The borrowing capacity of the Town on temporary loans, in antici- pation of revenue of 1929, as determined by the State Director of Ac- counts, was $88,479.49.


The Town borrowed in anticipation of Revenue, $80,000.00. List of loans with interest and date of payment:


March 28 $10,000.00 @ 5.25% discount paid November 1.


May 14 $20,000.00 @ 5.50% discount paid November 15.


July 16 $10,000.00 @ 5.50% discount paid November 15.

REPORT OF SELECTMEN


To the Citizens of the Town of Lynnfield:


The Board of Selectmen met March 5, 1929, and organized as fol- lows: Ralph E. Cox, Chairman; Archie L. Hayward, Secretary; and. Joseph F. Smith.


March 19, the Board met and made all necessary appointments. Realizing the amount of new and necessary business to come before them, the Selectmen deemed it advisable to meet every Tusday night at eight o'clock, thereby diverting from the old and long practised custom of meeting on the first Monday night of each month.


Complying with the vote of the Town at the Annual Town Meeting in March, the Selectmen appointed a Special Police Officer to do duty through precinct one. Therefore, with an officer on duty through pre- cinct two, the town should be well protected. The Selectmen required these officers as well as the Heads of every department appointed by them to render a monthly report of their duties. This request has been fulfilled satisfactorily.


The continuance of building a permanent road on Main street has been completed as far as the allotment of the State, County, and Town funds for 1929 would allow. Many bad curves have been straightened out, the drainage of water has been cared for and a general improve- ment has taken place along the new line of construction.


The Selectmen thought it advisable and important to make a taking of land at the junction of Main and Lowell Streets. The County Com- missioners were petitioned and land was taken on three corners, making it more safe and convenient for public travel.


There have been several improvements made on our public build- ings this year, such as new cement steps in front of the Town Hall, to

replace the old and worn out wooden ones. One chimney taken down at the old meeting house and the other one rebuilt so as to be safe and more sightly. One hundred new seats were purchased of the Heywood- Wakefield Co., for the Auditorium of the Town Hall. Chemical No. 2 Hall was in a rather undesirable condition and the Lynnfield Woman's Club suggested that the stage be repainted. The Board met and after viewing the hall, decided to have the entire hall reconditioned. This being completed the Lynnfield Woman's Club made and presented to the Town a beautiful velour curtain for the stage, making a marked improvement in the appearance of the hall.


The Selectmen met with the State Department of public works in Boston and discussed the advisability of a traffic light at the junction of Salem Street and the Newburyport Turnpike. A permit was granted and an agreement made for the State to co-operate with the town in sharing the expense of such a light. There has been much discussion regarding the type of light to be installed, due to the unusual conditions of traffic on these two thoroughfares.


A request from the Mayor of the City of Lynn was received by the Selectmen asking if Lynnfield would take some active part in the Ter- centenary Celebration. A committee was appointed and the following floats were entered in the parade in that City.


1. Reproduction of the Old Meeting House.


2. A Pioneer Kitchen.


3. Suntaug Lake.


All these floats were a credit to the town, the committee, and their assistants.


The Board has met with the State Department of Public Works and filed a request for $10,000 contribution for the continuance of Main Street, which has been granted. The Board also met with the County Commissioners in December and filed a like petition of $10,000 for the continuance of Main Street, which has also been granted and it is the desire of the Board that the Town do vote to contribute a like sum of $10,000 so this work can be continued through the Village and be real- ized and enjoyed by a larger number of our Town's people.


The Board of Selectmen feel this year has been one of the most active and progressive in the history of the town and hope the work will continue as harmoniously and progressively in the future.


We wish to thank all of the Department Heads and their employees, also the citizens of the Town for the co-operation given to us during the year.

TOWN OF LYNNFIELD


REPORT OF CHIEF OF POLICE


To the Honorable Board of Selectmen:


.Gentlemen: I herewith submit my report of the Police Department for the year ending December 31, 1929.


There have been 34 arrests in Lynnfield by Lynnfield Police, for the following reasons: driving under the influence of liquor; larceny; oper- ating without lights; operating without license in possession and drunk- enness.


We have served 24 summonses for out of town police and we are sorry to report that there have been two deaths by automobile within the Town during the year.


In the absence of any report from the State Police I do not know how many have been arrested in this town by the State Constabulary.


An officer has been on duty nights at Lynnfield for the entire year and in April an officer was appointed for duty nights at Lynnfield Centre. These officers have also done some traffic duty on Saturday afternoons, Sundays and Holidays.


The Lynn Police have been very helpful in several instances.

REPORT OF SUPERINTENDENT OF MOTH DEPARTMENT


To the Honorable Board of Selectmen:


Gentlemen: The last two years we have carried on extensive wood land creosoting in large infestations which were located on Walnut Street near the pond which consists of about 85 acres and Salem Street to the Turnpike which consists of 125 acres. These colonies were rough creosoted and then followed up with spraying when it was possible to reach the infestation with hose lines.


This work is carried on under the Supervision of the State and is working out to great advantage.


General conditions in the Centre part of the Town are very good with very light infestations, which are gone over yearly.

REPORT OF APPOINTIVE OFFICERS


REPORT OF SUPERINTENDENT OF STREETS


To the Honorable Board of Selectmen:


Gentlemen : The usual Spring cleaning of the gutters and streets was done.


There were a number of places broken up by the frost and travel: six on Summer Street; two on Walnut Street; two on Main Street; one on Chestnut Street and three on Lowell Street. There was a stretch on Lowell Street of about one hundred and fifty feet of loam and clay re- moved and relaid with stone and gravel. We also rebuilt about five hundred feet on Summer Street between Walnut Street and Billy's Dew Drop Inn, which has broken up for a number of years during the Spring thaws.


Essex Street was graded from the residence of Daniel Smith to the residence of Mr. Coldwell. This was about the worst place in Town. The rest of the Street was scarified and relaid with two coats of oil. One coat of oil on Essex Street in 1930 will make it pretty good.


Nearly all of the streets received a coat of oil or tarvia during the year. One catch basin was put in on Fairview Avenue and I hope to put in four more in different parts of the Town during 1930.


I would recommend that a sidewalk program be started and a little done each year.


I think that the Town should buy a gasoline roller of about eight or ten tons with a scarifier attached. The present roller is too light.


A storage shed was built during the year and will enable us to keep our tools and equipment under cover.

Gentlemen: I herewith respectfully submit my annual report of the Fire Department for the year ending December 31, 1929.


The Department has responded to sixty alarms, seven of which were false. Six alarms were for building fires, forty-seven were for brush, forest and telephone calls a few of which were needless.


I hope to have a report and also some recommendations to make at the Annual Town Meeting which I trust will be of interest to the tax payers.
