Upon motion of John Ward it was voted to authorize the Treasurer with the approval of the Selectmen to borrow money in anticipation of revenue of the financial year beginning January 1, 1928, and to issue a note or notes therefor, payable within one year, any debt or debts in- curred under this vote to be paid from the revenue of said financial year. Unanimous vote.

Article 20. To see if the Town will vote to raise and appropriate a sum of money to cover payment of State Aid during the ensuing year, or what action it will take thereon.

Upon motion of Seth H. Russell as amended by Franklin W. Free- man it was voted to raise and appropriate the sum of $700.00 for the use of the Cemetery Commissioners for the caring for and laying out of Town Cemeteries, for the ensuing year and that what may be necessary of this sum, not to exceed $50.00 be expended on the Orne lot in the old cemetery which has been endowed but neglected by mistake for several years. Unanimous vote.


Article 23. To see if the Town will vote to raise and appropriate the sum of $560.73 to cover the Town's share of expenses incurred during the year 1927 in maintaining the Essex Sanitarium under the provisions of Chapter 111 of the General Laws, or what action it will take thereon. Recommend.

Article 26. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to be used by the Tree Warden in trimming and caring for the shade trees along the highway, or what action it will take thereon.


Recommend $150.00.

Article 29. To see if the Town will vote to raise and appropriate the sum of $256.50 to install nineteen additional street lights on Summer Street, connecting the two present lines on said Summer Street.

Smith it was voted to raise and appropriate the sum of $256.50 to install nineteen additional street lights on Summer Street, connecting the two present lines on said Summer Street. Upon motion of Carl H. Russell it was voted to instruct the Selectmen to have the connection made by the Peabody Electric Light Plant so the lights would burn all night. Carl H. Article 32. To see if the Town will vote to accept as a public way Parsons Avenue as laid out by the Board of Selectmen and shown on "Plan of House-lots belonging to Starr Parsons situated in Lynnfield, Mass.," dated July 19, 1913, Eastman & Bradford, Civil Engineers, filed with the Town Clerk.


Upon motion of Josiah S. Bonney it was voted to accept as a public way Parsons Avenue as laid out by the Board of Selectmen and shown on "Plan of House-lots belonging to Starr Parsons, situated in Lynnfield, Mass .. " dated July 19, 1913, Eastman & Bradford, Civil Engineers, filed with the Town Clerk.


Article 30. Upon motion of Edward Fletcher it was voted to raise and appropriate the sum of $13.50 to install one additional street light on Parsons Avenue. Unanimous vote.

Article 31. Edward Fletcher's motion to postpone, not a vote, this was doubted. The moderator appointed as tellers, Fred A. Johnson, Henry W. Pelton and John S. Caldwell. A yea and nay vote was then taken by a show of hands and the result was yea 68, nay 83. Not a vote to postpone.


George Peavey moves to raise and appropriate the sum of $700.00, which was voted, to be expended by the Committee, on Town Planning and Zoning, for the preparation of plans, and printing of reports, as to suggested Zoning By-laws.


Article 33. That the Selectmen be and are hereby instructed to co- operate in every way possible with the City Council and Selectmen of the Cities and Towns bordering on Lynnfield in resisting the location of high tension wires in these various Cities and Towns unless such wires are laid under ground through the residential and business sections.

Article 36. To see if the Town will vote to rescind the vote passed under Article 12 at the Annual Town Meeting held on March 14, 1927, whereby the Board of Selectmen was authorized to use a part of the appropriation made under Article 26 at the Annual Meeting held March 9, 1925, in reconstructing Lowell Street from the Peabody line to Main Street.


Upon motion of Joseph F. Smith it was voted to rescind the vote passed under. Article 12 at the Annual Town Meeting held March 14, 1927, whereby the Board of Selectmen was authorized to use a part of the appropriation made under Article 26 at the Annual Town Meeting held March 9, 1925, in reconstructing Lowell Street from the Peabody line to Main Street. Article 37. To see if the Town will vote to take the sum of $2,000.00 from the surplus revenue to be used in reconstructing Main Street in accordance with vote passed under Article 26 at the Annual Town Meet- ing held March 9, 1925.

Same to be under the supervision of the Board of Selectmen.

Russell it was voted to authorize the Post No. 131, American Legion, and its Auxiliary, to use, without re- muneration, the room on the first floor of the Town Hall, known as the Committee Room, as a headquarters, and meeting place, and in ad- dition free use of the Hall on the first floor when required for special oc- casions, such occupancy to be under the supervision of the Board of Se- lectmen. SPECIAL MEETING HELD APRIL 9, 1928


The meeting was called to order at 8.15 P. M. and the warrant read by the Town Clerk.


Article 1. By a vote of the Town, Nelson B. Todd was unanimously elected moderator of this meeting by acclamation. Motion made by Charles W. Pratt.


Article 2. A motion made by Chester W. Pratt to indefinitely post- pone was not carried. It was doubted and a rising vote showed 10 having voted to adjourn and 15 not to. It was therefore not a vote. After much discussion it was voted upon a motion of Peter Walsh for $700.00 and an amendment by Franklin Freeman that it be treated as a separate account and again amended by Charles W. Pratt that it be used only for the extermination of the Brown Tail and Gypsy Moth. This appropriation with its two amendments was carried. Meeting ad- journed without date at 10.45 P. M.


TOWN WARRANT FOR SPECIAL MEETING HELD DECEMBER 19, 1928


Article 1. To choose a moderator to preside at said meeting.


Article 2. To see if the Town will vote to adopt a by-law dividing the Town into districts or zones and regulating the use and construc- tion of buildings and premises as shown and set forth in the report and accompanying plan of the Planning Board, or what action it will take thereon.


Article 3. To see if the Town will vote to authorize the School Committee to use part of the appropriation made for school purposes at the annual meeting in March 1928, to defray bills for school expenses contracted in 1927 and unpaid.


Article 4. To see if the Town will vote to authorize the Selectmen to contract with the Town of Reading for the installation of additional street lights on Summer street, in the district not served by the City of Peabody, and to pay therefor out of the appropriation made under Article 29, at the Annual meeting in March 1928.

The meeting was called to order at 7.30 p. m. and the warrant read by the Town Clerk.


Joseph F. Smith was elected moderator by the Town Clerk, being instructed to cast one vote for same.


Nelson B. Todd made a motion which was duly seconded that the meeting adjourn until January 2, 1929, at 7.30 o'clock P. M., out of respect for the death of Andrew Mansfield, a member of the Board of Selectmen. Motion carried.


Previous to this the Town Clerk was asked to read the following res- olution :

That we, the citizens of the Town of Lynnfield, in a special town meeting, assembled December 19, 1928, do hereby express with deep sin- cerity and regret, the loss of our worthy and beloved Selectman, Andrew Mansfield, and we send our deepest sympathy to his wife and family.
