ACCOUNTANT'S CERTIFICATE


I have examined the cash deposits and securities in the various Trust Funds in the hands of the Town Treasurer and find them to be as stated in the Treasurer's Report.


I certify that the receipts as reported by the Treasurer agree with the books and that the payments, by the various departments, were as stated in the foregoing report.


The Balance sheet of the Town as of December 31, 1929 is in agree- ment with the books of the Town, and, in my opinion, it correctly pre- sents the financial position of the Town as of December 31, 1929.


I take this opportunity to thank the departments for promptly sup- plying their annual reports, as such action helps considerably in com- piling the Town Report.

TOWN WARRANT


COMMONWEALTH OF MASSACHUSETTS


ESSEX, ss.


To either of the Constables of the Town of Lynnfield in said County of Essex, GREETING:


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Lynnfield, qualified to vote in elections and in town affairs, to meet in their respective polling places, on Monday, March 3, 1930, at 5.45 A. M., then and there to bring in their votes on one ballot for the choice of all necessary town officers for the ensuing year chosen in this manner.


The polls in each precinct will be open at 5.45 A. M., and will be- closed at 4.00 P. M., on said March 3, 1930.


The polling place for the voters living in Precinct 1 will be in the Town Hall; for the voters living in Precinct 2 will be in Chemical Hall,. corner Broadway and Salem Street, all in said Lynnfield.


And you are further required to notify and warn the inhabitants of the Town of Lynnfield qualified to vote in elections and in town affairs to meet in the Town Hall on Monday, March 10, 1930, at 7.30 P. M., to consider and act upon the following articles.


Article 1. To choose a Moderator to preside at said meeting.


Article 2. To act upon reports of town officers and special com- mittees as published.


Article 3. To choose all town officers not required to be chosen by ballot.


Article 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after Jan- uary 1, 1931, and to issue a note or notes therefor, payable within one- year any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1931.


Article 5. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the General Government of the Town, viz: Town officers' salaries and expenses, care of municipal buildings, elections and registrations, or what action it will take thereon.


Article 6. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the Police Department, or what action it will take thereon.


Article 7. To see if the Town will vote to raise and appropriate the sum of $3,500.00 for the maintenance expense of the Fire Department, or what action it will take thereon.

Article 9. To see if the Town will vote to raise and appropriate a sum of money to cover other Protection of Persons and Property, in- cluding Sealer of Weights and Measures, and Inspector of Buildings, or what action it will take thereon.


Article 10. To see if the Town will vote to raise and appropriate the sum of $1,354.57 to cover payment of State Moth Assessment, or what action it will take thereon.


Article 11. To see if the Town will vote to raise and appropriate the sum of $700.00 for private moth work, or what action it will take thereon.


Article 12. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to be used by the Tree Warden in trimming and caring for shade trees along the highways, or what action it will take thereon.


Article 13. To see if the Town will vote to raise and appropriate a sum of money to be used for Health and Sanitation, including Board of Health, Inspector of Animals, and Inspector of Milk, or what action it will take thereon.


Article 14. To see if the Town will vote to raise and appropriate a sum of money for the general expense of the Highway Department, or what action it will take thereon.


Article 15. To see if the Town will vote to raise and appropriate the sum of $3,550.00 for the operation of street lighting, or what action it will take thereon.


Article 16. To see if the Town will vote to raise and appropriate the sum of $500.00 to be used by the Tree Warden to cut the bushes along the highways, or what action it will take thereon.


Article 17. To see if the Town will vote to raise and appropriate a sum of money not to exceed $10,000.00 to be used in continuing the re- construction of Main Street, as recommended by the Public Works Department, or what action it will take thereon.


Article 18. To see if the Town will vote to raise and appropriate a sum of money to cover Department of Public Welfare, or what action it will take thereon.


Article 19. To see if the Town will vote to raise and appropriate the sum of $96.00 to cover payment of State Aid or what action it will take thereon.


Article 20. To see if the Town will vote to raise and appropriate the sum of $3,500.00 for the general expense of the School Department, or what action it will take thereon.

Article 26. To see if the Town will vote to raise and appropriate the sum of $456,03 to cover the Town's share of the expense of addi- tional construction of the Essex County Sanitarium or what action it will take thereon.


Article 27. To see if the Town will vote to raise and appropriate the sum of $500.00 for a continuation of the Town Survey, or what action it will take thereon.


Article 28. To see if the Town will vote to raise and appropriate the sum of one hundred dollars, for the use of the Town Planning Board, or what action it will take thereon.


Article 29. To see if the Town will vote to raise and appropriate a sum of money to be known as the Reserve Fund, or what action it will take thereon.


Article 30. To see if the Town will vote to raise and appropriate the sum of $800.00 for the use of the Cemetery Commissioners for the caring for and laying out of the Town Cemeteries, or what action it will take thereon.


Article 31. To see if the Town will vote to raise and appropriate the sum of $2,700.00 to cover payment of interest on debts and loans becoming due the current year, or what action it will take thereon.


Article 32. To see if the Town will vote to raise and appropriate the sum of $7,000.00 to cover payment of notes maturing the current year or what action it will take thereon.


Article 33. To see if the Town will vote to raise and appropriate the sum of $1,500.00 for the purpose of constructing a suitable sidewalk from the Jenney Gasoline Station in South Lynnfield Square to the

Peabody Line, along the Newburyport Turnpike, and that this construc- tion be left in the hands of the Selectmen, or what action it will take thereon.


Article 34. To see if the Town will vote to accept as a public way Highland Avenue, as laid out by the Board of Selectmen and shown on "Plan of Lakefield Park, Lynnfield Centre, Mass.", James A. Bancroft, Surveyor, dated January 23, 1890, and recorded with Essex South District Deeds, Plan Book 6, Plan 27.


Article 35. To see if the Town will vote to accept as a public way Ingalls Terrace, as laid out by the Board of Selectmen and shown on "Plan of Lots Belonging to Charles N. P. Ingalls, So. Lynnfield, Mass.", dated June 10, 1925, J. F. Goldthwait, Surveyor, filed with the Town Clerk.


Article 36. To see if the Town will vote to install one additional street light on Main Street, near the park entrance, on pole 2-61J, oper- ation of same to be paid from the regular appropriation for street light- ing, or what action it will take thereon.


Article 37. To see if the Town will vote to raise and appropriate the sum of $27.00 for the maintenance of 2 street lights at the junction of Lowell and Main Streets, as recommended by the Reading Electric Light Dept., or what action it will take thereon.


Article 38. To see if the Town will vote to raise and appropriate the sum of fifty-four dollars ($54.00) for four street lights on Highland Ave., or what action it will take thereon.


Article 39. To see if the town will vote to raise and appropriate the sum of $16.50 for one street light to be installed at the entrance of Maple St. on Broadway, or what action it will take thereon.


Article 40. To see if the Town will vote to raise and appropriate the sum of $300 to be used by the Board of Selectmen in settlement of claims for damages for the taking of land at three corners of Main and Lowell Streets in connection with the widening and relocating of said streets, or what action it will take thereon.


Article 41. To see if the Town will vote to raise and appropriate the sum of $1,148.12 to be used to indemnify two firemen for expenses and damages sustained on or about July 4, 1929, as authorized by Chap- ter 41 of the General Laws and Acts in amendment thereof, $323.99 of above amount to be used to reimburse the Compensation Fund for expenses paid during 1929, or what action it will take thereon.


Article 42. To see if the Town will vote to raise and appropriate the sum of $1,500.00 to pay for the Town's part of the purchase of a traffic signal light at the junction of Salem Street and the Newburyport Turnpike, or what action it will take thereon.

Article 43. To see if the Town will vote to raise and appropriate the sum of $375.00 to be expended by the Selectmen in the purchase of additional seats for the Town Hall, or what action it will take thereon.


Article 44. To see if the Town will vote to raise and appropriate the sum of twelve hundred dollars to install fourteen additional win- dows in the South School, and paint the outside surface of the same building, or what action it will take thereon.


Article 45. To see if the Town will appropriate the sum of $15,000 for the remodeling of Chemical House No. 2, this amount to be raised as follows: $3,000 in the 1930 tax levy, and the balance on four notes of $3,000 each, one note maturing each year for four years, or what action it will take thereon.


Article 46. To see if the Town will vote to raise and appropriate the sum of $3,000 to build a sidewalk on the north side of Salem Street, from the South Schoolhouse to Mansfield's Corner, thereby making this highway safer for pedestrians, or what action it will take thereon.


Article 47. To see if the Town will vote to raise and appropriate the sum of $200.00 for the purpose of providing an office and equipment for the Board of Assessors, or what action it will take thereon.


Article 48. To see if the Town will vote to raise and appropriate the sum of $200.00, to be expended under the direction of the Lynnfield Committee for the celebration of the Tercentenary of the Bay State Colony, or what action it will take thereon.


Article 49. To see if the Town will vote to raise and appropriate the sum of $1,700.00 to be used by the Fire Department, to provide for an increase in the manual strength of the department and the purchase of replacement hose; both required by the New England Fire Insurance Exchange, or what action it will take thereon.


Article 50. To see if the Town will vote to raise and appropriate the sum of $25.00 to be used by the Moth Superintendent in the suppression of Satin Moths on Parson Ave., and other trees infested, or what action it will take thereon.


Article 51. To see if the Town will vote to raise and appropriate the sum of $100.00 (one hundred dollars) and place same to the credit of the Lynnfield Street and Highway Safety Committee, to be used by said committee for the purpose of promoting street and highway safety in the town of Lynnfield, or what action it will take thereon.


Article 52. To see if the town will vote to adopt a Traffic Ordi- nance, as proposed by the Lynnfield Branch of Governor Allen's Street and Highway Safety Committee and approved by the Department of Public Works, or what action it will take thereon.

SPECIAL TOWN MEETING HELD MARCH 10TH, 1930, AT 7 P. M ..


The Meeting was called to order at 7.12 p. m. by the Moderator and the Warrant and the Return of the Constable was read by the Town · Clerk.


Article 1. To choose a Moderator to preside at said meeting.


As the Town elected a Moderator on the Official Ballot on March 3rd, thus carrying out the vote of the Town, March 11, 1929, a motion was made by C. H. Russell that action on Article 1 be indefinitely post - poned and the motion was carried.
