RECORD OF TOWN MEETINGS.


ANNUAL TOWN MEETING


Monday, January 21, 1918, and adjournment to March 7, 1918.


On a warrant duly issued by the Selectmen, under date of January 7, 1918, and signed by Frank G. Allen, George K. Bird, John E. Folan, Pat- rick J. Lydon and Oliver J. Barr, Selectmen of Norwood, the proper service of which warrant was duly attested by Harry W. Swift, Constable of Norwood.


All of the requirements of the Statutes and By-laws relating to elections and Town Meetings having been complied with, the meeting was called to order, the articles contained in the warrant and the action thereunder being as follows:


Article 1. To choose all necessary Town Officers. The following are to be chosen by ballot, namely : Two Selectmen for three years (who shall be Overseers of the Poor and Surveyors of Highways); one Town Treas- urer and Collector of Taxes for one year; one Finance Commissioner for three years; one Moderator for one year; one Member of the Board of Health for three years; two Members of the School. Committee for three years and one Member for two years to fill vacancy; two Trustees of the Morrill Memorial Library for three years and one Member for two years to fill vacancy; two Members of the Planning Board for three years and two Members for two years and one Member for one year; six Constables for one year; and also upon the same ballot to vote upon the following question :


"Shall license be granted for the sale of intoxicating liquors in the Town?" Two Selectmen for three years.


Frank G. Allen had two hundred ninety-five (295), elected, sworn by the Town Clerk and Accountant.


Walter F. Tilton had two hundred seventy-two (272), clected, sworn by the Town Clerk and Accountant.

Article 2. To hear and act on reports of Town Officers and Committees. Voted: To accept report of Town Officers.


RESOLUTION


The following resolution offered by Clarence A. Rathbone, was unani- mously accepted :


"RESOLVED: That we, the citizens of this town in Town Meeting as- sembled, realizing the great danger in which Democracy stands at the present time, hereby dedicate ourselves anew to the winning of the war at whatever cost, and will aid by every means in our power the War Savings Plan put before the country by the Secretary of the Treasury, and will en-" deavor to obtain in the Town of Norwood an oversubscription to the Third Liberty Loan to be offered.


Article 3. To see if the Town will vote to authorize the Collector of Taxes to use the same means as a Town Treasurer may use when acting as Collector.


Voted: To so authorize the Collector of Taxes.


Article 4. To see if the Town will authorize the Treasurer and Collector of Taxes, with the approval of the Selectmen, to borrow money in antici- pation of the revenue of the current financial year.


Voted: To so authorize the Treasurer.


Article 5. To see what disposition the Town will make of money re- ceived as excise tax from street railway companies.


Voted: That the sum of $1,323.12 be appropriated for the maintenance and repairs of highways, in addition to other amounts appropriated.


Article 6. To see what disposition the Town will make of money re- ceived for dog licenses.


Voted: That the sum of $729.12 be appropriated for the support of the Morrill Memorial Library.


Article 7. To see what sums of money the Town will vote to raise and appropriate for the current fiscal year, for the following purposes, or take any other action in the matter:


1. Selectmen, Overseers of the Poor and Surveyors of Highways. (a) Salaries. (d) Incidentals.


Voted: (a) That the Selectmen receive no salaries. (b) By taxation, for the incidental and personal expense of the Selectmen, the sum of $250.00.


2. Town Clerk and Accountant and Bookkeeper. (a) Salaries. (b) In- cidentals.


Voted: Salary of Town Accountant and Bookkeeper $1,900. Salary of Town Clerk $225.00, and for incidental expenses $3,630.00. By taxa- tion. And that all fees received shall be paid into the Town Treasury.


3. Treasurer and Collector of Taxes. (a) Salaries. (b) Incidentals. Voted: Salary of Treasurer and Collector of Taxes $1,000.00. For in- cidentals, the sum of $2,250.00. By taxation.


4. Assessors. (a) Salaries. (b) Incidentals.
