners to be the agents and attorneys of the Town to prosecute, defend, compromise and settle any and all suits and proceedings in which the Town may be interested as a party or otherwise so far as the same in any manner relates to the taking and use of the water of Great Pond or in the construction of the Water Works either jointly or separately as authorized under Chapter 217 of the Acts of 1885, and to employ counsel if necessary.


Article 24. To see if the Town will make an appro- priation for the decoration of Soldiers' graves, under the direction of Capt. Horace Niles, Post 110, G. A. R.


Article 25. To see if the Town will raise and appro - priate money to contribute to the sinking fund as requir- ed by law, to meet the payment of the Randolph Water Loan when due.


Article 26. To see what action the Town will take relative to medical attendance on the poor, and raise and appropriate money for the same.


Article 27. To see what action the Town will take relative to repairs on highways, and raise and appropriate money for the same.


Article 28. To see if the Town will instruct the Selectmen to appoint a special police officer or officers to enforce the laws and raise and appropriate money for the same.


Article 29. To see what action the Town will take relative to the pay of Town laborers.


Article 30. To see if the Town will authorize tho Tax Collector to charge interest at the rate of six per cent

per annum on all taxes remaining unpaid on and after October 1, 1921.


Article 31. To see if the Town will authorize the Tax Collector to use the same means which a 'sown Treasurer may use when acting as Tax Collector.


Article 32. To see if the Town will raise and appro- priate money for the care of the clock in the spire of the First Congregational Church.


Article 33. To see what action the Town will take relative to abatements of taxes and raise and appropriate money therefor.


Article 34. To see what action the Town will take relative to repairs on North Street, and to raise and appro- priate money therefor.


Article 35. To see if the Town will vote to install electric lights on Norfolk Road, and raise and appropriate money for the same.


Article 36. That action be taken relative to the re- pair and rebuilding of Center Street, and that the neces- sary sum be appropriated therefor.


Article 37. To see what action the Town will take for raising and appropriating money to be used for re- pairs on Tower Hill School, also for the opening of the lower room, providing a teacher for, and furnishings for the same.


Article 38. To raise and appropriate money for the suppression of the Gypsy and Brown Tail Moth, as recom- mended by the State Forester.


Article 39. To see if the Town will vote to appro- priate the sum of two thousand ($2000) dollars for the purpose of extending, grading and otherwise improving Stetson Baseball Field.

Article 41. To raise and appropriate money for expense of the Assessor's Department.


Article 42. To see if the Town will vote to accept the provisions of Chapter 31 of the General Laws relative to the application of Civil Service Rules and Regulations to the Police Force.


Article 43. To see if the Town will vote to appro- priate money for water departmental equipment at the pumping station, in accordance with the provisions of item 4, of Section 8, of Chapter 44, General Laws.


Article 44. To see if the Town will vote to appro- priate money for repairs to part of Oak Street.


Article 45. To see if the Town will vote to have a street light of at least four hundred (400) candlepower installed on an extension arm projecting over the junc- tion of North Main, Pond and Old Streets, to replace the present insufficient light, and to raise and appropriate money therefor.


Article 46. To see if the Town will vote to rescind the vote passed at an adjournment of the annual Town Meeting, March 18, 1919, whereby it voted to accept the provisions of Section 339 of Chapter 11 of Revised Laws and Amendments thereof, relative to the election of Selectmen for. a term of three years.


Article 47. To see if the Town will vote to instruct the Water Commissioners to extend the water main in a southerly direction for a distance of 1500 feet on North Main Street, and to raise and appropriate money for the same.

REPORT OF OVERSEERS OF POOR


The Overseers of Poor submit the following report for the year 1922.


The Almshouse remains in charge of Mr. and Mrs. M. M. Sullivan as Warden and Matron, and has been in- spected by members of this board at regular intervals, has always been found clean and neat, thoroughly paint- ed inside early in the year by the Warden and inmates, the grounds and surroundings kept in good order, the inmates well taken care of, good food, and plenty of it, well served, in fact the inmates seem to be perfectly sat- isfied as no complaint has reached us by either inmates, taxpayers or State Inspectors. We feel that everything is done for the inmates of the Almshouse that is neces- sary to make their burden as light as possible.


Could we have taken the receipts coming to the almshouse for board of inmates, sale of produce and the net expenses for 1922 would have been $2,559.25.


During the year twenty-five persons have been sup- ported at the almshouse for a total of 809 3-7 weeks.


There are at present sixteen inmates of whom three are paying their board.


Realizing the feeling that seemed to exist at the annual town meeting we could not do as much for the outside poor as a great many people wished.


The expense under the Mothers' Aid Act, during the year was more than anticipated and caused a large over- draft in 1922, yet we believe that the expenses of this department will be much less in 1923.

SELECTMEN'S REPORT


To the Voters of Randolph :


In presenting the Selectmen's report for the year 1922, we take pleasure in saying that we strove through- out the year to fulfill the wishes of the voters as ex- pressed in Town Meeting.


The account of expenditures appended herewith will show a net overdraft of $1,534.95, which was caused by paying old bills contracted from three to six years ago,' to the State Department of Public Welfare, the City of Boston, and some more recent bills to the City of Brock- ton, amounting in all to $1,927.54. However, as there was more than this amount collected from various sour- ces and paid into the Treasurer, there will be no need of any appropriation for the overdraft.


Our aim has been to give the best administration possible with the limited amount of money appropriated to the departments.
