The accounts of the Town of Lynnfield have been verified in the several departments, as shown in this report, all payments and receipts of the treasury are in agreement with the Accountant's Records.
All Trust funds have been examined and verified. Accounts of Tax Collector also agree with records of commitments and receipts to date.
Owing to the sudden death of Mr. Oscar E. Phillips, Town Ac- countant, early in January, 1929, it became necessary to appoint an accountant to balance accounts and prepare the Annual Town Report. If any errors or omissions have occurred, kindly call attention to same, that correction may be made.

TOWN WARRANT COMMONWEALTH OF MASSACHUSETTS
ESSEX, ss.
To either of the Constables of the Town of Lynnfield in said County of Essex, Greeting :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Lynnfield, qualified to vote in elections and in town affairs, to meet in their respec- tive polling places, on Monday, March 4, 1929, at 5.45 A. M., then and there to bring in their votes on one ballot for the choice of all necessary town officers for the ensuing year chosen in this manner.
The polls in each precinct will be open at 5.45 A. M., and will be closed at 4.00 P. M., on said March 4, 1929.
The polling place for the voters living in Precinct 1 will be in the Town Hall; for the voters living in Precinct 2 will be in Chemical Hall No. 2, corner Broadway and Salem Street, all in said Lynnfield.
And you are further required to notify and warn the inhabitants of the Town of Lynnfield qualified to vote in elections and in town affairs to meet in the Town Hall on Monday, March 11, 1929, at 7.30 P.M., to consider and act upon the following articles.
Article 1. To choose a Moderator to preside at said meeting.
Art. 2. To act upon reports of town officers as published and special
committees.
Art. 3. To choose all town officers not required to be chosen by ballot.
Art. 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of rev - enue of the financial year beginning Jan. 1, 1929, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
Art. 5. To seee if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after Jan. 1, 1930, and to issue a note or notes therefor, payable within one year any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning Jan. 1, 1930.
Art. 6. To see what disposal the Town will make of the money refunded by the County from the dog tax for the year, 1928.
Art. 7. To see if the Town will vote to raise and appropriate a sum of money for the observance of Memorial Day and determine how the same shall be expended, or what action it will take thereon.
Art. 8. To see if the Town will vote to raise and appropriate the sum of $38,345.00 for the general expense of the School Department or what action it will take thereon.
Art. 9. To see if the Town will vote to raise and appropriate a sum of money for the general expense of the Highway Department, or what action it will take thereon.

Art. 10. To see if the town will vote to raise and appropriate a sum of money to cover the expense of the General Government of the Town, viz: Town officers' salaries and expenses, care of municipal buildings, elections and registrations, or what action it will take thereon.
Art. 11. To see if the Town will vote to raise and appropriate a sum of money to cover protection, including Police, Sealer of Weights and Measures, Inspection of Animals, Inspection of Milk and Sanitation. and specify how this money is to be divided among the aforesaid departments.

Art. 15. To see if the Town will vote to raise and appropriate the sum of $4100.00 for the maintenance expense of the Fire Department for the ensuing year, or what action it will take thereon.
Art. 16. To see if the Town will vote to raise and appropriate the sum of $1125.00 to be used for hydrant rental in Lynnfield Water Dis- trict for the year 1929.
Art. 17. To see if the Town will vote to raise and appropriate the sum of $2700.00 to cover payment of interest on debts and loans be- coming due the current year, or what action it will take thereon.
Art. 18. To see if the Town will vote to raise and appropriate the sum of $7000.00 to cover payment of notes maturing the current year or what action it will take thereon.
Art. 19. To see if the Town will vote to raise and appropriate the sum of $96.00 to cover payment of State Aid during the ensuing year or what action it will take thereon.
Art. 20. To see if the Town will vote to raise and appropriate the sum of $1354.57 to cover payment of State Moth Assessment for the ensuing year, or what action it will take thereon.
Art. 21. To see if the Town will vote to raise and appropriate the sum of $731.46 to cover the Town's share of expenses incurred during the year 1928 in maintaining the Essex Sanitarium under the provisions of Chapter 111 of the General Laws, or what action it will take thereon.
Art. 22. To see if the Town will vote to raise and appropriate the sum of $800.00 for the use of the Cemetery Commissioners for the caring for and laying out of the Town Cemeteries for the ensuing year, or what action it will take thereon.

Art. 24. To see if the Town will vote to raise and appropriate the sum of $650.00 for special expense of the Libraries, said sum to apply as follows:
$350.00 estimated expense to raise, install wall under the Branch Library, and to defray incidental expense in connection therewith.
$300.00 estimated expense to paint the exterior of Center Library two coats and for replacing, if necessary, rotted sill or sills, or what action it will take thereon.
Art. 25. To see if the Town will vote to raise and appropriate the sum of $600.00 to cover the expense of caring for the Town Parks during the ensuing year or what action it will take thereon.
Art. 26. To see if the Town will vote to raise and appropriate the sum of $700.00 for private moth work or what action it will take thereon.
Art. 27. To see if the town will vote to raise and appropriate the sum of $1000.00 to be used by the Tree Warden to cut the bushes along the highways or what action it will take thereon.
Art. 28. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to be used by the Tree Warden in trimming and caring for shade trees along the highways or what action it will take thereon.
Art. 29. To see if the Town will vote to raise and appropriate the sum of $25.00 to be used by the Moth Superintendent in the suppression of Satin Moths on Parsons Ave., and other trees infested or what action it will take thereon.
Art. 30. To see if the Town will vote to raise and appropriate the sum of $13.50 to install one electric street light on Howard Ave, near the home of Charles W. Tyacke.
Art. 31. To see if the Town will vote to raise and appropriate a sum of money not to exceed $10,000.00 to be used in continuing the re- construction of Main St., as recommended by the Public Works De- partment, or what action it will take thereon.
Art. 32. To see if the Town will vote to raise and appropriate the sum of $375.00 to be expended by the Selectmen in the purchase of additional seats for the Town Hall or what action it will take thereon.
Art. 33. To see if the Town will vote to accept as a public way Brook Drive as laid out by the Board of Selectmen and shown on a plan filed with the Town Clerk, or what action it will take thereon.
Art. 34. To see if the Town will vote to raise and appropriate the sum of $500.00 for a continuation of the Town Survey, or what action it will take thereon.
Art. 35. To see if the Town will vote to approve the Regulations as printed in this Annual Town Report adopted by the Board of Ceme- tery Commissioners on Jan. 24, 1929.

To see if the Town will vote to appoint a committee of five persons to consider the needs of the Fire Department with regard to Engine House No. 2, which is badly in need of repairs and that the committee shall make a report to the next annual town meeting with its recommendations or what action it will take thereon.
Art. 37. To see if the Town will vote to raise and appropriate a sum of money for the repair of and painting Chemical House No. 1.
Art. 38. To see if the Town will vote hereafter to elect a Moderator for a term of one year at the same time and in the same manner as in the case of other town officers elected by official ballot.
Art. 39. To see if the Town will vote to appropriate the sum of one hundred dollars, to be expended by the Town Planning Board, said sum to be taken out of the surplus moneys of the Town.
Art. 40. To see if the Town will vote to accept a deed from the Town of Wakefield, conveying to the Town of Lynnfield a parcel of land in said Lynnfield on the westerly side of Main st at the boundary line of Wakefield and Lynnfield, being a part of the premises con- veyed by Harriet Potter to the Town of Wakefield.
Art. 41. To see if the Town will vote to appoint a committee to investigate the conditions of Old Meeting House, at the Center and report not later than the next annual town meeting on the advisability and cost of restoring it as nearly as possible to its condition prior to its use as a Chemical House; this Committee to consist of three persons to be appointed by the Moderator.
Art. 42. To see if the Town will vote to raise and appropriate a sum of money to remodel and enlarge the storage shed at the rear of the Town Hall.
Art. 43. To see if the Town will vote to raise and appropriate the sum of $13.50 for additional street light on Salem St, near Fairview Ave.
And you are directed to serve this Warrant by posting attested copies thereof in at least six public places in said Town and in such other public places as the Selectmen may designate seven days at least before the time of holding said meeting. Hereof fail not, and make due returns of this Warrant with your doings thereon to the Town Clerk at or before the time of said meeting.

SPECIAL TOWN MEETING, JANUARY 2, 1929
At the Special Town Meeting, held January 2, 1929, in the Town Hall at 7.30 p. m., the following business was transacted:
The meeting was called to order by J. F. Smith, moderator.
A motion was made by E. P. Lane and seconded, nominating H. W. Treamer, clerk pro tem, for said meeting. H. W. Treamer was elected pro tem and sworn by J. F. Smith, moderator.

Article 2. A motion was made by N. B. Todd, and seconded, to adopt the Zoning Regulations as recommended by Zoning Committee.
A motion was made by P. J. Walsh, and seconded, to indefinitely postpone.
Voted to indefinitely postpone 121, opposed 95.
A motion was made by Charles Pratt, and seconded, to reconsider. Motion was withdrawn by Mr. Pratt.
Article 3. A motion was made by L. B. Tuck, and seconded, to authorize the School Committee to use part of 1928 appropriation to pay bills contracted in 1927 and unpaid. This was voted. P. J. Walsh questioned the legality.
Article 4. A motion was made and seconded to adopt Article 4. This was voted.
A motion was made and seconded that the meeting adjourn. Was carried.

APPOINTMENT OF TOWN CLERK PRO TEM
At a meeting of the Board of Selectmen held on Monday, January 7th, 1929, at the Town Hall, Viola C. Phillips was duly appointed Tem- porary Town Clerk to fill the vacancy caused by the death of Oscar E. Phillips and was sworn to perform the duties of the office.
