The oak leaf roller, a new pest in this section, made its appearance late in the season, and we anticipate some trouble from this source inasmuch as it is a difficult pest to combat.
The spraying apparatus will be thoroughly overhauled before spring- time so that the work can be started just as soon as conditions warrant.
Under my remarks concerning the Cemetery Department, I have men- tioned the establishment of a Town Nursery for the purpose of providing shade trees in the future years.
WEIGHTS AND MEASURES DEPARTMENT
Mr. Harry M. King, Sealer
The sealing of weights and measures was carried on during the year in compliance with the statutes. Two hundred and forty-nine scales of various types, forty-six measures, and three measuring pumps were sealed, and seven hundred and eighteen weights adjusted. Two arrests for selling short weight and two for peddling without license were made. $110 was collected for sealing and $30 in fines.
We were compelled by the Commissioner of Weights and Measures to purchase a set of metric and apothecary scales for testing purposes. We are also advised that it will probably be necessary in the very near future to install a new set of testing scales, as the ones in use at the present time are not accurate and are out of date.
BUILDING INSPECTION DEPARTMENT

The inspection of fifty-five buildings, representing the expenditure of $67,000, was made during the year. This does not include the inspection of the New High School Building, which represents an additional expenditure ture of approximately $200,000. REPORT OF SELECTMEN.
The Selectmen submit their annual report for the year 1918 as follows:
At the annual town meeting held January 21st, 1918, Mr. Frank G. Allen and Mr. Walter F. Tilton were elected Selectmen without oppo- sition, Mr. Allen being reelected and Mr. Tilton succeeding Mr. George K. Bird, whose term of office then expired.
Mr. Bird rendered faithful and valued service to the town which we take this opportunity to record.
Following the Annual Town Meeting the Selectmen organized by the reelection of Mr. Allen as Chairman and Mr. Barr as Clerk.
Forty-four regular meetings were held during the year at which the routine, as well as special, business arising in the conduct of the affairs of the Town was transacted. Various hearings were held throughout the year as occasion required. In the report submitted last year announce- ment was made of the resignation of Mr. C. A. Bingham of his office as General Manager and of its acceptance by the Selectmen. As his succes- sor, Mr. William P. Hammersley of Milton, Mass., was appointedwith term of service beginning March 11th, 1918.
Mr. Mahlon R. Perry resigned as Assessor of Taxes and Mr. Cheney E. Cook was appointed to fill the vacancy. Mr. Aaron L. Goodwin was re- appointed as assessor of taxes for the term of three years from April 1st, 1918. Both appointments were confirmed by the State Tax Commissioner.
Mr. James E. Pendergast was reappointed Town Clerk and Accountant for the term of three years.
Mr. Albert L. Fales was reappointed Inspector of Animals and Mr. H. Frank Walker was reappointed Inspector of Buildings.
Mr. J. Fred Boyden, Mr. Frank W. Talbot and Mr. William P. Hammers- ley were appointed as the Board of Engineers of the Fire Department, the first two named being reappointments.
Judge James A. Halloran was appointed Town Counsel and Francis J. Squires, Esq., as Registrar of Voters for three years, both being reappoint- ments.
Mrs. Jennie F. Fales, Mr. William J. Sullivan and Mr. R. Russell Wil- liamson were appointed members of the Board of Relief, the first two being reappointments.
Mr. Peter N. Curran and Mr. Harry F. Snow were appointed regular police officers.
The existence of war conditions during substantially all of the year necessarily limited all work in the departments under our supervision to such as was absolutely necessary and desirable. .
An arrangement was completed with the Massachusetts Highway Com- mission and the Norfolk County Commissioners whereby six thousand dollars ($6000) were alloted by the State and six thousand dollars ($6000) by the County to be spent in addition to the twelve thousand dollars ($12,000) appropriated by the Town for the resurfacing work on that part of Neponset street, between Canton line and Cross street, but it was de- termined that this work should not be started during 1918 upon it appear- ing that the cost of the work would exceed by six thousand dollars ($6000), the total amount available.
The developments of the Bay State Street Railway Company situation under its receivership, both as regards fare inereases and discontinuance of service as affecting Norwood were followed and the interests of the Town and its citizens were safeguarded so far as it was possible to do so. Among other efforts we initiated and seeured the concerted action of the Seleet-

men of Walpole, Dedham, Westwood and Norwood with respect to the announced discontinuance of service with the result that the service was retained and a basis was established for the consideration and solution of other street railway problems which may arise in a fair and just manner to the company find to the public.
We have proposed that the Town give fitting expression of its apprecia- tion of the patriotism, courage and self-sacrifice of those who went out from Norwood in such large numbers to serve our country on land and sea in the war against Germany and Austria, and of its joy that vietory has crowned their efforts; and that so many of them have been spared to return to us and to the pursuits of peace. We feel that we but voice the desire of all our citizens that the occasion be a memorable one. We trust, therefore, that there will be widespread cooperation by every citizen with those who will plan and carry out the program which it is our expectation will be inaugurated at the adjourned annual Town Meeting.

REPORT OF THE BOARD OF ASSESSORS FOR THE YEAR ENDING DECEMBER 31. 1918.
To the Citizens of the Town of Norwood:
The personal property valuation of the town has during the year shown a further decrease, due to the smaller amount of personal tangible prop- erty returned as taxable and also on account of the loss for taxation pur- poses of the shares of the Norwood National Bank by reason of it becoming, under its new Charter, a Trust Company, and not liable to local taxation, under the Statutes, or any property other than its real estate.
The revaluations of real estate and the losses of taxable real estate by reason of certain real estate being purchased by the Town, practically offset the gains in new property.
While the returns from corporation tax receipts received from the Com- monwealth during the year were greatly in excess of that of any previous year, it is not reasonable to suppose that as large an amount will be re- ceived in the future.
During the past year two survey maps have been furnished this Board by the Engineering Department. The work of checking up and revising of the assessments on the area covered by these maps will be done before our next annual assessment.
