REPORT OF FINANCE COMMISSION.
At the annual election held January 15, 1917, Mr. Francis J. Foley was re-elected to serve on this Commission for three years, to succeed himself, his first term having expired. Mr. Foley had served as chair- man of the Commission during the year 1916 and was re-lected for the year 1917, and Herbert H. Miller as clerk.
Twenty-nine meetings were held during the year, which was nine more than each of the two preceding years.
The data gathered by the Commission covering its work during the past year has been put in bound book form, which puts the records in permanent shape for all future reference.
A detailed statement of the probable expenditures and receipts for 1918, as required under Section 18 of the new Town Charter, has been sub- mitted to the Selectmen.
This Commission feels that it has quite a task before it in passing upon the recommendations of the various departments carrying with them expenditures of the citizens' money, and we are always glad to receive suggestions, realizing that we are but servants in the carrying on of your work, and whatever our decisions are they are made as a result of our best judgment. We think it is the duty of the citizens to express them- selves to this Commission as to what action they think should be taken relative to the various appropriations. We endeavor to give notice through the medium of the local paper of meetings to be held by this Commission to consider the various appropriations, and repeat what we have said be- fore, that is, that we wish more citizens would avail themselves of the privilege of appearing before us upon any matter. When no notice ap- pears in the local paper, information can be secured by calling up any one of the members.
Through the efforts of the Finance Commission, with the assistance of the Town Counsel and a great deal of indispensable service given through another citizen, we were able to prevent legislation which would change the method of distributing to the citizens and towns the money the State collected as tax on intangible property last year. This meant a vast amount of extra work, not alone by members of the Commission, but also a great deal of clerical service was needed, and while there was considerable cxpense in the way of compiling statistics, typewriting, stationery, etc., the same was taken care of by interested members and other public spiritcd citi- zens without cost to the committee. The success of this undertaking made a saving to the Town of a little over ten thousand dollars, and it is also pleasing to know that it helped to raise still higher with the Massa- chusetts Legislature its estimate of the business methods of the Norwood idea of Town Government. Averaging the expense of the Commission for the past three years, this saving of ten thousand dollars would cover the expense of the Finance Commission for seventy-five years to come.
The past two years we have submitted a statement showing the appor- tionment of the tax rate, covering the appropriations of four years, which gave to you a clear idea of how the money was spent. Owing to the fact that income taxes were collected by the State and no gross valuations being submitted to us, such comparisons as we may now make will show a slight increase over what the results would be did we have the full values. However, in order to keep the same method in force and show to you the proportion of appropriations to each department compared to the tax rate, we have continued it, taking as a basic the valuations of Real and Personal property. This statement should be of interest to you, for it gives a good idea of how money has been spent, not only in detail, but apportioned by department.
