REVENUE ACCOUNTS
The surplus revenue at the close of the year, as shown by the balance sheet, is $23,406.54 a gain of $5,485.17 over 1921.
REMARKS:
A system of bookkeeping has been installed during the past year which conforms to the State requirements. This has been necessary owing to the fact that the State requires so many details that could not be reached without difficulty before. We procured the assistance of H. A. Simonds, the Town Accountant of Wakefield who at a very small remuneration has very ably helped us. This new system re- quires the co-operation of every Town official.
I wish to thank Mr. Simonds and Town Officers who have aided me and especially the Town Treasurer who has put in a great deal of time with me.
The accounts of the Treasurer have been examined, Trust funds have been verified, also permanent and temporary loans cancelled during the year have been found as reported.

COMMONWEALTH OF MASSACHUSETTS
ESSEX, ss.
To either of the Constables of the Town of Lynnfield, in said Greeting:
County of Essex,
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Lynnfield qualified to vote in elections and in Town affairs, to meet at the Town Hall, in said Lynnfield on Monday, the twelfth day of March, 1923, at eleven o'clock in the forenoon, then and there to bring in their votes on one ballot for the choice of all necessary Town of- ficers for the ensuing year chosen in this manner; also upon the same ballot to vote "Yes" or "No" upon the following questions :
"Shall license be granted for the sale of certain non-intoxicating beverages in this Town?"
"Shall the town petition for the installation of an accounting system by the Commonwealth? This question is submitted under the provisions of Chapter 516, Acts of 1922."
The polls on these ballots will open at 11 a. m., and close at 4 p. m., on said March 12th unless otherwise ordered by vote of the Town.
Also to act on the following articles:
Article 1. To choose a Moderator to preside at said meeting.
Art. 2. To act upon the reports of town officers as published.
Art. 3. To choose all Town officers not required to be chosen by ballot.
Art. 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the financial year beginning January 1st, 1923, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
Art. 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1st, 1924 in anticipation of the revenue of the financial year beginning January 1st, 1924, and to issue a note or notes therefor, pay- able within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1924.

Art. 6. To appoint a time when the Collector of Taxes shall settle his account.
Art. 7. To see what disposal the Town will make of the money refunded by the County from the dog tax for the year 1922.
Art. 8. To see if the Town will vote to raise and appropriate a sum of money for the observance of Memorial Day and determine how the same shall be expended, or what action it will take thereon.
Art. 9. To see if the Town will vote to raise and appropriate the sum of twenty-eight thousand dollars for the general expenses of the school department or what action it will take thereon.
Art. 10. To see if the Town will vote to raise and appropriate a sum of money for the general expenses of the highway department or what action it will take thereon.
Art. 11. To see if the Town will vote to raise and appropriate a sum of money to cover the expenses of the general government of the Town, viz: Town officers' salaries and expenses, care of municipal buildings elections, and registrations or what action it will take there- on.
Art. 12. To see if the Town will vote to raise and appropriate a sum of money to cover protection, including police, sealer of weights and measures, inspection of animals, health and sanitation and specify how this money is to be divided among the aforesaid divisions.
Art. 13. To see if the Town will vote to raise and appropriate a sum of money to cover the Department of charities or what action it will take thereon.
Art. 14. To see if the Town will vote to raise and appropriate the sum of twenty-eight hundred dollars to cover the expense of oper- ating street lights for the ensuing year or what action it will take thereon.
Art. 15. To see if the Town will vote to raise and appropriate a sum of money to be known as the reserve fund or what action it will take thereon.
Art. 16. To see if the Town will vote to raise and appropriate a sum of money to cover payment of the state tax for the ensuing year or what action it will take thereon.

Art. 17. To see if the Town will vote to raise and appropriate- a sum of money to cover payment of the county tax for the ensuing year or what action it will take thereon.
Art. 18. To see if the Town will vote to raise and appropriate a sum of money to cover the expenses of the fire department for the. ensuing year or what action it will take thereon.
Art. 19. To see if the Town will vote to raise and appropriate. a sum of money to cover payment of interest on debts and loans be- coming due the current year or what action it will take thereon.
Art. 20. To see if the Town will vote to raise and appropriate the sum of five thousand five hundred dollars to cover payment of notes maturing the current year or what action it will take thereon.
Art. 21. To see if the Town will vote to raise and appropriate a sum of money to be set aside for payment of liability insurance as claims may become due or what action it will take thereon.
Art. 22. To see if the Town will vote to raise and appropriate a sum of money to cover payments of state aid during the ensuing year or what action it will take thereon.
Art. 23. To see if the Town will vote to raise and appropriate the sum of eight hundred sixty-two dollars and eighty-one cents to cover payment of state moth assessment for the ensuing year or what action it will take thereon,
Art. 24. To see if the Town will vote to raise and appropriate the sum of four hundred dollars for the use of the cemetery commis- sioners in caring for the town cemeteries during the current year or what action it will take thereon.
Art. 25. To see if the Town will vote to raise and appropriate a sum of money to cover the maintenance of the public libraries for the ensuing year or what action it will take thereon.
Art. 26. To see if the Town will vote to raise and appropriate the sum of two thousand dollars to be expended by the tree warden in trimming and repairing shade trees along the highways or what ac- tion it will take thereon. Lyman H. Twiss.
