On motion by Franklin W. Freeman, it was voted that the Town raise and appropriate the sum of $38,200.00 for the general expense of the School Department.


The purpose for which the meeting was called having been accom- plished, a motion by John Ward that the meeting be dissolved, was. carried, the hour being 7.20 o'clock.

ANNUAL TOWN MEETING HELD MARCH 10TH, 1930 CALLED AT 7.30 P. M.


The meeting was called to order by the moderator at 7.35 o'clock.


It was voted on motion by G. W. Peavey that the reading of the Articles in the warrant be omitted.


The call for the meeting and the Constables return was read by the Town Clerk.


Article 1. To choose a Moderator to preside at said meeting. The Moderator having previously qualified, on motion by C. H. Russell it was voted to indefinitely postpone Article 1.


Article 2. To act upon reports of town officers and special commit- tees as published.


Motion by M. H. Doremus that the reports of the town officers be accepted, was carried.


Franklin W. Freeman reported for the Committee appointed at the last annual meeting March 11, 1929, to consider the needs of the Fire Department.


On motion by George H. Bancroft it was voted to accept the report.


Peter J. Walsh reported for the Committee appointed at the last annual meeting March 11, 1929, to investigate the condition of Old Meeting House at the Centre, and to report not later than this meeting, on the advisability and cost of restoring it as nearly as possible to its condition prior to its use as a Chemical House.


The Committee reported the estimated cost of such restoration was made by three different contractors, the figures being $1,800, $3,500 and $3,800 but the Committee is not prepared to make a recommendation at this time.


G. W. Peavey's motion to accept the report of the Committee, was carried.


Mary F. Bowen reported for the Committee appointed at the Special Meeting held November 15, 1929 to revise the salaries of the town officers. and to report their recommendations.

REPORT OF TOWN CLERK


The Committee recommended the following changes, all other town officers' salaries or compensation to remain unchanged.


Selectmen, $200 each and $50 additional for chairman (See action under Article 5). Treasurer, $500. Tax Collector, $500. Accountant. $600. Registrars, $15 each. Town Clerk, $250. Building Inspector, $150. Inspector of Milk and Sanitation, $25. Sealer of Weights and Measures, $75. Inspector of Barns and Animals, $50.


Motion by N. B. Todd that the report of the Committee be accepted, and presented to the voters for their information, was carried.


Art. 3. To choose all Town Officers not required to be chosen by ballot.


Voted on motion by John Ward, that James D. McNamara, Daniel J. McCarthy and Joseph F. Smith serve as field drivers, Joseph F. Smith as pound keeper, George M. Roundy, William E. Roundy and Albert G. Tedford as wood measurers.


On motion by G. H. Bancroft it was voted that the Selectmen act as fence viewers.


Article 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1, 1931 and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1931.


Voted: On motion by C. H. Russell that the Town adopt the article as printed.


Art. 5. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the General Government of the Town, viz .: Town Officers' salaries and expenses, care of municipal buildings, elections, and registrations, or what action it will take thereon.


Motion by N. B. Todd to raise and appropriate $8,500.00 to carry out the purposes of the article, salaries to be as recommended by the Committee on Revision of Salaries, was amended by R. E. Cox that the salaries of the Selectmen shall be $200.00 each, that they be author. ized to use $50.00 for the services of a clerk.


The motion as amended was unanimously carried.


Art. 6. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the Police Department, or what action it will take thereon.


On motion of R. E. Cox, it was voted that the Town raise and appropriate $4,730.00 to cover the expense of the Police Department.


Art. 7. To see if the Town will vote to raise and appropriate the sum of $3,500.00 for the maintenance expense of the Fire Department, or what action it will take thereon.

Voted: On motion by W. W. Moxham, that the Town raise and appropriate the sum of $3,500.00 for the maintenance expense of the Fire Department.


Article 8. To see if the Town will vote to raise and appropriate the sum of $1,155.00 to be used for hydrant rental in Lynnfield Water Dis- trict for the year 1930 or what action it will take thereon.


Voted: On motion by John Ward, that the Town raise and appro- priate $1,155.00 to be used for hydrant rental in Lynnfield Water District for the year 1930.


Art. 9. To see if the Town will vote to raise and appropriate a sum of money to cover other Protection of Persons and Property, including Sealer of Weights and Measures, and Inspector of Buildings, or what action it will take thereon.


N. B. Todd made a motion that the Town vote to raise and appro- priate the sum of $375.00 for the purposes of the article, salaries to be as recommended by the Committee on Revision of Salaries. Motion was carried.


Art. 10. To see if the Town will vote to raise and appropriate the sum of $1,354.57 to cover payments of State Moth Assessment, or what action it will take thereon.


Voted: On motion by John Ward, that the Town raise and appro- priate the sum of $1,354.57 to cover payment of State Moth Assessment.


Art. 11. To see if the Town will vote to raise and appropriate the sum of $700.00 for private moth work, or what action it will take thereon.


Voted: On motion by F. W. Freeman, that the Town raise and appropriate the sum of $700.00, to be used for private moth work.


Article 12. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to be used by the Tree Warden, in trimming and caring for shade trees along the highways, or what action it will take thereon.


Motion made by John Ward, that the Town vote to raise and ap- propriate the sum of $400.00 to be used by the Tree Warden in trimming and caring for shade trees along the highways, was amended by F. W. Freeman that the sum of $700.00 be raised and appropriated for said purpose, and the motion as amended was carried.


Art. 13. To see if the Town will vote to raise and appropriate a sum of money to be used for Health and Sanitation, including Board of Health, Inspector of Animals, and Inspector of Milk, or what action it will take thereon.


Voted: On motion by N. B. Todd, that the Town raise and appro- priate the sum of $200.00 to be used for Health and Sanitation, including Board of Health, Inspector of Animals, and Inspector of Milk, salaries to be as recommended by the Committee on Revision of Salaries.

REPORT OF TOWN CLERK


Art. 14. Motion was made by G. W. Peavey that Articles 14, 33, 46, 51 be taken up jointly. Motion was carried.


Art. 14. To see if the Town will vote to raise and appropriate a sum of money for the general expense of the Highway Department.


Art. 33. To see if the Town will vote to raise and appropriate the sum of $1500.00 for the purpose of constructing a suitable sidewalk from the Jenney Gasoline Station in South Lynnfield Square to the Peabody Line, along the Newburyport Turnpike and that the construction be left. in the hands of the Selectmen.


Art. 46. To see if the Town will vote to raise and appropriate the sum of $3,000.00 to build a sidewalk on the north side of Salem Street from the South Schoolhouse to Mansfield Corner, thereby making this: highway safer for pedestrians.


Art. 51. To see if the Town will vote to raise and appropriate the sum of $100.00 (one hundred dollars) and place same to the credit of the Lynnfield Street and Highway Safety Committee, to be used by said Committee for the purpose of promoting street and highway safety in the Town of Lynnfield.


A motion on these joint articles was made by G. W. Peavey, that the Town vote to raise and appropriate the sum of $15,100.00; $13,000.00; to be used for the general expense of the Highway Department; $2,000.00 to be used for sidewalk construction as recommended by the Finance Committee; $100.00 to be placed to the credit of the Lynnfield Street and Highway Safety Committee.


D. M. Killoran offered as an amendment, that $9,000.00 be used. for the general expense of the Highway Department and $6,000.00 be: used for sidewalk construction. The amendment was lost.


The original motion was acted upon and carried.


Art. 15. To see if the Town will vote to raise and appropriate the sum of $3,550.00 for the operation of street lighting or what action it will take thereon.


Motion by M. H. Doremus, that the Town vote to raise and appro- priate the sum of $3,550.00 for the operation of street lighting was. carried.


Art. 16. To see if the Town will vote to raise and appropriate the sum of $500.00 to be used by the Tree Warden to cut the bushes along the highways or what action it will take thereon.


Voted: On motion by John Ward, that the Town raise and appro- priate the sum of $500.00 to cut the bushes along the highways, to be expended under the direction of the Superintendent of Streets.


Art. 17. To see if the Town will vote to raise and appropriate a sum of money, not to exceed $10,000.00, to be used in continuing the

reconstruction of Main Street, as recommended by the Public Works Department, or what action it will take thereon.


Motion made by W. N. Ober, to indefinitely postpone action on the article was lost.


F. W. Freeman made a motion that the Town continue the recon- struction of Main Street, as recommended by the Public Works Depart- ment, and for the purpose of providing funds for carrying out said vote; $5,000.00 be appropriated from Excess Revenue, $3,000.00 be appropriated from the regular Highway appropriation, and that the Town raise and appropriate the sum of $2000.00 to be raised in the tax levy of the cur- rent year.


Motion was carried by a unanimous vote.


Art. 18. To see if the Town will vote to raise and appropriate a sum of money to cover Department of Public Welfare, or what action it will take thereon.


Voted: On motion by John Ward, that the Town raise and appro- priate the sum of $750.00 to cover Department of Public Welfare.


Art. 19. To see if the Town will vote to raise and appropriate the sum of $96.00 to cover payment of State Aid or what action it will take thereon.


Voted: On motion by C. H. Russell, that the Town raise and ap- propriate the sum of $96.00 to cover payment of State Aid.


Art. 20. To see if the Town will vote to raise and appropriate the sum of $3,500.00 for the general expense of the School Department or what action it will take thereon.


G. W. Peavey made a motion that, as the School Appropriation was voted at the Special Meeting previously held, action on this article be indefinitely postponed and the motion was carried.


Art. 21. To see if the Town will vote to raise and appropriate the sum of $1,050.00 for the general expense of the Public Libraries, or what action it will take thereon.


Motion was made by Charles Payzant that the Town vote to raise and appropriate the sum of $1,050.00 for the general expense of the Public Libraries, which was amended by N. B. Todd that the Town raise and appropriate the sum of $950.00 to carry out the purposes of the article. The motion as amended was carried.


Art. 22. To see what disposal the Town will make of the money refunded by the County from the dog tax for the year 1929.


Voted: On motion by C. Payzant that the Town appropriate the money refunded by the County from the dog tax for the use of the Public Libraries.


Art. 23. To see if the Town will vote to raise and appropriate the sum of $900.00 to cover the expense of caring for the Town Parks or what action it will take thereon.

Motion made by H. B. Nesbitt, that the Town vote to raise and appropriate $900.00 to cover the expense of caring for the Town Parks, to be expended under the direction of the Park Commissioners, was amended by Franklin W. Freeman, that the sum appropriated shall be $600.00 for said purpose and the motion as amended was carried.


Art. 24. To see if the Town will vote to raise and appropriate the sum of $200.00 for the observance of Memorial Day, and determine how same shall be expended or what action it will take thereon.


Voted: On motion by C. H. Russell, that the Town raise and appro- priate the sum of $200.00 for the observance of Memorial Day, the money to be expended by a committee to be appointed by the American Legion Post 131.


Voted: On motion by F. W. Freeman, that the meeting adjourn at 10.30 until Monday, March 17th, at 7.30 P. M.


Art. 25. To see if the Town will vote to raise and appropriate the sum of $704.78 to cover the Town's share of expenses incurred during the year 1929 in maintaining the Essex County Sanitarium under the provisions of Chapter 111 of the General Laws, or what action it will take thereon.


Voted: On motion by C. H. Russell that the Town raise and appro- priate the sum of $704.78 to carry out the purposes of the article.


Art. 26. To see if the Town will vote to raise and appropriate the sum of $456.03 to cover the Town's share of the expense of additional construction of the Essex County Sanitarium or what action it will take thereon.


Voted: On motion by C. H. Russell that the Town raise and appro- priate the sum of $456.03 to carry out the purposes of the article.


Art. 27. To see if the Town will vote to raise and appropriate the sum of $500.00 for a continuation of the Town Survey, or what action it will take thereon.


Motion by George H. Bancroft that the Town vote to raise and ap- propriate the sum of $500.00 for a continuance of the Town Survey, was carried.


Art. 28. To see if the Town will vote to raise and appropriate the sum of one hundred dollars, for the use of the Town Planning Board, or what action it will take thereon.


On motion by N. B. Todd, it was voted that the Town raise and appropriate the sum of $100.00 for the use of the Town Planning Board.


Art. 29. To see if the Town will vote to raise and appropriate a sum of money to be known as a Reserve Fund or what action it will take thereon.


Motion by C. H. Russell that the Town vote to appropriate $1,500.00 from the Overlay Reserve Fund for a Reserve Fund, was carried.

Art. 30. To see if the Town will vote to raise and appropriate the sum of $800.00 for the use of the Cemetery Commissioners, for the caring for and laying out of the Town Cemeteries, or what action it will take. thereon.


Voted: On motion by Seth H. Russell, that the Town raise and appropriate the sum of $800.00 for the use of the Cemetery Commission- ers, for caring for and laying out the Town Cemeteries.


At 10.30 the meeting was adjourned until Monday, March 17th, at. 7.30 P. M.

The meeting was called to order at 7.40 P. M. by the Moderator, Article 31 being in order.


Art. 31. To see if the Town will vote to raise and appropriate the sum of $2,700.00 to cover payment of interest on debts and loans becom- ing due the current year, or what action it will take thereon.


Voted: On motion by W. W. Moxham that the Town raise and appropriate the sum of $2,700.00, to cover payment of interest on debts and loans becoming due the current year.


Art. 32. To see if the Town will vote to raise and appropriate the sum of $7,000.00 to cover payment of notes maturing the current year or what action it will take thereon.


Voted: On motion by G. W. Peavey, that the Town raise and appropriate the sum of $7,000.00 to cover payment of notes maturing the current year.


Art. 34. To see if the Town will vote to accept as a public way, Highland Avenue, as laid out by the Board of Selectmen and shown on Plan of Lakefield Park, Lynnfield Centre, Mass. £ James A. Bancroft, Surveyor, dated January 23, 1890 and recorded with Essex South Dis- trict Deeds, Plan Book 6, Plan 27.


Voted: On motion by J. S. Caldwell, that the Town accept as a public way, Highland Avenue, as laid out by the Board of Selectmen, and shown on Plan of Lakefield Park, Lynnfield Centre, Mass., James A. Bancroft, Surveyor, dated January 23, 1890, and recorded with Essex South District Deeds, Plan Book 6, Plan 27.


Art. 35. To see if the Town will vote to accept as a public way, In- galls Terrace, as laid out by the Board of Selectmen and shown on Plan of Lots Belonging to Charles N. P. Ingalls, South Lynnfield, Mass., dated June 10, 1925, J. F. Goldthwait, Surveyor, filed with the Town Clerk.


Voted: On motion by A. L. Hayward, that the Town accept as a public way, Ingalls Terrace, as laid out by the Board of Selectmen and

shown on Plan of Lots Belonging to Charles N. P. Ingalls, South Lynn- field, Mass., dated June 10, 1925, J. F. Goldthwait, Surveyor, filed with the Town Clerk.


Art. 36. Voted on motion by John Ward that articles 36, 37, 38, 39 be taken up jointly.


Art. 36. To see if the Town will vote to install one additional street light on Main Street, near the park entrance, on pole 2-61 J, operation of same to be paid from the regular appropriation for street lighting.


Art. 37. To see if the Town will vote to raise and appropriate the sum of $27.00 for the maintenance of 2 street lights, at the junction of Lowell and Main Streets as recommended by the Reading Electric Light Department.


Art. 38. To see if the Town will vote to raise and appropriate the sum of $54.00 for four street lights on Highland Avenue.


Art. 39. To see if the Town will vote to raise and appropriate the sum of $16.50 for one street light to be installed at the entrance of Maple Street on Broadway.


Motion by John Ward, that the Town vote to carry out the purposes of articles 36, 37, 38 and 39 and raise and appropriate the sum of $97.50 to care for the additional expense, was carried.


Art. 40. To see if the Town will vote to raise and appropriate the sum of $300.00 to be used by the Board of Selectmen in settlement of claims for damages for the taking of land on three corners of Main and Lowell Streets in connection with the widening and relocating of said streets, or what action it will take thereon.


Motion by A. L. Hayward, that the Town vote to raise and appro- priate the sum of $300.00 to be used by the Board of Selectmen, in the settlement of claims for damages for the taking of land at three corners of Main and Lowell Streets, in connection with the widening and re- locating of said streets, was carried.


Art. 41. To see if the Town will vote to raise and appropriate the sum of $1,148.12 to be used to indemnify two firemen for expenses and damages sustained on or about July 4, 1929 as authorized by Chapter 41 of the General Laws and Acts in amendment thereof, $323.99 of above amount to be used to reimburse the Compensation Fund for expenses paid during 1929, or what action it will take thereon.


Voted: On motion by W. W. Moxham, that the Town raise and appropriate the sum of $1,148.12 to be used to indemnify two firemen for expenses and damages sustained on or about July 4, 1929, as author- ized by Chapter 41 of the General Laws and Acts in amendment thereof, $323.99 of above amount to be used to reimburse the Compensation Fund for expenses paid during 1929.

Art. 42. To see if the Town will vote to raise and appropriate the sum of $1,500.00 to pay for the Town's part of the purchase of a traffic signal light at the junction of Salem Street and Newburyport Turn- pike, or what action it will take thereon.


Voted: On motion by A. L. Hayward, that the Town raise and appropriate the sum of $1,500.00 to pay the Town's part of the purchase of a traffic signal light at the junction of Salem Street and Newburyport Turnpike.


Art. 43. To see if the Town will vote to raise and appropriate the sum of $375.00 to be expended by the Selectmen, in the purchase of additional seats for the Town Hall, or what action it will take thereon.


Voted: On motion by W. W. Moxham, that the Town raise and appropriate the sum of $375.00 to be expended by the Selectmen in the purchase of additional seats for the Town Hall.


Art. 44. To see if the Town will vote to raise and appropriate the sum of twelve hundred dollars, to install fourteen additional windows in the South School, and paint the outside surface of the same building, or what action it will take thereon.


Voted: On motion by G. A. Cornet that action on Article 44 be indefinitely postponed.


Art. 45. To see if the Town will vote to appropriate the sum of $15,000.00 for the remodeling of Chemical House No. 2, this amount to be raised as follows: $3,000.00 in the 1930 tax levy, and the balance on four notes of $3,000.00 each, one note maturing each year for four years, or what action it will take thereon.


F. W. Freeman made a motion that the Town adopt the recommen- dations of the Finance Committee, that $15,000.00 be raised; $3,000.00 in the 1930 levy, balance by four notes for $3,000.00 each, maturing one each year, was amended by John Ward, that $1,000.00 be raised in 1930 tax levy, and the balance be raised, $1,000.00 each year for 14 succeeding years, and the amendment was accepted by F. W. Freeman.


G. A. Cornet offered as an amendment, that the matter be laid upon the table and a committee be appointed to investigate the needs and requirements of the Fire Department in South Lynnfield, the com- mittee to make their report at a special meeting within 90 days.


Voted: On an amendment by Winifred M. Killoran that the article be laid upon the table until further investigations can be made and the voters can be better informed.


Art. 47. To see if the Town will vote to raise and appropriate the sum of $200.00 for the purpose of providing an office and equipment for the Board of Assessors, or what action it will take thereon.


Voted: On motion by G. H. Bancroft, that the Town raise and appropriate the sum of $200.00 for the purpose of providing an office and equipment for the Board of Assessors.

Art. 48. To see if the Town will vote to raise and appropriate the sum of $200.00 to be expended under the direction of the Lynnfield Committee for the celebration of the Tercentenary of the Bay State Colony, or what action it will take thereon.


Voted: On motion by John Ward, that the Town raise and appro- priate the sum of $200.00 to be expended under the direction of the Lynnfield Committee for the celebration of the Tercentenary of the Bay State Colony.


Art. 49. To see if the Town will vote to raise and appropriate the sum of $1,700.00 to be used by the Fire Department, to provide for an increase in the manual strength of the department and for the purchase of replacement hose, both required by the New England Fire Insurance Exchange, or what action it will take thereon.


Motion by H. A. Haskell that action on the article be indefinitely postponed, was lost.


Wallace H. Storey made a motion that the Town vote to raise and appropriate the sum of $1,700.00 to be used by the Fire Department to provide for an increase in the manual strength of the department and the purchase of replacement hose; both required by the New England Fire Insurance Exchange.


Motion was amended by W. W. Moxham, that the sum of $500.00 be raised and appropriated for said purpose. Amendment was lost. The original motion was then acted upon and was defeated.


Art. 50. To see if the Town will vote to raise and appropriate the sum of $25.00 to be used by the Moth Superintendent in the suppression of Satin Moths on Parsons Avenue and other trees so infested, or what action it will take thereon.


Voted: On motion by G. A. Cornet, that the Town raise and ap- propriate the sum of $25.00, to be used by the Moth Superintendent in the suppression of Satin Moths on Parsons Avenue, and other trees so infested.


Art. 52. To see if the Town will vote to adopt a Traffic Ordinance, as proposed by the Lynnfield Branch of Governor Allen's Street and Highway Safety Committee and approved by the Department of Public Works, or what action it will take thereon.


Motion by G. W. Peavey that the Traffic Ordinance be read section by section for action, was not carried.


Mr. Peavey made a motion that the Traffic Ordinance be adopted without being read and it was so voted.


Art. 53. To see if the Town will raise and appropriate a sum of money to be expended by the Selectmen in the restoration to its original condition, so far as will be practical of the Old Meeting House so called, or what action it will take thereon.
