And you are directed to serve this Warrant by posting attested copies thereof in at least six public places in said Town and in such other public places as the Selectmen may designate seven days at least before the time of holding said meeting. Hereof fail not, and make due returns of this Warrant with your doings thereon to the Town Clerk at or before the time of said meeting.

SPECIAL MEETING HELD JANUARY 21, 1927


The meeting was called to order by Selectman Joseph F. Smith.


Art. 1. A motion was made by Nelson B. Todd for the chairman of the Board of Selectmen to cast one ballot for Joseph F. Smith to act as Clerk pro tem for said meeting.


One ballot was examined and counted by the full Board of Selectmen and Joseph F. Smith was duly elected and sworn.


A motion made by Peter Walsh and duly seconded for Nelson B. Todd to act as Moderator of said meeting was carried.


Art. 2. A motion was made by Ralph E. Cox and seconded that the sum of $560.00 be raised and appropriated for Highway Department, motion was lost, 11 voted in the affirmative and 13 in the negative.


A motion was made by Franklin W. Freeman that Art. 3 be taken up, an amendment was made by Peter Walsh and seconded that Art. 4 be taken up next and was carried.


A motion was made by George Cornet and seconded that the sum of $1,790.00 be raised and expended under the direction of the Selectmen, for General Government, Highway Department, School Department and Fire Department. Motion was carried.


A motion was made that Art. 3 and Art. 5 be indefinitely postponed, made by Peter Walsh and carried.


A motion made by Peter Walsh and seconded that the Meeting adjourn was carried.

ANNUAL TOWN MEETING HELD IN THE EVENING OF MARCH & 14, 1927


At the Annual Town Meeting held in the evening of March 14, 1927 at 7.30 o'clock, the following business was transacted.


The meeting was called to order at 7.30 o'clock by the Town Clerk. Charles N. Pratt made a motion which was carried that we omit the read- ing of the Articles and only read the call for the meeting.


Art. 1. To choose a Moderator to preside at said meeting.


Upon motion of Joseph F. Smith it was voted that the Town Clerk be instructed to cast one ballot for Nelson B. Todd to be Moderator of this meeting which was accordingly done.


Art. 2. To act upon reports of town officers as published and special committees.


Upon motion of Lewis F. Allen it was voted to accept the report of Town Officers as published. A report of the Committee on Town Hall Plans was given by Joseph F. Smith for the Committee, and then upon motion of Oscar E. Phillips it was voted that the report on Town Hall Plans be accepted and the Committee discharged from further obligations. Unanimous vote.


Art. 3. To choose all town officers not required to be chosen by ballot. Upon motion of Oscar E. Phillips it was voted that James D. McNamara. Daniel J. McCarthy and Joseph F. Smith be field drivers; Joseph F. Smith, pound-keeper; George M. Roundy, William E. Roundy and Albert G. Ted- ford, wood-measurers.


Art. 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the financial year beginning Jan. 1, 1927 and to issue a note or notes therefor, payable within one year; any debt or debts incurred under this vote to be paid from the revenue of said financial year.

Upon motion of Lewis F. Allen it was voted to authorize the Treasurer- with the approval of the Selectmen, to borrow money in anticipation of revenue of the financial year beginning January 1, 1927, and to issue a note or notes therefor, payable within one year, any debt or debts incurred. under this vote to be paid from the revenue of said financial year. Unani- mous vote.


Art. 5. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money on and after January 1, 1928, and to issue a note or notes therefor, payable within one year any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1928 .


Upon motion of William W. Moxham it was voted to authorize the Treasurer with the approval of the Selectmen, to borrow money on and after January 1, 1928, and to issue a note or notes therefor payable within one year any debt or debts incurred under this vote to be paid from the: revenue of the financial year beginning Jan. 1, 1928.


Unanimous vote.


Art. 6. To see what disposal the Town will make of the money re- funded by the County from the dog tax for the year 1926.


Upon motion of George H. Bancroft it was voted that the money re- funded by the County from the dog tax of 1926 be appropriated to the- Library.


Unanimous vote.


Art. 7. To see if the Town will vote to raise and appropriate a sum of money for the observance of Memorial Day and determine how the same shall be expended, or what action it will take thereon.


Upon motion of Joseph F. Smith it was voted to raise and appropriate · the sum of $150.00 for the observance of Memorial Day to be expended" under the direction of the American Legion.


Unanimous vote.


Art. 8. To see if the Town will vote to raise and appropriate the- sum of $32,725.00 for the general expense of the School Department, or what action it will take thereon. .


Upon motion of Louis B. Tuck it was voted to raise and appropriate- the sum of $32,725.00 for the general expense of the School Department.


Unanimous vote.


·Art. 9. To see if the Town will vote to raise and appropriate a sum of money for the general expense of the Highway Department, or what action it will take thereon.


Upon motion of Joseph F. Smith it was voted to raise and appropriate· the sum of $15,000.00 for the general expense of the Highway Department.

Art. 10. To see if the Town will vote to accept as a public way Maple Street, as laid out by the Board of Selectmen and shown on "Plan?

Upon motion of William W. Moxham it was voted to accept as a pub- lic way, Maple Street, as laid out by the Selectmen and shown on "Plan of land in South Lynnfield, Mass., subdivided by Howard S. Crafts", dated April, 1926, Morse & Chase, Engineers, filed with the Town Clerk.


William W. Moxham and Lewis F. Allen wished to have the name. South Lynnfield stricken from the motion and the word Lynnfield inserted. but the Town Counsel, Rutherford E. Smith, informed them that they must not change the wording of the article as it would wrong the Plan. Joseph F. Smith suggested that all future plans in that part of the Town be iden- tified as Lynnfield.


Art. 11. To see if the Town will vote to raise and appropriate a sum of money to be used for the purpose of grading Maple Street.


Carl H. Russell moved to indefinitely postpone. Not carried.


William W. Moxham moved that we raise and appropriate $5,100.00 for the purpose of grading Maple Street.


Franklin W. Freeman made an amendment which was accepted by William W. Moxham, that we raise $2,100.00 in the Tax Levy of 1927, and the balance in two notes of $1,500.00 each, one payable in 1928 and the other in 1929, and that for the purpose of meeting such loans the Treasurer with the approval of the Selectmen, be authorized to borrow a sum up to but not exceeding $3,000.00 and to issue a note or notes therefor in ac- cordance with Section 19 of Chapter 44 of the General Laws. Carl H. Russell made an amendment to the amendment that all money to be ex- pended on Maple Street be taken from the General Highway Appropriation. This was not carried.


Charles N. Pratt moved it be laid on the table. The motion to lay it on the table was lost and doubted. The Moderator appointed as Tell- ers, Harry B. Nesbitt, H. Oscar Swain, and Franklin W. Freeman.


The standing vote gave yes-75, no-79. (Not a vote). Then the original motion of William W. Moxham as amended by Franklin W. Free- man was voted on and the same tellers were appointed. Gave for the motion 97, against 50, but it required a two-thirds vote and was lost.


George W. Peavey moved to re-consider Article 10. Carried. Palmer Hutchinson moved to indefinitely postpone. Lost and doubted. Same Tellers polled the house and the result for postponing 95, against post- poning, 116. Not a vote. (A substitute motion by Charles N. Pratt was not entertained by the Moderator as he ruled that a motion to postpone- was the same as laying it on the table).


Joseph F. Smith moves to accept Maple Street. Carried and doubted. Same tellers polled the house, result yes 115, no 86. Thereby accepting- the street again.


Peter J. Walsh moved to reconsider Article 11. Carried. Franklin W. Freeman moved that we raise $5,100.00 for the purpose.

Art. 12. To see if the Town will vote to authorize the Board of Se- lectmen to use a part of the appropriation made under Article 26 at the annual town meeting held March 9, 1925, in reconstructing Lowell Street from the Peabody line to Main Street, such amount as is expended on Lowell Street to be used with sums allotted by the County of Essex and by the Commonwealth for said purpose, one-third of the total cost to be borne by each and that the sum of $2,000.00 be taken from surplus revenue for the same.


Upon motion of Joseph F. Smith it was voted that the Board of Selectmen may use a part of the appropriation made under Article 26 at the Annual Town Meeting held on March 9, 1925, in reconstructing Lowell Street from the Peabody line to Main Street, such amount as is expended on Lowell Street to be used with sums alloted by the County of Essex and by the Commonwealth for said purpose, one-third of the total cost to be borne by each, and that the sum of $2,000.00 be taken from surplus revenue for the same.


Art. 13. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the General Government of the Town, viz: Town Officers' salaries and expenses, care of municipal buildings, elec- tions and registrations, or what action it will take thereon.


Upon motion of William W. Moxham it was voted to raise and ap- propriate the sum of $5,200.00 to cover the expense of the General Govern- ment of the Town, viz: Town Officers' salaries and expenses, care of municipal buildings, elections and registrations.


Unanimous vote.


Art. 14. To see if the Town will vote to raise and appropriate a sum of money to cover protection, including Police, Sealer of Weights and Measures, Inspection of Animals and Sanitation, and specify how this money is to be divided among the aforesaid departments.


Upon motion of Franklin W. Freeman it was voted to raise and appro- priate the sum of $2,675.00 to cover protection, including Police, Sealer of Weights and Measures, Inspection of Animals and Board of Health, divided as follows: Police, $2,425.00. Sealer of Weights and Measures, $150.00. Inspection of Animals, $50.00. Board of Health, $50.00.

Art. 15. To see if the Town will vote to raise and appropriate a sum of money to cover Department of Charities, or what action it will take thereon.


Upon motion of Joseph F. Smith it was voted to raise and appropriate the sum of $2,400.00 to cover expense of the Department of Charities.

Art. 16. To see if the Town will vote to raise and appropriate the sum of $500.00 for painting the Center School building.


Upon motion of Louis B. Tuck it was voted to raise and appropriate the sum of $500.00 to paint the Centre School building.

Art. 17. To see if the Town will vote to raise and appropriate a sum of money to install a new heating system in Center School building.


Upon motion of Louis B. Tuck it was voted to raise and appropriate the sum of $3,000.00 to install a new heating system in the Center School building.

Art. 18. To see if the Town will vote to raise and appropriate a sum of money to be known as the Reserve Fund, or what action it will take thereon.


Upon motion of Franklin W. Freeman it was voted to raise and appro- priate the sum of $1,500.00 to be known as the Reserve Fund.

Art. 19. To see if the Town will vote to raise and appropriate the sum of $3,000.00 for the operation of street lighting for the ensuing year.


Upon motion of Carl H. Russell it was voted to raise and appropriate the sum of $3,000.00 for the operation of street lighting for the ensuing year.

Art. 20. To see if the Town will vote to install six additional street lights on Lowell Street, beginning at the residence of Joseph F. Smith and continuing to the Peabody line, and that the sum of $81.00 be raised and appropriated for the same.


Upon motion of George H. Bancroft it was voted to raise and appro- priate the sum of $81.00 to install six additional street lights on Lowell street beginning at the residence of Joseph F. Smith and continuing to the Peabody line.
