RECORDS OF TOWN MEETINGS


ANNUAL TOWN MEETING HELD MARCH 12, 1923


The election officers were Clarence A. Hall, Sidney E. Richards, Frank G. Winchester and James D. McNamara.


Art. 1 To choose a Moderator to preside at said meeting. There were two nominations for Moderator. A ballot was taken and the check list used. Nelson B. Todd received three votes and Rutherford E. Smith, twenty. Rutherford E. Smith was elected Moderator.


Art. 2. To act upon the reports of the Town Officers as pub- lished.

On motion of John Ward it was voted to accept the report of Town Officers.


Art. 3. To choose all Town Officers not required to be chosen by ballot.


On motion of Joseph F. Smith, William E. Roundy, Harry B. Nesbitt and Frank Newhall were chosen wood measurers; and the Board of Selectmen as field drivers and fence viewers, on motion of Nelson B. Todd. Nelson B. Todd was chosen pound keeper on motion of Joseph F. Smith.


Art. 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the financial year beginning January 1st, 1923, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.


On motion of Albert P. Mansfield it was voted to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the financial year beginning January 1st, 1923, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.


Art. 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1st, 1924, in anticipation of the revenue of the financial year beginning January 1st, 1924, and to issue a note or notes there- for payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1st, 1924.


On motion of Oscar E. Phillips it was voted to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1st, 1924, in anticipation of the revenue of the financial year beginning January 1st, 1924, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year be- ginning January 1st, 1924.


Art. 6. To appoint a time when the Collector of Taxes shall settle his account.


On motion of John Ward it was voted that the Collector shall settle his account on December 31st, 1923.


Art. 7. To see what disposal the Town will make of the money refunded by the County from the dog tax for the year 1922.


On motion of Andrew Mansfield it was voted that the money refunded by the County from the dog tax of 1922 be appropriated to the Library.

Art. 8. To see if the Town will vote to raise and appropriate a sum of money for the observance of Memorial Day and determine how the same shall be expended, or what action it will take thereon.


On motion of Carl H. Russell, it was voted to raise and appropri- ate the sum of $150.00 for the observance of Memorial Day to be expended under the direction of Edward Q. Moulton.


Art. 9. To see if the Town will vote to raise and appropriate the sum of $28,000 for the general expense of the school department or what action it will take thereon.


On motion of Nelson B. Todd it was voted to raise and appropri- ate the sum of $18,000 by taxes and also take $10,000 from the surplus revenue for the general maintenance of schools.


Art. 10. To see if the Town will vote to raise and appropriate a sum of money for the general expense of the Highway Department or what action it will take thereon.


On motion of Carl H. Russell as amended by Joseph F. Smith it was voted to raise and appropriate the sum of $11,300 for the upkeep of highways and that the Selectmen be instructed to use whatever is necessary of this amount to repair the building in the rear of the Town Hall for the storage of tools of the Highway Department.


Art. 11. To see if the town will vote to raise and appropriate a sum of money to cover the expenses of the General Government of the Town, viz: Town Officers salaries and expenses, care of Municipal buildings, election and registrations, or what action it will take thereon.


On motion of John Ward it was voted to raise and appropriate the sum of $4,000 to cover the expenses of the General Government of the Town, viz: Town Officers salaries and expenses, care of mu- nicipal buildings, elections and registrations.


Art. 12. To see if the Town will vote to raise and appropriate a sum of money to cover protection, including Police, Sealer of Weights and Measures, Inspection of Animals, Health and Sanitation and specify how this money is to be divided among the aforesaid di- visions.


On motion of Albert P. Mansfield it was voted to raise and ap- propriate the sum of $750 to be divided for the following purposes as follows: Police $575; Sealer of Weights and Measures, $75. In- spection of Animals, $50; Health and Sanitation, $50.


Art. 13. To see if the Town will vote to raise and appropriate a sum of money to cover the Department of Charities, or what ac- tion it will take thereon.


On motion of John Ward it was voted to raise and appropriate the sum of $1,000 for Charity.

Art. 14. To see if the Town will vote to raise and appropriate the sum of $2,800 to cover the expense of operating street lights for the ensuing year, or what action it will take thereon.


On motion of Franklin W. Freeman it was voted to raise and appropriate the sum of $2,800 to cover the expense of operating street lights for the ensuing year.


Art. 15. To see if the Town will vote to raise and appropriate a sum to be known as the reserve fund, or what action it will take thereon.


On motion of John Ward it was voted to raise and appropriate the sum of $1,000 for the reserve fund.


Art. 16. To see if the Town will vote to raise and appropriate a sum of money to cover payment of the State Tax for the ensuing year, or what action it will take thereon.


On motion of Franklin W. Freeman it was voted to raise and ap- propriate the sum of $4,000 to cover payment of State Tax for the ensuing year.


Art. 17. To see if the Town will vote to raise and appropriate a sum of money to cover payment of the County Tax for the ensuing year, or what action it will take thereon.


On motion of Franklin W. Freeman it was voted to raise and appropriate the sum of $3,400 to cover payment of the County Tax for the ensuing year.


Art. 18. To see if the Town will vote to raise and appropriate a sum of money to cover the expenses of the Fire Department for the ensuing year, or what action it will take thereon.


On motion of John S. Caldwell it was voted to raise and appro- priate the sum of $3,000 to cover the expense of the Fire Depart- ment for the ensuing year.


Art. 19. To see if the Town will vote to raise and appropriate a sum of money to cover payment of interest on debts and loans becom- ing due the current year, or what action it will take thereon.


On motion of Albert P. Mansfield it was voted to raise and ap- propriate the sum of $1,600 to pay interest on debts and loans be- coming due the current year.


Art. 20. To see if the Town will vote to raise and appropriate the sum of $5,500 to cover payment of notes maturing the current year, or what action it will take thereon.


On motion of Carl H. Russell it was voted to raise and appro- priate the sum of $5,500 to cover payment of notes becoming due the current year.


Art. 21. To see if the Town will vote to raise and appropriate a sum of money to be set aside for payment of Liability Insurance as claims may become due, or what action it will take thereon


On motion of Albert P. Mansfield it was voted to raise and ap-

propriate the sum of $500 to be deposited with the compensation fund for Liability Insurance.


Art. 22. To see if the town will vote to raise and appropriate a sum of money to cover payment of State Aid during the ensuing year, or what action it will take thereon.


On motion of John Ward it was voted to raise and appropriate the sum of $240 to cover payment of State Aid during the ensuing year.


Art. 23. To see if the Town will vote to raise and appropriate the sum of $862.81 to cover payment of State Moth Assessment for the ensuing year, or what action it will take thereon.


On motion of Carl H. Russell it was voted to raise and appro- priate the sum of $862.81 as required by the State for Moth Work.


Art. 24. To see if the Town will vote to raise and appropriate the sum of $400 for the use of the Cemetery Commissioners in caring for the Town Cemeteries during the current year, or what action it will take thereon.


On motion of Seth H. Russell it was voted to raise and appropri- ate the sum of $400 for the use of the Cemetery Commissioners in caring for the Town Cemeteries during the ensuing year.


Art. 25. To see if the Town will vote to raise and appropriate a sum of money to cover the Maintenance of the Public Library for the ensuing year, or what action it will take thereon.


On motion of George E. Lambert, Jr., it was voted to raise and appropriate the sum of $550 to cover the Maintenance of the Public Libraries for the ensuing year.


Art. 26. To see if the Town will vote to raise and appropriate the sum of $2,000 to be expended by the Tree Warden in trimming and repairing shade trees along the highways, or what action it will take thereon.


On motion of John Ward it was voted to raise and appropriate the sum of $500 to be used by the Tree Warden in trimming and re- pairing shade trees, $100 of this to be used in planting shade trees during the ensuing year.


Art. 27. To see if the Town will vote to raise and appropriate the sum of $494.11 to cover the Town's share of the expenses in- curred during the year 1922 in maintaining the Essex Sanatorium under the provisions of Chapter 111 of the General Laws, or what action it will take thereon.


On motion of Franklin W. Freeman it was voted to raise and appropriate the sum of $494.11 to cover the Town's share of the ex- penses incurred during the year 1922 in maintaining the Essex San- atorium under the provision of Chapter 111 of the General Laws.


Art. 28. To see if the Town will vote to raise and appropriate a sum of money to cover grading an additional section of Green

Street which was accepted by the Town in 1920, or what action it will take thereon.


On motion of Joseph F. Smith it was voted to indefinitely post- pone the additional grading of Green Street which was accepted by the Town in 1920.


Art. 29. To see if the Town will vote to raise and appropriate a sum of money to cover expense of caring for the Town Parks dur- ing the ensuing year, or what action it will take thereon.


On motion of Harry B. Nesbitt it was voted to raise and appro- priate the sum of $300 to cover the expense of caring for the Town Parks during the ensuing year.


Art. 30. To see if the Town will vote to instruct the Moderator to appoint a committee of three to investigate the heating system at the Town Hall and report on the condition and requirements to the Town at the next Town Meeting, or what action it will take thereon.


On motion of Carl H. Russell it was voted to instruct the Mod- erator to appoint a committee of three to investigate the heating of the Town Hall and report on the condition and requirements to the Town at the next Town Meeting: Moderator appointed as fol- lows: Chairman, Albert P. Mansfield; Carl H. Russell and Frank- lin W. Freeman.


Art. 31. To see if the Town will vote to raise and appropriate the sum of $200 to paint the Library Building, or what action it will take thereon.


On motion of George E. Lambert, Jr., it was voted to raise and appropriate the sum of $200 to paint the outside of the Library Building.
