To see if the Town will vote to authorize and direct the Selectmen to make application to the Legislature of the Commonwealth at its present session for the passage of an act amending and supplementing Chapter 559 of the Acts of the year 1911 whereby the Town may make an additional Water Loan in a sum not exceeding sixty thousand dollars

($60,000), for the purpose of an additional water supply and for other pur- poses similar to those provided in said chapter 559, or take any other action in the matter.

SPECIAL TOWN MEETING March 15, 1921


On a warrant duly issued by the Selectmen and dated March 7, 1921, and signed by Frank G. Allen, Edmund G. Dalton, Thomas B. Mulvehill and H. Eugene Rice, Selectmen of Norwood, the proper service of which warrant was duly attested by Harry W. Swift, Constable of Norwood.


All of the requirements of the Statutes and By-laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, James A. Halloran, the articles contained in this warrant and the action taken thereunder being as follows:


Article 1. To see if the Town will vote to celebrate the 50th Anniversary of its incorporation and to appoint a Committee for the purpose or take any other action in the matter.


Voted: That the Town celebrate the 50th Anniversary of its incorpora- tion and that a committee of nine be appointed.

Voted: By borrowing the sum of $5,600.00 in accordance with the pro- visions of Chapter 44 of the General Laws and amendments thereof.


Article 3. To see if the Town will vote to authorize the Selectmen to convey to the Norwood Post No. 70, American Legion, as Trustee, a parcel of land in Highland Cemetery, upon such terms and conditions as the Town may determine, or take any other action in the matter.


Voted: To so authorize the Selectmen.


Article 4. To see if the Town will vote to take or acquire by purchase or otherwise, in accordance with the provisions of Chapter 559 of the Acts of 1911, being an Act authorizing the Town to provide an additional water supply and for the purposes therein described, the whole or any portion of certain parcels of land owned or formerly owned by Frank A. Fales, W. Cameron Forbes, Annie W. Withington and Charles A. Eaton, or any of them, and to borrow and appropriate money for said purpose or take any other action in the matter.


Voted: To authorize the Selectmen to take certain parcels shown on plan dated March 14, 1921, George A. Smith, Town Engineer, and to authorize the issue of notes of the Town in the sum of $2500.00 under the authority of Chapter 559, Acts 1911.


Article 5. To see what sum of money the Town will vote to borrow and appropriate under the provisions of Chapter 33 of the Acts of 1921, being an Act entitled, "An Act to authorize the Town of Norwood to make an additional Water Loan and approved February 18, 1921."

Article 6. To see if the Town will vote to authorize and direct the

Selectmen or other Board of Town Officials to make application to the Legislature of the Commonwealth, at its present session, for the passage of an Act whereby the Town may borrow a sum not in excess of $100,000.00 (one hundred thousand dollars) over and above its borrowing capacity for the purpose of constructing additions to school houses, or take any other action in the matter. Article 7. To see whether the Town will vote to raise and appropriate a sum of money or otherwise make provisions to meet that portion of the expense and the care, maintenance and repair of the Norfolk County Hospital apportioned by the County Commissioners upon the Town, or take any other action in the matter.

SPECIAL TOWN MEETING June 6, 1921


On a warrant duly issued by the Selectmen and dated May 26, 1921, and signed by Frank G. Allen, Walter F. Tilton, Thomas B. Mulvehill, H. Eugene Rice and Edmund G. Dalton, Selectmen of Norwood, the proper service of which warrant was duly attested by Thomas C. Lydon, Constable of Norwood.


All of the requirements of the Statutes and By-laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, James A. Halloran, the articles contained in this war- rant and the action taken thereunder being as follows:


Article 1. To see if the Town will vote to borrow and appropriate a sum not exceeding $75,000.00 for the purpose of completing the New School Building on Washington street and for the purchase of original equipment and furnishings for said building in accordance with the pro- visions of Chapter 328 of the Acts of the Legislature for the year 1921, being entitled "An Act authorizing the Town of Norwood to incur indebted- ness for school purposes," or take any other action in the matter.


Voted: By borrowing the sum of $75,000.00.


Article 2. To see what sum the Town will vote to borrow in accordance with the provisions of Chapter 33 of the Acts of 1921 and appropriate the sum for meeting the expense by way of land damages of the taking in fee by right of eminent domain of two parcels of land in the Purgatory Brook District designated as parcels number one and number two on a plan entitled "Plan of Land taking for the purpose of providing an additional water supply" dated March 14, 1921, and made by George A. Smith, Town Engineer, and filed with the Selectmen, said sum to be in addition to other sums heretofore borrowed and appropriated for said purpose, or take any other action in the matter.


Voted: By borrowing the sum of $2,500.00.


Article 3. To see if the Town will vote to accept and allow of the reloca- tion or alteration as determined by the Selectmen of that portion of Wash- ington street known as Old Washington street and lying southerly of the location of the New York, New Haven and Hartford Railroad Company, Midland Division, as shown on a plan entitled "plan of relocation of east- erly line of a portion of Washington Street"' dated May 28, 1921, and on file at the office of the Selectmen, or take any other action in the matter.


Voted: To accept and allow.

Article 4. To see what sum the Town will vote to borrow and appro- priate for the extension of Water Mains or take any other action in the matter.


Voted: To authorize the Selectmen to extend the water mains on Short street from Pleasant strect for a distance of about 700 fect.


Article 5. To see what sum or sums of money the Town will vote to borrow and appropriate to meet the expense of extensions of the sewerage system in the following named streets or any of them:

All of the requirements of the Statutes and By-laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in this warrant and the action taken thereunder being as follows:


Article 1. To see if the Town will vote to amend or change the existing fire limit by-laws so called, or substitute therefor new fire limit by-laws, or take any other action in the matter.


The following report was offered by the Committee:


The Committee appointed at the Special Town Meeting of June 6, 1921, to consider and report with recommendations, changes or amendments in the existing Fire Limit By-laws, beg leave to report the performance of the duty given to it and make its recommendations in the form of a New Code of Fire Limit By-laws which it recommends for adoption by the Town in substitution for the existing Fire Limit By-laws and offers this new code in the forin of the following motion under Article 1; namely, Motion under Article 1.


Voted: That for the existing Fire Limit By-laws which are hereby re- pealed, there be substituted the following new code of Fire Limit By-laws which are hereby adopted; namely,


FIRE LIMIT BY-LAWS


Section 1. For the Prevention of Fires and the Preservation of Life, Health and Morals. The territories within the limits hereinafter bounded and described are designated as "Fire Limit District Number 1" and "Fire Limit District Number 2," respectively, and are hereby established as Fire Limit Districts; viz. :

Fire Limit District Number 1.


The territory lying within and bounded by a line beginning at a point in the southeasterly line of Washington street 192 feet northerly from the northerly line of Railroad avenue and running thence southeasterly by the southerly line of a way leading to the Old Parish Cemetery; thence running southerly and southeasterly following the westerly and southwesterly line of said Old Parish Cemetery to the northwesterly line of Market street; thence running southwesterly following the said northwesterly line of Market strect to a point where the southwesterly line of Lyman Place extended would intersect the said northwesterly line of Market street; thence running southeasterly across Market street and continuing in the same direction following the said southwesterly line of Lyman Place to a point distant 100 feet from the southeasterly line of Market street; thence running southwesterly by a line parallel with and 100 fect distant from the southeasterly line of Market street to the northeasterly line of Nahatan street; thence along the northeasterly line of Nahatan street to a point where the northwesterly line of Central street extended would intersect the said northcasterly line of Nahatan street; thence running southeasterly across Nahatan street and continuing in the same direction following the said northwesterly line of Central street to the northeasterly line of Guild street; thence running northwesterly following the said northeasterly line of Guild strect to the southeasterly line of Washington street; thence running northerly across Washington street to the intersection of the north- westerly lines of Washington and Walpole streets; thence northwesterly by a right angle to the northwesterly line of Washington street 150 feet; thence running northeasterly by a line parallel with and 150 feet distant, from the said northwesterly line of Washington street to the southwesterly line of Howard street; thence running southeasterly following the said southwesterly line of Howard street to the northwesterly line of Washing- ton street; thence running southerly across Washington street to the point. of beginning.


Fire Limit District No. 2.


Beginning at a point in the southerly line of the right of way of the New York, New Haven & Hartford Railroad at the intersection with a line drawn parallel with and 100 feet distant in a northwesterly direction from the northwesterly line of Washington street; and running thence south- westerly parallel with and 100 feet distant from the northwesterly line of said Washington street to the northeasterly line of Hawes Brook; thence running southeasterly by the said northeasterly line of Hawes Brook to a point 100 feet southeasterly from the southeasterly line of Washington street; thence running northeasterly by a line parallel with and 100 feet distant from the said southeasterly line of Washington street to a point in the southwesterly line of Dean street; thence running across Dean street to a point in the northeasterly line of said Dean street at its intersection with a line parallel with and 100 feet distant from the southeasterly line of New Washington street; thence running northeasterly by a line parallel with and 100 feet distant from the said southeasterly line of New Wash- ington street to the southerly line of the New York, New Haven & Hartford Railroad; thence running westerly by the said southerly line of the New York, New Haven and Hartford Railroad to the point of beginning.


Section 2. Every building hereafter erected within the limits respec- tively of Fire Limit District 1 and Fire Limit District 2 shall have self- sustaining exterior or party walls constructed of brick, stone, iron, stcel, concrete, concrete block or other equally substantial and fire-proof material with roof covering, cornices and gutters of incombustible material in such construction. Wood may be used for floors, roofs, inside finish, doors, window frames and sashes.


Section 3. No building within the Fire Limit Districts described in Sec-

tion 1 shall be altered, if the estimated cost of the proposed alteration as determined by the Building Inspector shall exceed sixty per cent of the cost of a like new building, without making said building as altered conform to the requirements of these by-laws as to new buildings in said Fire Limit Districts.


Section 4. No wooden building shall hereafter be moved into said Fire Limit Districts. No wooden building shall be moved from one place to another within either of said Fire Limit Districts unless a permit is granted for such moving by the Building Inspector.


Section 5. The following terms shall have the meanings respectively assigned to them wherever used in these by-laws:


Building Inspector-Inspector of Buildings of the Town of Norwood.


Party Walls-Every wall used or built which is or will constitute a sepa- ration of two or more buildings.


Exterior Walls-Every outer wall or vertical enclosure of a building other than a party wall.


Alteration-Any change or addition.


Section 6. Whoever violates any provision of these by-laws, if not otherwise provided by law, shall be liable to a fine not exceeding $100.00 for each offense.
