ANNUAL TOWN MEETING.


Monday, January 20, 1919, and adjournment to March 6, 1919.


On a warrant duly issued by the Selectmen, under date of January 6, 1919, and signed by Frank G. Allen, Walter F. Tilton, Patrick J. Lydon and Oliver J. Barr, Selectmen of Norwood, the proper service of which warrant was duly attested by Harry W. Swift, Constable of Norwood.


All of the requirements of the Statutes and By-laws relating to elections and Town Meetings having been complied with, the meeting was called to order, the articles contained in the warrant and the action thereunder being as follows:


Article 1. To choose all necessary town officers. The following are to be chosen by ballot, namely: One Selectman for three years (who shall be Overseer of the Poor and Surveyor of Highways); one Town Treasurer and Collector of Taxes for one year; one Finance Commissioner for three years; one Finance Commissioner for two years, to fill vacancy; one Moderator for one year; one member of the Board of Health for three years; two members of the School Committee for three years; two Trustees of the Morrill Memorial Library for three years; one member of the Planning Board for three years; six Constables for one year; and also upon the same ballot to vote upon the following question:


" Shall license be granted for the sale of intoxicating liquors in the Town?"


One Selectman for three years.

Article 2. To hear and act on reports of Town Officers and Committees. Voted: To accept the following resolutions offered by Francis J. Foley and Frank G. Allen, respectively.


Voted: That a committee of five consisting of one member from the School Committee, one from the Selectmen, one from the Finance Com- mission, one from the Board of Governors of the Civic Association (the. member to be selected by their respective boards) together with the Town Counsel, be a committee to make a study of the possibilities of making use of the Civic Association for the benefit of the whole community and make a report at a later town meeting.


The Selectmen of Norwood recommend that the following action be taken in accordance with the suggestion contained in a recent communi- cation from the Secretary of the Department of the Interior at Washing- ton; namely:


Voted: That a committee of five be appointed by the Moderator to consider and report with recommendations at a later Town Meeting upon the matter of securing a suitable living memorial in the form of a community

or liberty building, in expression of our gratitude for the patriotic service of the brave men of Norwood, living and dead, who have helped to win the world's war for democracy which their service has involved.


Article 3. To see if the Town will vote to authorize the Collector of Taxes to use the same means as a Town Treasurer may use when acting as Collector.


Voted: To so authorize the Collector of Taxes.


Article 4. To see if the Town will vote to authorize the Treasurer and Collector of Taxes, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.


Voted: To so authorize the Treasurer.


Article 5. To see what disposition the Town will make of money re- ceived as excise tax from street railway companies.


Voted: That the sum of $1250.90 be appropriated for the repair and maintenance of Highways, in addition to other amounts appropriated.


Article 6. To see what disposition the Town will make of money re- ceived for dog licenses.


Voted: That the sum of $516.00 be appropriated for the support of the Morrill Memorial Library, in addition to other amounts appropriated.


Article 7. To see what sums of money the Town will vote to raise and appropriate for the current fiscal year, for the following purposes, or take any other action in the matter:


1. Selectmen. Overseers of the Poor and Surveyors of Highways. (a) Salaries. (b) Incidentals.


Voted: (a) That the Selectmen receive no annual salaries. (b) By taxation, for the incidental and personal expenses of the Selectmen, the sum of $250.00.


2. Town Clerk and Accountant and Bookkeeper. (a) Salaries. (b) Incidentals.


Voted: Salary of Town Accountant and Bookkeeper, $2100.00. Salary of Town Clerk, $300.00. For incidental expenses, $3575.00. By taxation. And that all fees received shall be paid into the Town Treasury.


3. Treasurer and Collector of Taxes. (a) Salaries. (b) Incidentals. Voted: Salary of Treasurer and Collector of Taxes, $1200.00. For in- cidentals the sum of $2295.00. By taxation.
