At a meeting of the Town Clerks of the towns of Walpole and Norwood held on Friday, the 17th day of November, at' 12 o'clock noon, it being the tenth day following the State Election held on November 7, 1922. The copies of records of votes cast in the 8th Norfolk Representative District were examined, it appeared that George F. James, of Norwood, Republican, received 2,378 votes. Eugene L. Murphy, of Norwood, Democratic, received 2,130 votes. Blanks, 4,739.

SPECIAL TOWN MEETING
December 19, 1922
On a Wariant duly issued by the Selectmen and dated December 11, 1922, and signed by Frank G. Allen, Thomas E. Mulvehill and H. Eugene Rice, Selectmen of Norwood, the proper service of which was duly attested by Charles Donnell, Constable of Norwood.
All of the requirements of the Statutes and By-Laws having been com- plied with, the meeting was called to order by the Moderator, James A. Halloran, the articles contained in this warrant and the action taken there- under being as follows:
Article 1. To see if the Town will vote to accept an alteration of Wash- ington street, an existing highway, by widening the same 4.75 feet on the southeasterly side thereof from the intersection of the southwesterly line of a proposed extension of Cottage street to the division line between properties of Elihu G. Loomis, Trustee, and the Baptist Church Society as made, laid out and reported by the Selectmen and shown in detail on a plan filed in the office of the Town Clerk and Accountant and to borrow and appropriate a sum of money to meet the expense thereof, or take any other action in the matter.
Voted: That an alteration of Washington street, as laid out and reported by the Selectmen be and the same is hereby accepted and

the Selectmen be and are authorized and directed to take in behalf of the town the right of eminent domain in fee lands required for said purpose and further voted to authorize and direct the borrowing of $5859 to meet the expense thereof.
Article 2. To see if the Town will vote to accept Sections one, two and three of Chapter 139 of the General Laws, relative to burnt or dangerous buildings and the disposition thereof, or take any other action in the matter.
Voted: To accept.
Article 3. To see if the Town will vote to adopt a by-law for licensing the sale of certain beverages in accordance with the provisions of Chapterv 392 of the Acts of 1922, or take any other action in the matter.
Voted: That the following by-law be and the same is hereby adopted, viz .:
BY-LAW RELATIVE TO LICENSING RETAIL VENDORS OF SOFT DRINKS
Section 1. No person shall keep open his place of business for the retail sale of beverages derived wholly or in part from cereals or substi- tutes therefor and containing less than one-half of one per cent of alcohol, unfermented grape juice, ginger ale, root beer, sarsaparilla, pop, artificial mineral waters, carbonated water for beverages, and other so-called soft drinks without being licensed for such purposes as hereinafter provided.
Section 2. The Selectmen are hereby authorized to grant such licenses upon written application therefor and subject to the terms and conditions provided by law. Licenses so issued shall expire on April 30 of each year. The fee for each license shall be one dollar.
Section 3. The provisions of this by-law shall not apply to innholders, common victuallers, druggists, nor to the dealers whose principal business is the sale of groceries and meats or either of said products, nor to the sale of any or all of such beverages when sold not to be drunk on the premises, nor to persons who keep their places of business on Sunday for the sale of soda water, if they are licensed under Section seven of Chapter 136 of the General Laws.
Section 4. Whoever violates the provisions of this by-law shall be punished by a fine of not more than fifty dollars as provided by law.
Article 4. To see if the Town will vote to adopt a by-law requiring and regulating the number of buildings on or near the line of public or private ways and prescribing by whom and the method in which it shall be done or take any other action in the matter.
Voted: That the following by-law be and is hereby adopted, viz .:
BY-LAW PROVIDING FOR THE NUMBERING OF BUILDINGS
Section 1. All persons shall affix to buildings owned by them and lo- cated on or near the line of public or private ways, the strect numbers designated for such buildings by the General Manager, and no person shall

affix to or allow to remain on any such building a street number other than the one designated by the General Manager.
All numbers shall be affixed so that they will be plainly visible from the street.
Section 2. Such numbers shall, in the business districts of the town, each include a frontage of 122 feet more or less, and in the residential sections, a frontage of 25 feet more or less, at the discretion of the General Manager.
Measurements for assignments of numbers shall be made continuously beginning at the principal street from which the street to be numbered runs. The odd numbers shall be on the right-hand side going from the principal street.
Section 3. The Selectmen may order any street already numbered or partially numbered to be renumbered whenever they deem it necessary.
Section 4 Any person violating the provisions of this by-law shall be liable to a fine not exceeding $20.00 for each offense.
Article 5. To see if the Town will vote to sell and direct the Selectmen to convey by a proper deed to Hugo B. C. Reimer a certain parcel of land lying southerly of land now owned by said Reimer, easterly of land of one Williamson, bounded on all other sides by land of the Town of Norwood containing approximately 860 square feet and being a part of land taken by the Town of Norwood for park purposes, or take any other action in the matter.

Article 6. To see what sums of money the Town will vote to appropri- ate from available funds for the current fiscal year for the following pur- poses or any of them, the same to be in addition to sums heretofore ap- propriated for said purposes:
A. Sewer Maintenance.
B. Maintenance of Main Drains.
C. Soldiers' Benefits.
D. Celebration of the 50th Anniversary of Incorporation of Norwood.
Voted: By transfer the following:
A. Sewer Maintenance. $950.00
B. Maintenance of Main Drains 685.00
C. Soldiers' Benefits. 305.00
D. Celebration of the 50th Anniversary of the Incorporation of Norwood 1200.00
Article 7. To see if the Town will vote to borrow and appropriate the sum of $3,800.00 to meet the expense of the surfacing of Neponset Street with macadam pavement or other road material under specifications ap- proved by the Department of Public Works, Division of Highways, in an-

ticipation of reimbursement by the County of Norfolk, or take any other action in the matter.
Voted: By transfer the sum of $3,800.00.
Article 8. To see what sum the Town will vote to borrow and appro- priate for the construction of sewers in extension of the existing system, or take any other action in the matter.
Voted: Indefinitely postponed.
Resolution: offered by Mr. John F. Kiley that the meeting assembled express its appreciation of the work of the Town Officials during the past year in keeping the total expenditures within the amount appropriated in the budget.
At 9.15 Voted: that this meeting be now dissolved.
