LAW PROPOSED BY INITIATIVE PETITION
Shall the proposed law which provides that it shall be lawful in any city which accepts the act by vote of its city council and in any town which accepts the act by vote of its inhabitants, to take part in or wit- ness any athletic outdoor sport or game, except horse racing, automobile racing, boxing or hunting with firearms, on the Lord's day between 2 and 6 P. M .; that such sports or games shall take place on such play- grounds, parks or other places as may be designated in a license issued by certain licensing authorities; that no sport or games shall be per- mitted in a place other than a public playground or park within one thousand feet of any regular place of worship; that the charging of admission fees or the taking of collections or the receiving of remuner- ation by any person in charge of or participating in any such sport or game shall not be prohibited; that the license may be revoked; and that in cities and towns in which amateur sports or games are permitted under existing law such amateur sports or games may be held until the proposed law is accepted or the provisions of the existing law fail of acceptance on resubmission to the people, which law was disap- proved in the Senate by a vote of 9 in the affirmative and 22 in the negative, and in the House of Representatives by a vote of 93 in the affirmative and 110 in the negative, be approved?

REPORT OF COMMITTEE ON TOWN PLANNING
To the Inhabitants of the Town of Lynnfield:
At the Annual Town Meeting in March, 1927, a by-law was adopted' providing for a Town Planning Board, to consist of five members to be elected annually at the same time and by written ballot as in the case of the other elective officers in the town.
As the election of town officers in 1927 had been held previous; to the action upon the articles in the warrant, the election of the Town. Planning Board necessarily went over until the annual election of town. officers as a part of the annual meeting in March 1928. Therefore, in: March 1928, as a part of the Annual Town Meeting, the members of. the first Planning Board were elected.
In acting upon the articles in the warrant at the Annual Town Meeting in March 1928, the Town voted that the Planning Board should continue the work commenced by the Zoning committee and should pre- pare a plan of the town, dividing the town into zones, and submit at a special meeting a proposed zoning by-law.
Carrying out the instructions of the town, the Board have held meetings and through the firm of Morse & Dickinson, Civil Engineers, have prepared a plan of the town, designating on the map proposed zones, and have drafted for submission to the Town a proposed zoning by-law.
In December, 1928, at the request of the Board, a special meeting was called to be held on December 19, to consider the plan and by-laws. When the meeting was held, however, it was adjourned as a mark of respect to the late Andrew Mansfield, who at the time of his death was a selectman of the town, the adjourned meeting to be held on. January 3, 1929.

REPORT OF CHIEF OF POLICE
To the Honorable Board of Selectmen:
Gentlemen: I herewith submit my report of the Police Department for the year ending December 31, 1928. There have been 24 arrested in Lynnfield by Lynnfield Police and 27 were arrested by the State Police in Lynnfield for disturbing the peace, drunkenness, operating under the influence of liquor, and attaching number plates, operating without

lights, leaving the scene of accident, operating so as to endanger, tres- passing, keeping and exposing intoxicating liquor for sale, operating without a license, operating without license in possession.
We have served 10 summonses for out of Town Police. There have been many accidents this year, one bad one where 4 were killed. An officer has been on duty every night at Lynnfield Square, at the Center on Saturdays, Sundays and holidays. The Lynn Police help out when they can.

Gentlemen: During the past year I have tried to enforce the law in regard to dogs. We have had three bad rabies scares but were very for- tunate in having no serious trouble.

REPORT OF TREE WARDEN
To the Citizens of the Town of Lynnfield:
At the last annual town meeting an appropriation of $500.00 was made to take care of shade trees. This amount was used to take down dead trees, and to trim up trees where there were low hanging branches, which were dangerous to travel, and to remove dead and dangerous. limbs over the highway. Trimming dead limbs from trees on public highways is very slow and dangerous work, and also requires skill and special care not to endanger persons and private property. I hope the appropriation will be much larger, so that more work can be done along this line. This work should be done for the safety of the public.
At the last annual town meeting an appropriation of $600.00 was made to cut the bushes along the roadsides. This money was spent to the best advantage. All streets that were mowed last year were re- mowed. Also a lot of new work as follows: A large part of Chestnut, Main, Essex, Salem, Summer and Walnut streets were mowed, and all the brush burned. The bushes in some places have not been mowed for a number of years. I think it is much safer for travel if they are kept cut. I hope a similar amount will be made to continue the work done last year.

REPORT OF CEMETERY COMMISSIONERS
To the Citizens of the Town of Lynnfield:
We have endeavored to keep the grass and brush cut and cleaned up, in all the cemeteries and this has required much extra work this last year because of the very wet season.
One long avenue on the Southern side of Forest Hills Cemetery has had the soil removed, and the surface gravelled, part of its length. This is very important work because of the weight of the motor vehicles that have to use the avenue. It is hoped that the rest of the graveling can be completed this coming season.
At Willow Cemetery the work of raising the grade, and making available the lots on the front of the cemetery has been continued which is greatly improving the appearance of the cemetery.
The Commissioners have kept up the regular care of the cemeteries and also carried forward these permanent improvements as far as funds would allow, as they believe the citizens want the five cemeteries put in the best condition possible.
We have adopted Cemetery Regulations which will be submitted for the approval of the voters at the town meeting.

REGULATIONS ADOPTED BY THE BOARD OF CEMETERY COMMISSIONERS OF THE TOWN OF LYNNFIELD, MASSACHUSETTS, ON JANUARY 24, 1929.
FIRST-Cemetery lots shall not be used for any other purpose than as a place of burial for the dead; and all burials therein shall be under the personal charge of the Superintendent of the Cemetery, to whom shall be paid such a fee for opening a tom? or digging a grave as shall be established by the Board of Commissioners, having the care, superin- tendence and management of said cemetery.
SECOND-That the proprietor of any lot shall have the right to erect stones, monuments, or sepulchral structures, and to cultivate shrubs and plants in the same; but no tree within the lot or border shall be set out, cut down or destroyed without the consent of said Commis- sion.
THIRD-That if any trees or shrubs on any lot shall by means of their roots or branches, or otherwise, become detrimental to the adjacent lots, avenues or paths, or dangerous or inconvenient to passengers, it shall be the duty of said Commissioners for the time being, and they shall have the right to enter into the said lot and remove the said trees

and shrubs or such parts thereof as are thus detrimental, dangerous or inconvenient.
FOURTH-That if any monument or effigy, or any structure what- ever, or any inscriptions, be placed in or upon any lot, which shall be determined by the major part of said Commission for the time being to be offensive or improper, the said Commissions, or major part of them, shall have the right, and it shall be their duty to enter upon the said lot and remove the said improper object or objects.
FIFTH-No fence or curbing shall, at any time, be erected or placed in or around 'any lot except with the approval of the Board of Cemetery Commissioners, and the establishment of the grade of any lot shall be subject to the approval of the said Commissioners.
SIXTH-No tomb shall be constructed or allowed within the bounds of the cemetery, unless by special permission of the said Board of Commissioners, and in such places and in such manner as the said Com- missioners shall direct. And no proprietor shall suffer the remains of any person to be deposited within the bounds of his lot for hire.
SEVENTH-Lot owners making improvements on lots that are under perpetual care will be charged with any necessary expense of putting the lots in order, after such improvements are made.
EIGHTH-All foundations of monuments, headstones, markers, or any other erections, must be constructed by the Commissioners or their authorized agents, and all orders or specifications for the same must be made in writing.
NINTH-All lots shall be held subject to the provisions of the laws of the Commonwealth in relation to cemeteries and cemetery corpora- tions and to all by-laws, rules and regulations made and to be made by the said Board of Commissioners.
