RECORDS OF TOWN MEETINGS


ANNUAL TOWN MEETING HELD MARCH 13, 1922


The election officers were, Clarence A. Hall, Ella D. Roundy, Frank G. Winchester and Lewis F. Pope.


The meeting was called to order at 11 o'clock a. m. and the war- rant read by the Town Clerk.


Article 1. To choose a Moderator to preside at said meeting.


The Town Clerk was instructed to cast one ballot for Rutherford E. Smith for Moderator of this meeting.


Art. 2. To act upon the reports of Town Officers as published.


On motion of George E. Herrick it was voted to accept the reports of Town Officers as published.


Art. 3. To choose all Town Officers not required to be chosen by ballot.


On motion of George E. Herrick it was voted that the Surveyors.

of lumber and wood measurers be William E. Roundy, Andrew Mans- field and Frank Newhall. Field Drivers and Fence Viewers be the Board of Selectmen. On motion of Wm. E. Gilson it was voted that Clarence E. Whitaker be pound keeper.


Art. 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the Revenue of the financial year beginning January 1, 1922, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the Revenue of said financial year.


On motion of George E. Art. 5. On motion of George E. Herrick it was voted to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1, 1923, in anticipation of the Revenue of the financial year, beginning January 1, 1923, and to issue a note or notes therefor, payable within one year any debts incurred under this vote to be paid from the Revenue of the financial year beginning January 1, 1923.


Art. 6. To see if the Town will vote to set a time when the Col- lector of Taxes shall settle his account.


On motion of George E. Herrick it was voted that the Collector of Taxes shall settle his account on December 31, 1922.


Art. 7. To see if the Town will vote to accept or revise the Jury list as published by the Selectmen.


On motion of George E. Herrick it was voted to accept the Jury list as published by the Selectmen.


Art. 8. To see what disposal the Town will make of the money refunded by the County from the Dog Tax for the year 1921.


On motion of William F. Gerry, it was voted that the Dog Tax of the year 1921 refunded by the County ($145.25) be appropriated for the Library.


Art. 9. To see if the Town will vote to raise and appropriate the

sum of $125.00 for the observance of Memorial Day and determine how the same shall be expended, or what action it will take thereon.


On motion of Carl H. Russell, it was voted to raise and appro- priate the sum of $125.00 for Memorial Day, to be expended under the direction of Edward Q. Moulton.


Art. 10. To see if the Town will vote to raise and appropriate the sum of $3,800.00, said sum to be used for maintenance of General Government as follows: Town Officers salaries and expenses, care of Municipal buildings, elections and registrations, or what action it will take thereon.


On motion of George E. Herrick, it was voted to raise and ap- propriate the sum of $3,800.00 for maintenance of General Govern- ment as follows: Town Officers salaries and expenses, care of Muni- cipal Buildings, elections and registrations.


Art. 11. To see if the Town will vote to raise and appropriate the sum of $1,300.00 said sum to be used for Charities, and Soldiers' Benefits for the ensuing year, or what action it will take thereon.


On motion of John Ward it was voted to raise and appropriate the sum of $1,300.00 for Charities and Soldiers' Benefits for the en- . suing year.


Art. 12. To see if the Town will vote to raise and appropriate the sum of $240.00 to cover payments for State Aid for the ensuing year, said payments to be ultimately refunded by the Commonwealth.


On motion of George E. Herrick it was voted to raise and ap- propriate the sum of $240.00 to cover payments for State Aid for the ensuing year, said payments to be ultimately refunded by the Com- monwealth.


Art. 13. To see if the Town will vote to raise and appropriate the sum of $1,500.00 said sum to cover the expense of Police Work, Board of Health, Sealer of Weights and Measures, Inspector of An- imals and of slaughtering for the ensuing year, or what action it will take thereon.


On motion of Lewis F. Allen it was voted to raise and appropriate the sum of $1,000.00 to cover the expense of Police Work, Board of Health, Sealer of Weights and Measures, Inspector of Animals and of slaughtering for the ensuing year.


Art. 14. To see if the Town will vote to raise and appropriate the sum of $2,650.00 to be used for the maintenance of Street Lights for the ensuing year, or what action it will take thereon.


On motion of George E. Herrick, it was voted to raise and ap- propriate the sum of $2,650.00 to be used for the maintenance of Street Lights for the ensuing year.


Art. 15. To see if the Town will vote to raise and appropriate the sum of $400.00, said sum to be used by the Cemetery Commission-

ers in caring for the Town Cemeteries, $150.00 of which to be used in planting shade trees in Cemeteries.


On motion of Seth H. Russell it was voted to raise and appro- priate the sum of $400.00 to be used by the Cemetery Commissioners in caring for the Town Cemeteries, $150.00 of which to be used in planting shade trees in the Cemeteries.


Art. 16. To see if the Town will vote to raise and appropriate the sum of $550.00 for the use of the Library Trustees, in maintenance of the Public Library for the ensuing year, or what action it will take thereon.


On motion of Albert P. Mansfield it was voted to raise and ap- propriate the sum of $550.00 for the use of the Library Trustees, in maintaining the Public Library for the ensuing year.


Art. 17. To see if the Town will vote to raise and appropriate the sum of $500.00, said sum to be added to the Trust Fund created for payment of Liability Insurance as may be necessary during the ensuing year, or what action it will take thereon.


On motion of Albert P. Mansfield it was voted to raise and ap- propriate the sum of $500.00 to be used to create a fund for payment of Liability Insurance as may be necessary during the ensuing year.


Art. 18. To see if the Town will vote to raise and appropriate the sum of $9,000.00 for the maintaining of Highways, or what action it will take thereon.


On motion of Wm. E. Gilson it was voted to raise and appropriate the sum of $9,000.00 for the maintenance of highways for the ensuing year.


Art. 19. To see if the Town will vote to raise and appropriate the sum of $28,000.00 for general expenses of the School Department, · or what action it will take thereon.


On motion of Nelson B. Todd it was voted to raise and appro- priate the sum of $28,000.00 for the general expenses of the School Department.


Art. 20. To see if the Town will vote to raise and appropriate the sum of $3,000.00 for the use of the Fire Department for the en- suing year, or what action it will take thereon.


On motion of Wm. E. Gilson it was voted to raise and appropriate the sum of $3,000.00 for the use of the Fire Department for the en- suing year ..


Art. 21. To see if the Town will vote to raise and appropriate the sum of $400.00, said amount being that voted by the Selectmen to re- pair the Fire Alarm System, under the provisions of Chapter 44, Section 31 of General Laws.

Art. 22. To see if the Town will vote to raise and appropriate . the sum of $3,000.00 for the use of the Tree Warden, to repair the damage to trees by sleet storm, $200.00 to be used in the planting of shade trees or what action it will take thereon.


On motion of John Ward, it was voted to raise and appropriate . the sum of $750.00 to repair the damage done to trees by sleet storm ..


Art. 23. To see if the Town will vote to raise and appropriate the sum of $1500.00, said amount being that voted by the Selectmen to . repair damage done by the sleet storm to trees, under the provisions of Chapter 44, Section 31, General Laws.


On motion of Edward Fletcher, it was voted to raise and ap- propriate the sum of $1500.00, said amount being that voted by the Selectmen to repair damage done to trees by the sleet storm under the . provisions of Chapter 44, Section 31 of the General Laws.


Art. 24. To see if the Town will vote to raise and appropriate . the sum of $75.00 for the use of the Park Commissioners, or what action it will take thereon.


On motion of George E. Herrick it was voted to raise and ap- propriate the sum of $75.00 for the use of the Park Commissioners.


Art. 25. To see if the Town will vote to raise and appropriate the sum of $824.03 for suppression of the Gypsy and Brown tail moth as required by the Commonwealth.


On motion of Nelson B. Todd it was voted to raise and appro-' priate the sum of $824.03 for the suppression of the Gypsy and Brown tail moth as required by the Commonwealth.


Art. 26. To see if the Town will vote to raise and appropriate the sum of $1500.00, said sum to be used in painting and repairing Town Hall and sheds, or what action it will take thereon.


On motion of Harry B. Nesbitt it was voted to raise and appro- priate the sum of $1500.00, said sum to be used in repairing Town Hall and sheds.


Art. 27. To see if the Town will vote to authorize the Board of Selectmen to have three additional street lights installed on Main street between Lowell street and the Middleton Line and raise and appropriate the sum of $30.38 to cover their operation for the re- mainder of the year. On motion of Carl H. Russell it was voted to raise and appro- priate the sum of $30.38 to install three additional street lights on Main street between Lowell street and the Middleton Line, said sum to cover their operation for the remainder of the year.


Article 28. To see if the Town will vote to authorize the Board'

of Selectmen to contract with the Town of Reading for furnishing street lights in Lynnfield Center for a period of three years, or what action it will take thereon.


On motion of Albert P. Mansfield it was voted to authorize the Board of Selectmen to contract with the Town of Reading for fur- nishing street lights in Lynnfield Center for a period of three years.


Art. 29. To see if the Town will vote to raise and appropriate the sum of $100.00 to install a fire alarm box midway between the houses of Frank Dewing and George Gove, or what action it will take thereon. Edith M. Gove and others.

Gerry, it was voted to install a fire alarm box under the direction of the Chief of the Fire Department on Salem street, between Mansfield's corner and Lawrence's corner and that the expense thereof be paid out of the appropriation made for the Fire Department in Article 20, of this Warrant.


Art. 30. To see if the Town will vote to raise and appropriate the sum of $500.00 for a reserve fund, or what action it will take thereon.


On motion of Nelson B. Todd it was voted to raise and appro- priate the sum of $500.00 for a reserve fund.


Art. 31. To see if the Town will vote to instruct the Board of Selectmen to oppose the granting of permits for erection or mainten- ance of advertising signs and devices within the public view of any highway in the Town of Lynnfield.


On motion of Wm. E. Moxham it was voted to instruct the Board of Selectmen to oppose the granting of permits for the erection or maintenance of advertising signs and devices within the public view of any highway in the Town of Lynnfield. Unanimous vote.


. Art. 32. To see if the Tow will vote to raise and appropriate the sum of $5,000.00 to be spent on Walnut street, provided the State and County will contribute an equal amount for this purpose. Bertram Hawthorne.


On motion of Wm. F. Gerry it was voted to indefinitely postpone the raising of any money for Walnut street.


Art. 33. To see if the Town will vote to raise and appropriate the sum of $2,000.00 to pay interest on notes, due during the ensuing year.


On motion of John Ward it was voted to raise and appropriate the sum of $2,000.00 to pay interest on notes due during the ensuing year.


Art. 34. To see if the Town will vote to raise and appropriate the sum of $5,500.00 to cover payments of notes becoming due during the ensuing year.

On motion of John Ward it was voted to raise and appropriate the sum of $5,500.00 to cover payments on notes due during the ensu- ing year.


Art. 35. To see if the Town will vote to raise and appropriate the sum of $1,000.00 for the maintenance and upkeep of Summer street from corner of Walnut street to Salem street, or what action it will take thereon.


On motion of Wm. F. Gerry it was voted to postpone the appro- priation of $1,000.00 for the maintenance and upkeep of Summer street from corner of Walnut street to Salem street.


Art. 36. To see if the Town will vote to raise and appropriate the sum of $275.00 to place new street signs and guide boards through- out Town, or what action it will take thereon.


On motion of Edward Fletcher it was voted to raise and appro- priate the sum of $275.00 to place new street signs and guide boards throughout the Town.


Polls closed four o'clock.


Art. 37. To see if the Town will vote to raise and appropriate the sum of $350.00 to install a new heater in Chemical House No. 1, or what action it will take thereon.


On motion of Nelson B. Todd it was voted to raise and appro- priate the sum of $350.00 to install a new heater in Chemical House No. 1.
