REMARKS


The Surplus Revenue at the close of the year shows $10,258.74. I was advised by the Director of Accounts that the money refunded to the Town by the County which was a balance from the Building of the Essex County Sanatorium, should not be used for anything but the Sanatorium bonded Debt. This, of course, makes the Surplus Revenue smaller by $3,773.94 and on the other hand sets up an account from which we can pay bonded Debt for Hospital.


The Accounts have been verified and Temporary Loans have all been paid but one for $10,000, which becomes due May 24, 1928.


Again thanking all who have assisted me in compiling this report, especially those who have made their reports to me early, which is of great advantage to me.

TOWN WARRANT


COMMONWEALTH OF MASSACHUSETTS


ESSEX, ss.


To either of the Constables of the Town of Lynnfield in said County of Essex, ' Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Lynnfield, qualified to vote in elections and in town affairs, to meet in their respec- tive polling places, on Monday, March 5, 1928, at 5.45 A. M., then and there to bring in their votes on one ballot for the choice of all necessary town officers for the ensuing year chosen in this manner.


The polls in each precinct will be open at 5.45 A. M., and will be closed at 4.00 P. M., on said March 5, 1928.


The polling place for the voters living in Precinct 1 will be in the Town Hall; for the voters living in Precinct 2 will be in Chemical Hall No. 2, corner Broadway and Salem Street, all in said Lynnfield.


And you are further required to notify and warn the inhabitants of the Town of Lynnfield qualified to vote in elections and in town affairs to meet in the Town Hall on Monday, March 12, 1928, at 7.30 P. M., to consider and act upon the following articles:


Article 1. To choose a Moderator to preside at said meeting.


Art. 2. To act upon reports of town officers as published and special committees.


Art. 3. To choose all town officers not required to be chosen by ballot.


Art. 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the financial year beginning Jan. 1, 1928, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.


Art. 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after Jan. 1, 1929, and to issue a note or notes therefor, payable within one year any debt or debts incurred under this vote to be paid from the revenue of the finan- cial year beginning Jan. 1, 1929.


Art. 6. To see what disposal the Town will make of the money re- funded by the County from the dog tax for the year 1927.


Art. 7. To see if the Town will vote to raise and appropriate a sum of money for the observance of Memorial Day and determine how the same shall be expended, or what action it will take thereon.


Art. 8. To see if the Town will vote to raise and appropriate the sum of $35,300.00 for the general expense of the School Department or what action it will take thereon.


Art. 9. To see if the Town will vote to raise and appropriate a sum of money for the general expense of the Highway Department, or what action it will take thereon.

Art. 10. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the General Government of the Town viz: Town officers' salaries and expenses, care of municipal buildings, elections and registrations, or what action it will take thereon.


Art. 11. To see if the Town will vote to raise and appropriate a sum of money to cover protection, including Police, Sealer of Weights and Measures, Inspection of Animals and Sanitation, and specify how this money is to be divided among the aforesaid departments.


Art. 12. To see if the Town will vote to raise and appropriate a sum of money to cover Department of Charities or what action it will take thereon.


Art. 13. To see if the Town will vote to raise and appropriate a sum of money to be known as the Reserve Fund, or what action it will take thereon.


Art. 14. To see if the Town will vote to raise and appropriate the sum of $3270.00 for the operation of street lighting for the ensuing year.


Art. 15. To see if the Town will vote to raise and appropriate the sum of $3000.00 for the maintenance expense of the Fire Department for the ensuing year, or what action it will take thereon.


Art. 16. To see if the Town will vote to raise and appropriate the sum of $500.00 for repairing the fire alarm system.


Art. 17. To see if the Town will vote to raise and appropriate the sum of $1050.00 to be used for hydrant rental in Lynnfield Water District for the year 1928.


Art. 18. To see if the Town will vote to raise and appropriate a sum of money to cover payment of interest on debts and loans becoming due the current year, or what action it will take thereon.


Art. 19. To see if the Town will vote to raise and appropriate the sum of $5000.00 to cover payment of notes maturing the current year, or what action it will take thereon.


Art. 20. To see if the Town will vote to raise and appropriate a sum of money to cover payment of State Aid during the ensuing year or what action it will take thereon.


Art. 21. To see if the Town will vote to raise and appropriate the sum of $1162.73 to cover payment of State Moth Assessment for the en- suing year, or what action it will take thereon.


Art. 22. To see if the Town will vote to raise and appropriate the sum of $700.00 for the use of the Cemetery Commissioners for the caring for and laying out of the Town Cemeteries for the ensuing year, or what action it will take thereon.


Art. 23. To see if the Town will vote to raise and appropriate the sum of $560.73 to cover the Town's share of expenses incurred during the year 1927 in maintaining the Essex Sanitorium under the provisions of Chapter 111 of the General Laws, or what action it will take thereon.


Art. 24. To see if the Town will vote to raise and appropriate a sum of money to cover the maintenance of Public Library for the ensuing year, or what action it will take thereon:

Art. 25. To see if the Town will vote to raise and appropriate a sum of money to cover expenses of caring for the Town Parks during the en- suing year, or what action it will take thereon.


Art. 26. To see if the Town will vote to raise and appropriate the sum of $1000.00 to be used by the Tree Warden in trimming and caring for the shade trees along the highway, or what action it will take thereon.


Art. 27. To see if the Town will vote to raise and appropriate the sum of $1000.00 to be used by the Tree Warden to mow the bushes along the highway or what action it will take thereon.


Art. 28. To see if the Town will vote to raise and appropriate the sum of $700.00 for private moth work, or what action it will take thereon.


Art. 29. To see if the Town will vote to raise and appropriate the sum of $256.50 to install nineteen additional street lights on Summer Street, connecting the two present lines on said Summer Street.


Art. 30. To see if the Town will vote to raise and appropriate the sum of $13.50 to install one additional street light on Parsons Avenue.


Art. 31. To see if the Town will vote to raise and appropriate the sum of $700.00 to be expended by the Committee on Town Planning and Zoning for the preparation of plans and printing of reports as to suggested Zoning By-Laws or what action it will take thereon.


Art. 32. To see if the Town will vote to accept as a public way Par- sons Avenue as laid out by the Board of Selectmen and shown on "Plan of House-lots belonging to Starr Parsons, situated in Lynnfield, Mass.", dated July 19, 1913, Eastman & Bradford, Civil Engineers, filed with the Town Clerk.


Art. 33. That the Selectmen be and are hereby instructed to co- operate in every way possible with the City Council and Selectmen of the Cities and Towns bordering on Lynnfield in resisting the location of high tension wires in these various Cities and Towns unless such wires are laid under ground through the residential and business sections.


Art. 34. To see if the Town will vote to raise and appropriate the sum of $13.50 to install one electric street light on Green Street or what action it will take thereon.


Art. 35. To see if the Town will vote to continue the Committee on Town Planning and Zoning for another year.


Art. 36. To see if the Town will vote to rescind the vote passed under Art. 12 at the Annual Town Meeting held on March 14, 1927, whereby the Board of Selectmen was authorized to use a part of the appropriation made under Art. 26 at the Annual Town Meeting held March 9, 1925, in reconstructing Lowell Street from the Peabody line to Main Street.


Art. 37. To see if the Town will vote to take the sum of $2000 from the surplus revenue to be used in reconstructing Main Street in accordance with vote passed under Art. 26 at the Annual Town Meeting held March 9, 1925.


Art. 38. To see if the Town will vote to raise and appropriate the · sum of $500.00 to be' used as a joint counsel fee in protest against the erection of high tension power lines in Lynnfield, Wakefield, and other Communities in Essex County. Same to be expended under the direction of the Selectmen.

Art. 39. To see if the the Town will vote to raise and appropriate the sum of $375.00 to be expended by the Selectmen in the purchase of addi- tional seats for the Town Hall, or what action it will take thereon.


Art. 40. To see if the Town will vote to authorize Lynnfield Post No. 131, American Legion, and its Auxiliary, to use, without remuneration, suitable quarters on the first floor of the Town Hall as a headquarters and meeting place. Same to be under the supervision of the Board of Selectmen.


Art. 41. To see if the Town will vote to raise and appropriate the sum of $13.50 to install an electric street light on Broadway near the Community Church.


Art. 42. To see if the Town will vote to raise and appropriate the . sum of $500.00 for a continuation of the Town Survey, or what action it · will take thereon.


Art. 43. To see if the Town will vote to raise and appropriate a sum of money for painting the South School Building.


And you are directed to serve this Warrant by posting attested copies thereof in at least six public places in said Town and in such other public places as the Selectmen may designate seven days at least before the time of holding said meeting. Hereof fail not, and make due returns of this Warrant with your doings thereon to the Town Clerk at or before the time of said meeting.

RECORDS OF TOWN MEETING


ANNUAL TOWN MEETING HELD MARCH 12, 1928


At the Annual Town Meeting held in the evening of March 12, 1928, the following business was transacted.


The meeting was called to order at 7.30 o'clock by the Town Clerk and the reading of the articles was omitted by a vote of the Town.


Article 1. To choose a Moderator to preside at said meeting.


Nelson B. Todd and Peter J. Walsh were duly nominated for Mod- erator, a ballot was taken and the check list used. The ballot showed that 182 voted. 127 were for Nelson B. Todd, 54 for Peter J. Walsh, and scattering 1. Nelson B. Todd was declared elected as Moderator of this meeting.


Article 2. To act upon reports of town officers as published and special committees.


Upon motion of Josiah S. Bonney, it was voted to accept the reports of town officers and special committees as published. Unanimous vote.


Article 3. To choose all town officers not required to be chosen by ballot. Upon motion of Charles N. Pratt, it was voted that James D. McNamara, Daniel J. McCarthy and Joseph F. Smith be field drivers; Joseph F. Smith, pound keeper, and George M. Roundy, William E. Roundy and Albert G. Tedford, wood measurers. Unanimous vote.


Article 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the financial year beginning January 1, 1928, and to issue a note or notes therefore, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
