REPORT OF FINANCE COMMISSION.
At the annual election held January 17th, 1916, Hon. Frank A. Fales was elected to serve on this Commission for three years in place of Mr. Clifford B. Sanborn, whose term had expired and who desired to be relieved from the activities of the Commission.
The members of the Commission met in the Municipal Building on January 18, 1916, and organized with Francis J. Foley, Chairman, Herbert H. Miller, Clerk.
Twenty meetings were held during the year, which is exactly the same number as held during 1915. All articles in the several warrants, calling for the appropriation of funds, were carefully considered and the necessary recommendations made. The data gathered by the Commission, in order to properly pass upon the various articles, has been put in proper form and later on will be bound into permanent records, to be available for all time.
A detailed statement of the probable expenditures and receipts for the year 1917, as required under Section 18 of the new Town Charter, has been submitted to the Selectmen.
Wherever it is possible due notice is given, through the medium of the local paper, of meetings to be held by the Commission to consider various appropriations, and while the citizens are welcome to these meetings, we have yet to record the presence of any citizens interested in the articles advertised, at these meetings. We wish more citizens would avail them- selves of the privilege of appearing before the Commission on any matter, and when no notice appears in the local paper information can be secured by calling up any one of the members of this Commission.
We wish to extend to the officials connected with the various depart- ments our appreciation of the manner in which they have co-operated with this Commission in submitting to it necessary data on which to base its recommendations.
We submit a statement showing the apportionment of the tax rate covering appropriations for four years, which will give a clear idea of how the money is spent. Every citizen should carefully examine the statement. Respectfully submitted,

The decrease in the valuation of personal estate shown in the accompanying table of aggregates was due largely to new legis- lation which exempts investments in foreign corporations from local taxation, this duty having been delegated to the State with the result that we lost over three thousand dollars in taxes.
No distribution of the amount collected by the State was made as the act did not provide for this.
The increase in the real estate valuation resulted almost wholly from new building construction.
During the year the Board have been making good use of the survey maps which the town has generously provided and prog- ress has been made in equalizing the assessments.
This will be continued as fast as the Board can so do with the limited time which will be allotted to this work.
The assessing of property in this town has become such a burden to the members of the Board that we believe that the interests of the town would be better served through a reorgani- zation of the department whereby more time would be provided for the carrying on of what we believe to be one of the most im-

portant departments of the Town, as we feel that we cannot under the present conditions do justice to ourselves, or to the Town.
This department might properly be styled the "Revenue Department" as it has to do with the income of the town and it might not be out of place to state at this time that through in- vestigations by the Board we have been able to uncover prop- erty properly subject to assessment which has heretofore es- caped altogether, the amount involved being such as to sub- stantially increase the taxable valuation and thereby decrease the burden on other property.
Since 1909 the valuation of the town has increased over one- fifth and the number of buildings has increased over one-third.
We are unable to compare the total expenses of the depart- ment with the year 1909, but we can state that the compensation to the members of the Board is the same now as seven years ago when the duties were very much less.
The Board has been represented at several hearings.at the State House and has been instrumental in securing legislation which we hope will be of advantage to this and some of our neighboring towns.
At this time it is impossible to state with any degree of accu- racy, how the new income tax laws will affect the Town, but we are hopeful that we shall not suffer thereby.

Dear Sirs :-
I beg to submit my eighth annual report as Counsel for the Town covering the year 1916 as follows:
This department's activities have been to a considerable extent of an ad- visory character, but also included the preparation of many papers and opinions, search of titles, court service, attendance at legislative hearings, appearance before the Public Service Commission, and attention to matters as varied and numerous as the needs of the Town and the promotion and protection of its affairs required. About two hundred forty personal con- ferences and several hundred telephone conferences of varying lengths were held with the several boards and officials of the Town and with State officials as well as with others to such extent as the business in hand in each instance made desirable or necessary. About one-hundred seventy- five letters were written.
