ANNUAL TOWN MEETING HELD MARCH 8, 1926
The election officers were Clarence A. Hall, Clerk; Sidney M. Eaton, William R. Delamater, Sidney E. Richards and Joseph Donovan, Tellers.
The polls were opened at 11 o'clock A. M., and the warrant read by the Town Clerk.
Article 1. To choose a Moderator for said meeting.
The Town Clerk was instructed to cast one ballot for Nelson B. Todd for Moderator of this meeting. which was accordingly done.
Art. 2. To act upon the reports of the Town Officers as published. On motion of Joseph F. Smith it was voted to accept the reports of the Town Officers as published.
Art. 3. To choose all Town Officers not required to be chosen by ballot.
On motion of Joseph F. Smith as amended by Peter J. Walsh, it was voted that James D. McNamara, Daniel J. McCarthy and Joseph F. Smith be field drivers; Joseph F. Smith, pound keeper; George M. Roundy, William E. Roundy and Albert G. Tedford, wood measurers.
Art. 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the financial year beginning January 1, 1926, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
On motion of Oscar E. Phillips it was voted to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the financial year beginning January 1, 1926, and to issue a note or notes therefor, payable within one year, any debt or debts in- curred under this vote to be paid from the revenue of said financial year.
Art. 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1, 1927, in anticipation of the revenue of the financial year beginning January 1, 1927, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1927.
On motion of Oscar E. Phillips it was voted to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1, 1927, in anticipation of the revenue of the financial year beginning January 1, 1927, and to issue a note or notes therefor, pay- able within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1927.
Art. 6. To see what disposal the Town will make of the money re- funded by the County from the dog tax of 1925.
On motion of Andrew Mansfield it was voted that the money refunded by the County from the dog tax of 1925, be appropriated to the Library.
Art. 7. To see if the Town will vote to raise and appropriate a sum

of money for the observance of Memorial Day and determine how the same shall be expended, or what action it will take thereon.
On motion of Joseph F. Smith it was voted to raise and appropriate the sum of $150.00 for the observance of Memorial Day, to be expended under the direction of Edward Q. Moulton.
Art. 8. To see if the Town will vote to raise and appropriate a sum of $30,375.00 for the general expenses of the School Department, or what action it will take thereon.
On motion of John S. Caldwell it was voted to raise and appropriate the sum of $30,375.00 for the general expenses of the School Department.
Art. 9. To see if the Town will vote to raise and appropriate a sum of money for the general expenses of the Highway, or what action it will take thereon.
On motion of John Ward it was voted to raise and appropriate the sum of $12,000.00, $5,000.00 of this sum to come from the surplus revenue of the Town, for the Highway Department.
Art. 10. To see if the Town will vote to raise and appropriate a sum of money to cover the expenses of the General Government of the town, viz: Town Officers' salaries and expenses, care of municipal buildings, elections and registrations, or what action it will take thereon.
On motion of William W. Moxham it was voted to raise and appropri- ate the sum of $4,920.00 to cover the expenses of the General Government of the Town, viz: Town Officers' salaries and expenses, care of municipal buildings and elections and registrations.
Art. 11. To see if the Town will vote to raise and appropriate a sum of money to cover protection, including Police, Sealer of Weights and Measures, Inspection of Animals, Health and Sanitation, and specify how this money is to be divided among the aforesaid divisions.
On motion of William W. Moxham it was voted to raise and appro- priate the sum of $1,775.00, said sum to be divided amongst the following Departments as follows: Police, $1,500.00; Sealer of Weights and Meas- ures, $200.00; Inspector of Animals, $50.00; and Health and Sanitation, $25.00.
Art. 12. To see if the Town will vote to raise and appropriate a sum of money to cover Department of Charities, or what action it will take thereon.
On motion of George M. Roundy it was voted to raise and appropriate the sum of $2,100.00 for the Department of Charities.
Art. 13. To see if the Town will vote to raise and appropriate a sum of $3,000.00 to cover the expense of operating Street Lights for the en- suing year, or what action it will take thereon.
On motion of William W. Moxham it was voted to raise and appropri- ate the sum of $3,000.00 to cover the expense of operating Street Lights for the ensuing year.
Art. 14. To see if the Town will vote to raise and appropriate a sum

of money to be known as the reserve fund, or what action it will take thereon.
On motion. of John Ward it was voted to raise and appropriate the sum of $1,500.00, to be known as the reserve fund.
Art. 15. To see if the Town will vote to increase the Town Account- ant's salary from three hundred to five hundred dollars per year com- mencing January 1, 1926, or what action it will take thereon.
On motion of Peter J. Walsh it was voted to increase the Town Accountant's salary from $300.00 to $500.00 per year, commencing January 1, 1926, said sum to come from the Appropriation for General Government.
Art. 16. To see if the Town will vote to increase the Tax Collector's salary from one hundred fifty dollars to three hundred dollars per year, commencing January 1, 1926, or what action it will take thereon.
On motion of William W. Moxham it was voted to increase the Tax Collector's salary from $150.00 to $300.00 per year, commencing January 1, 1926, said sum to come from the Appropriation for General Government.
Art. 17. To see if the Town will vote to raise and appropriate a sum of money to cover the expenses of the Fire Department for the ensuing year, or what action it will take thereon.
On motion of William W. Moxham it was voted to raise and appro- priate the sum of $2,800.00 to meet the expenses of the Fire Department.
Art. 18. To see if the Town will vote to raise and appropriate a sum of money to cover payment of interest on debts and loans becoming due the current year or what action it will take thereon.
On motion of John Ward it was voted to raise and appropriate the sum of $1,400.00 to cover payment of interest on debts and loans becoming due the current year.
Art. 19. To see if the Town will vote to raise and appropriate a sum of $3,000.00 to cover payments of notes maturing the current year, or what action it will take thereon.
On motion of John Ward it was voted to raise and appropriate the sum of $3,000.00 to cover payments of notes becoming due the current year.
Art. 20. To see if the Town will vote to raise and appropriate a sum of money to be set aside for payment of Liability Insurance as claims may become due, or what action it will take thereon.
On motion of John S. Caldwell it was voted to raise and appropriate the sum of $500.00, to be set aside for payment of Liability Insurance as claims become due the current year.
Art. 21. To see if the Town will vote to raise and appropriate a sum of money to cover payments of State Aid during the ensuing year, or what action it will take thereon.
On motion of Joseph F. Smith it was voted to raise and appropriate the sum of $168.00 to cover payment of State Aid during the ensuing year.
Art. 22. To see if the Town will vote to raise and appropriate a sum

of $1,162.73 to cover payment of State Moth assessment for the ensuing year, or what action it will take thereon.
On motion of William W. Moxham it was voted to raise and appro- priate the sum of $1,162.73, to cover payment of State Moth assessment for the ensuing year.
Art. 23. To see if the Town will vote to raise and appropriate a sum of $400.00 for the use of the Cemetery Commissioners in caring for the. Town Cemeteries during the current year, or what action it will take thereon.
On motion of Seth H. Russell it was voted to raise and appropriate . the sum of $400.00 for the use of the Cemetery Commissioners in caring for the Town Cemeteries during the current year.
Art. 24. To see if the Town will vote to raise and appropriate a sum of money to cover the maintenance of the Public Library for the ensuing year, or what action it will take thereon.
On motion of Andrew Mansfield it was voted to raise and appropriate. the sum of $600.00 to cover the maintenance of the Public Library for the ensuing year and the Trustees were instructed to put up a sign on the Branch Library out of this sum.
Art. 25. To see if the Town will vote to raise and appropriate a sum of money to cover expense of caring for the Town Parks during the. ensuing year, or what action it will take thereon.
On motion of John Ward it was voted to raise and appropriate the sum of $100.00 for the use of Park Department.
Art. 26. To see if the Town will vote to raise and appropriate a sum of five hundred dollars. to be expended by the Tree Warden, or what action it will take.thereon.
On motion of Joseph F. Smith it was voted to raise and appropriate a sum of two hundred and fifty dollars to be expended by the Tree Warden in caring for the Town's shade trees. The vote, being doubted, the Moder- ator divided the house and appointed as Tellers, John Ward, Percy Nute and Henry W. Pelton. The poll-yes, 46; no, 26; for $250.00.
Art. 27. To see if the Town will vote to raise and appropriate a sum of $522.44 to cover the Town's share of the expenses incurred during the year 1925, in maintaining Essex County Sanitorium under the provi- sions of Chap. 111 of the General Laws, or what action it will take thereon.
On motion of Henry W. Pelton it was voted to raise and appropriate the sum of $522.44, to cover the Town's share of the expenses incurred during the year 1925, in maintaining Essex County Sanitorium. under the provisions of Chap. 111 of the General Laws.
Art. 28. To see if the Town will vote to raise and appropriate a sufficient sum of money to rebuild Walnut Street, from Summer Street to Salem Street, or what action it will take thereon.
On motion of William F. Gerry it was voted that the Supt. of Streets

Art. 29. To see if the Town will vote to accept as a public way, Fairview Avenue, as laid out by the Board of Selectmen and shown on a plan filed with the Town Clerk.
On motion of Joseph F. Smith it was voted to accept Fairview Ave- nue as a public way, as laid out by the Board of Selectmen and shown on a plan filed with the Town Clerk on March 6th, 1926.
Art. 30. To see if the Town will vote to authorize the Board of Selectmen to enter into a contract or agreement with the Lynnfield Water District for hydrant rental for fire protection and raise and appropriate a sum of money to be used for that purpose, or what action it will take thereon.
On motion of Peter J. Walsh it was voted that the Board of Selectmen be, and hereby are, authorized to make a contract or agreement with the Lynnfield Water District for hydrant rental for fire protection upon such terms and conditions as said Board shall deem advisable, and that the sum of One Thousand Dollars ($1,000.00) be raised and appropriated to be used on account of any rental charge incurred for that purpose.
Art. 31. To see if the Town will accept Sec. 20 of Chap. 39 of the General Laws, an act Relative to Precinct Voting for Town Officers.
On motion of Ernest P. Lane it was voted to adopt the subject matter in Sec. 20 of Chap. 39 of the General Laws Relative to Precinct Voting for Town Officers, and further that the date of the election of Town Officers shall be held on the first Monday of March of each year, that the polls shall be opened at 5.45 o'clock A. M., and be closed at 4 o'clock P. M., and that the Annual Town Meeting in which all other matters are to be considered therein, shall be on the second Monday of March of . each year, beginning in the year of 1927.
Art. 32. To see if the Town will install two extra electric street lights as follows: One on Chestnut Street between the residence of E. E. Walker and Harry B. Nesbitt's driveway, and the other half-way between William Walden's residence and Lewis F. Pope's residence on Summer Street. To be installed under the direction of the Selectmen.
On motion of Joseph F. Smith it was voted to indefinitely postpone the installing of additional street lights on Chestnut and Summer Streets.
Art. 33. To see if the Town will vote to appoint a committee of three to consider and report upon the question of enlarging the Town Hall and to appropriate a sum of money for the expense of preparing plans.
On motion of Joseph F. Smith it was voted that the Moderator shall appoint a committee of three to consider and arrange to have plans drawn relative to the enlarging of the Town Hall and to raise and appropriate the sum of $200.00 to cover the expense of getting the plans. Moderator appointed Franklin W. Freeman, Joseph F. Smith and Andrew Mansfield.
Art. 34. To see if the Town will vote to raise and appropriate a sum

of Six Thousand Dollars to purchase a caterpillar tractor type snow plow, or what action it will take thereon.
On motion of William F. Gerry it was voted to indefinitely postpone the matter of buying a caterpillar tractor type snow plow.
Art. 35. To see if the Town will vote to raise and appropriate the sum of $1,300.00, said sum to be used for the purchase of 1,000 feet of regular 21/2-inch fire hose, play pipes, and other small equipment, or what action it will take thereon.
On motion of William W. Moxham it was voted to raise and appro- priate the sum of $1,300.00 to be used for the purchase of 1,000 feet of regular 21/2-inch fire hose, play pipes, and other small equipment.
Art. 36. To see if the Town will vote to raise and appropriate the sum of $1,200.00, said sum to be used for the purchase of a combination hose and chemical truck, or what action it will take thereon.
On motion of William W. Moxham it was voted to raise and appro- priate the sum of $1,200.00, for the purchase of a combination hose and chemical truck.
Art. 37. To see if the Town will vote to raise and appropriate the sum of $1,000.00, said sum to be used to make alterations to Chemical House No. 2, for the purpose of housing additional apparatus, or what action it will take thereon.
On motion of William W. Moxham it was voted to raise and appro- priate the sum of $1,000.00, to be used to make alterations to Chemical House No. 2, for the purpose of housing additional apparatus.
