To either of the Constables of the Town of Norwood, in said County, Greeting:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of said Town of Norwood, qualified to vote in elections, to meet in Everett hall, in said Norwood, on Tuesday, the second day of November next, A. D. 1920, it being the Tues- day next after the first Monday of said month, at six o'clock in the fore- noon, to bring in their votes for the following officers and questions, to wit:

All of the foregoing officers and questions herein above mentioned and named to be voted for upon ballots to be provided by the Secretary of the Commonwealth for this purpose.


The polls will be open at six o'clock in the forenoon and may be closed at 5.30 o'clock in the afternoon.


And you are directed to serve this warrant by posting attested copies thereof in ten public places in this Town, seven days at least before the day of said meeting.


Hereof fail not and make due return of this warrant to the Selectmen with your doings thereon at or before the time and place of said meeting.

The clerks of the Towns of Norwood and Walpole, in the County of Norfolk comprising the Norfolk Representative District number eight, at their meeting at the office of the Town Clerk and Accountant in said Norwood, on Friday, the twelfth day of November, A. SPECIAL TOWN MEETING December 14, 1920


On a warrant duly issued by the Selectmen and dated December 6, 1920, and signed by Frank G. Allen, Thomas B. Mulvehill, Walter F. Tilton, H. Eugene Rice, Edmund G. Dalton, Selectmen of Norwood, the proper service of which was duly attested by Harry W. Swift, Constable of Norwood.


All of the requirements of the Statutes and By-laws having been com- plied with, the meeting was called to order by the Moderator, James A. Halloran, the articles contained in this warrant and the action taken there- under being as follows:


Article 1. To hear and act on the report of the Committee on Memo- rial appointed at the adjournment of the Annual Town Meeting held for the year 1919.


The following report was made by Mr. Eugene Endicott for the Com- mittee :


Mr. Moderator: Your Committee appointed at the adjourned town meet- ing of March 6, 1919, under the following vote,


Voted: That a committee of five be appointed by the Moderator to consider and report with recommendations at a later town meeting upon the matter of securing a suitable living memorial in the form of a community or liberty building in expression of our gratitude for the patriotic service of the brave men of Norwood, living and dead, who have helped to win the World's War for democracy and human liberty, and to perpetuate the democracy which their service has involved-respectfully submit the following as their report and recommendations:


That a Municipal Building be erected by the town as a suitable living memorial for the patriotic service of the men and women of Norwood, living and dead, who helped win the World's War for democracy and human liberty.


Such Municipal Building to be appropriately named, and in a conspic- uous place within the building shall be displayed the names, rank and branch of service of all the men and women of Norwood who served in the World's War.


That within this building shall be provided suitable quarters for all town officers. That there shall also be provided within such building a room of sufficient size and character to be used as permanent business headquarters for the American Legion, the cost of maintenance of such headquarters to be borne by the town of Norwood if it can legally do so, and if not, these headquarters to be rented to the American Legion at a very small annual rental.


It is the opinion of the Committee that the men and women of the town who served in the World War deserve and should have a memorial and that such a memorial should be of a substantial kind and nature, but your Committee feels that this memorial should be of a useful kind as well, hence their recommendation for a Municipal Building which is very much needed by the town. The Committee feels, however, that should such a memorial building be constructed that it should be so planned that if at a later date there is need for a hall to be used for town purposes and other gatherings, that such hall could be added to or become a part of the proposed Municipal Building.


The Committee recommends that this matter be given most careful consideration by the townspeople, so as to determine whether it is advis- able to proceed with this project at the present time or whether it should be delayed until such a time as building costs and other conditions are improved and the town in such a financial condition as to be better able to stand the burden of expense of such a memorial.


They further recommend that if the town of Norwood sees fit in its

judgment to accept this report that a committee of five be appointed by the Moderator to investigate this matter thoroughly and report with plans and approximate cost at a later town meeting.

Article 2. To see what sums of money the Town will vote to appro- priate from available funds or to borrow and appropriate for the current fiscal year for the following purposes or any of them, the same to be in addition to sums hereinbefore appropriated for said purposes; namely :

2. Police Department.


Voted: For salaries $380.44 and incidentals $526.33 by transfer.

That the sum of $500.00 be appro- priated from available funds in the treasury for the removal of snow and ice, said sum in addition to the sum heretofore appropriated, and further voted by borrowing the sum of $4500.00 on a note or notes of the Town payable within ninety days which sum is appropriated to meet the expenses of re- surfacing East Cross Street and in addition to the sum before appropriated for said purpose.

Article 5. To see if the Town will vote to accept and allow as a Public Way a new street extending westerly from Prospect Street and being an extension of Vernon Street, as laid out and reported by the Selectmen or take any other action in the matter.

Article 6. To see if the Town will vote to extend the Water Mains in the new extension of Vernon Street and borrow and appropriate a sum of money for said purpose or take any other action in the matter.
