SPECIAL TOWN MEETING, JANUARY 17, 1921


The following business was transacted


Meeting called at 8 p. m. by Town Clerk


Article 1. By vote of the Town, the Town Clerk was instructed to cast one ballot for Rutherford E. Smith for Moderator; which was accordingly done.


Art. 2. Voted to raise and appropriate the sum of five hundred and fifty dollars ($550.00) to cover the deficiency in the Fire Depart- ment for the year ending December 31, 1920. Unanimous vote.


Art. 3. Voted to raise and appropriate the sum of Three Hun- dred and Seventy-five ($375.00) to cover the deficiency in the High- way Department for the year ending December 31, 1920.


Art. 4. Voted to raise and appropriate the sum of Thirty-nine Dollars and Fifty-eight cents ($39.58) to cover the overdraft on the Appropriation for repairing Main street, as voted in Article 21 of the Annual Meeting held March 8, 1920. Unanimous vote.


Art. 5. Voted to raise and appropriate the sum of One Thousand Dollars ($1000) to cover the deficiency in the appropriation for Charities and Soldiers' Benefits as voted in Article 11, of the An- nual Meeting held March 8, 1920. Unanimous vote.


Art. 6. Voted to raise and appropriate the sum of Seven Hun- dred and Sixty-five Dollars and Twenty-eight Cents ($765.28) as re- quired by the Commonwealth for the suppression of the Brown Tail and Gypsy Moth. Unanimous vote.


Art. 7. Voted to rescind the action of Town whereby it voted to elect three Road Commissioners for the term of One year; and voted that the office of Road Commissioner shall cease on March 14, 1921. Unanimous vote.


Art. 8. Voted to authorized the Treasurer, with the approval of the Selectmen to borrow money to cover any appropriation made in the preceding articles and to issue a note or notes therefore pay- able within One year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1921. Unanimous vote.


Motion made by Franklin W. Freeman. Meeting adjourned at 9 p. m.

The meeting called to order at 11 a. m. and the warrant read by the Town Clerk.


Article 1. The Town Clerk was instructed to cast one ballot for Rutherford E. Smith for Moderator, which was accordingly done.


Art. 2. To act upon reports of Town officers as published.


Voted on motion of George E. Herrick to accept the reports of Town officers as published.


- Art. 3. To choose all Town officers not required to be chosen by ballot.


Voted on motion of George E. Herrick that William E. Roundy John Ross and Frank Newhall be chosen Surveyors of Lumber and wood measurers; Board of Selectmen be Field Drivers and Fence Viewers; Clarence E. Whitaker, Poundkeeper.


Art. 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the financial year beginning January 1, 1921, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.

Art. 6. To see if the Town will vote to set a time when the Col- lector of taxes shall settle his account.

Art. 7. To see if the Town will vote to revise and accept the jury list as published by the Selectmen.

Art. 8. To see what disposal the Town will make of the money refunded by the County from the Dog tax for the year 1920.

Art. 9. To see if the Town will vote to raise and appropriate the sum of One hundred and twenty-five dollars ($125.00) for the observance of Memorial day and determine how the same shall be expended, or what action it will take thereon.


Voted on motion of Carl H. Russell to raise and appropriate the sum of one hundred and twenty-five dollars ($125.00) for the observance of Memorial day to be expended under the direction of Edward Q. Moulton.


Art. 10. To see if the Town will vote to raise and appropriate the sum of four thousand dollars ($4000.00) said sum to be used for maintenance of General Government as follows: Town officers' salar- ies and expenses, interest on notes, care of municipal buildings, elec- tions and registrations, or what action it will take thereon.

Art. 11. To see if the Town will vote to raise and appropriate the sum of two thousand, one hundred dollars ($2,100) said sum to be used for charities and soldiers' benfits for the ensuing year, or what action it will take thereon.

Art. 12. To see if the Town will vote to raise and appropriate the sum of four hundred and fifty dollars ($450.00) to cover payments for state aid for the ensuing year, said payment to be ultimately re- funded by the Commonwealth.

Art. 13. To see if the Town will vote to raise and appropriate the sum of three hundred dollars ($300.00) said sum to cover the ex- penses of Police work, Board of Health, Sealer of Weights and Meas- ures, Inspector of barns and animals, and of Slaughtering for the en- suing year, or what action it will take thereon.

Art. 14. `To see if the Town will vote to raise and appropriate the sum of two thousand, four hundred dollars ($2,400.00) to be used for the maintenance of street lights, for the ensuing year, or what action it will take thereon.


Voted on motion of George E. Herrick to raise and appropriate the sum of two thousand, four-hundred and fifty dollars ($2,450) to be used for the maintenance of street lights for the ensuing year.


Art. 15. To see if the Town will vote to raise and appropriate the sum of one hundred and fifty dollars ($150.00) said sum together with the unexpended balance, to be used by the Cemetery Commis- sioners in caring for the Town cemeteries.


Voted on motion of Seth H. Russell to raise and appropriate the sum of one hundred and fifty dollars ($150.00) and the unex- pended balance to be used by the Cemetery Commissioners in caring for the Town cemeteries for the ensuing year.


Art. 16. To see if the Town will vote to raise and appropriate the sum of four hundred dollars ($400.00) for the use of the Library Trustees in maintaining the Public Library for the ensuing year, or what action it will take thereon.


Voted on motion of George E. Lambert, Jr., to raise and appro- priate the sum of four hundred dollars ($400.00) for the use of

the Library Trustees in maintaining the Public Library for the ensuing year.


Art. 17. To see if the Town will vote to raise and appropriate the sum of five hundred dollars ($500) to cover expense of making repairs on Chemical Engine House No. 2, or what action it will take thereon. Voted on motion of George E. Herrick to raise and appropriate the sum of five hundred dollars ($500.00) and the unexpended balance, to cover expense of making repairs on Chemical Engine House No. 2.


Art. 18. To see if the Town will vote to raise and appropriate the sum of five hundred dollars ($500.00) together with the unex- pended balance to be expended by the Board of Selectmen for Liabil- ity Insurance as may be necessary during the ensuing year or what action it will take thereon.


Voted on motion of Lewis F. Allen as amended by John Ward to raise and appropriate the sum of three hundred dollars and the unexpended balance, to be expended by the Board of Selectmen for liability insurance as may be necessary for the ensuing year. Voted on motion of Albert P. Mansfield to take up Art. 19 and 20 together.


Art. 19. To see if the Town will vote to raise and appropriate a sum of money not exceeding ten thousand dollars ($10,000.00) to be used in reconstructing Salem street in accordance with plans sub- mitted by the State Department of Public Works, Division of High- ways, four thousand dollars ($4000.00) of this amount to be assessed in 1921, two thousand dollars ($2,000.00) to be assessed in 1922, and 1923, and the remainder in 1924, or what action it will take thereon.


Art. 20. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money and issue a note or notes to cover the amounts voted in Article 19, and payable as asses- sed as therein specified.


Art. 19 and 20. Voted on motion of Albert P. Mansfield that there be appropriated the sum of ten thousand dollars ($10,000) for the purpose of improving Salem street, to be used in conjunc- tion with the amounts to be contributed by the County and the State; and that to meet said appropriation that there shall be raised in the tax levy of the current year, the sum of four thou- sand dollars ($4,000) and the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of six thousand dollars ($6,000) and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the provisions of Section 19 of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than five years from the date of issue of the first bond or note, or at such earlier dates as the Treasurer and Selectmen may determine.

To meet the advance payment on account of that portion of the expense to be borne by the County and State, the Treasurer with the approval of the Selectmen, is hereby authorized to make a temporary loan, in accordance with the provisions of Section 6 of Chapter 44 of the General Laws; and any money received from County and State, as reimbursement, shall be applied to the pay- ment of said temporary loan. A unanimous vote.


Art. 21. To see if the Town will vote to raise and appropriate the sum of one thousand, five hundred dollars ($1,500) for the use of the Highway Department for the removal of snow and other high- way work and to be expended after October 1, 1921, or what action it will take thereon.


Voted on motion of Joseph F. Smith to indefinitely postpone the appropriation of any money for the removal of snow and for other Highway work to be expended after October 1, 1921.


Art. 22. To see if the Town will vote to raise and appropriate the sum of two thousand dollars ($2,000) to be expended on Chestnut street, beginning at Main and extending northerly as far as the ap- propriation will go thoroughly, or what action it will take there on. C. J. Bolton and others.


Voted on motion of Nelson B. Todd to take up Articles 22, 23, 24 and 25 together.


Art. 23. To see if the Town will vote to raise and appropriate the sum of one thousand dollars ($1,000) in reconstructing Main street on Middleton Hill, or what action it will take thereon.


Art. 24. To see if the Town will vote to raise and appropriate the sum of six thousand dollars ($6,000) for the maintenance of high- ways, or what action it will take thereon.


Art. 25. To see if the Town will vote to have five hundred dol- lars ($500) of the present year's highway appropriation expended or. Walnut street between Mansfield's corner and the corner at Mrs. Mary Wiley's house, or take any action thereon. George E. Herrick and others.


Articles 22, 23, 24 and 25. Voted on motion of William F. Gerry to raise and appropriate the sum of nine thousand dollars ($9,- 000) for general highway purposes, said sum to cover repairs as the Board of Selectmen may deem necessary on Articles 22, 23, 24 and 25.


Art. 26. To see if the Town will vote to raise and appropriate the sum of seventeen thousand, five hundred ($17,500) together with the unexpended balance of the School Department, and the amount received from the Commonwealth under Part 1 of Chapter 363 of the General Acts of 1919 for General expenses of said department or what action it will take thereon.

sum of Seventeen thousand, five hundred dollars ($17,500) and the unexpended balance of the School Department and the amount received from the Commonwealth under Part 1, of Chapter 363 of the General Acts 1919, for the general expenses of said depart- ment.


Art. 27. To see if the Town will vote to raise and appropriate the sum of five hundred dollars ($500) to be expended by the School Committee in grading the Salem street school grounds, or what action it will take thereon.


Voted on motion of William F. Gerry to indefinitely postpone the raising of money to grade the Salem street school grounds.


Art. 28. To see if the Town will vote to raise and appropriate the sum of one thousand, five hundred dollars ($1,500) for the Fire Department for the ensuing year, or what action it will take thereon.


Voted on motion of Lewis F. Pope to raise and appropriate the sum of one thousand, two hundred dollars ($1,200) for the use of the Fire Department for the ensuing year.


Art. 29. To see if the Town will vote to raise and appropriate the sum of four hundred dollars ($400) to cover expense incurred in repairing locomobile, or what action it will take thereon.

Art. 33. To see if the Town will vote to authorize the Board of Selectmen to install one additional street light on Broadway, near the Lynnfield Station, B. & M. R. R. and appropriate the sum of ten dol-

Voted on motion of Lewis F. Allen to raise and appropriate the sum of ten dollars ($10.00) to install one additional street light on Broadway, near the Lynnfield Station of the B. & M. R. R .. same to cover it's expense of operation for the ensuing year.


Art. 34. To see if the Town will vote to authorize the Board of Selectmen to install six additional street lights on Walnut street be. tween Salem street and the Saugus line and appropriate the sum of sixty dollars and seventy-five cents ($60.75) to cover their operation for the ensuing year.
