SPECIAL TOWN MEETING March 11, 1920


On a warrant duly issued by the Selectmen and dated February 24 A. D. 1920, and signed by Thomas B. Mulvehill, Walter F. Tilton, H. Eugene Rice and Edmund G. Dalton, Selectmen of Norwood, the proper service of which warrant was duly attested by J. Irving Reid, Constable of Norwood.


All of the requirements of the Statutes and By-laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, James A. Halloran, the articles contained in this warrant and the action taken thereunder being as follows:


Article 1. To see what further sum the town will vote to raise or borrow and appropriate in addition to the amounts heretofore borrowed and appro- priated for the purpose of acquiring land and for the construction of the new school building on Washington street or take any other action in the matter.

Article 2. To see if the Town will vote to take or acquire by purchase or otherwise for municipal purposes land adjoining the present public works yard and abutting on the railroad location and to raise or borrow and appropriate money for said purpose, or take any other action in the matter.

To see if the Town will vote to take or acquire by purchase or otherwise for municipal purposes a parcel of land on the easterly side of Pleasant street, near the entrance to the sewerage filter beds and owned by the Norwood Housing Association and raise or borrow and appropri- ate money for said purpose, or take any other action in the matter.

Article 4. To see if the Town will vote to take or acquire by purchase or otherwise for municipal purposes the parcel of land containing about 5,240 square feet with the buildings thereon located on Market street adjoining other land owned by the town, and to raise and appropriate a sum of money from the revenues of the Municipal Light Department for said purposes, or to transfer and appropriate any funds available and which may be properly transferred and appropriated for said purpose, or take any other action in the matter.


Voted: To take by right of Eminent Domain and that the sum of $3,500 be appropriated from the available receipts in the treasury of the Muni- cipal Light Department for said purpose.


Article 5. To see if the Town will vote to raise or borrow and appro- priate a sum of money for the purpose of resurfacing with macadam or other road material under specifications approved by the Massachusetts Highway Commission, the following streets, namely: Pleasant street from Cross street to East Cross street; East Cross street from Pleasant street to Neponset street, or take any other action in the matter.

Article 6. All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, James A. Halloran, the articles contained in this warrant and the action taken thereunder being as follows:


Article 1. To see if the Town will vote to contribute to the cost of service of the Eastern Massachusetts Street Railway Company in con- formity with the provisions of Chapter 188 of the Special Acts of 1918

as amended by Chapter 247 of the Special Acts of 1919 and raise by tax- ation or otherwise provide for and appropriate money for said purpose, or take any other action in the matter.


On ballots prepared by the Selectmen, the check list being used, it was Voted: That $4,000.00 be appropriated as available under the provisions of Chapter 188 of the Special Aets of 1918 as amended by Chapter 247 of the Special Acts of 1919, conditional that appropriations for similar pur- poses be made by the towns of Walpole, Westwood and Dedham.

On a warrant duly issued by the Selectmen and dated June 28, 1920, and signed by Frank G. Allen, Thomas B. Mulvehill, Walter F. Tilton, H. Eugene Rice and Edmund G. Dalton, Selectmen of Norwood, the proper service of which warrant was duly attested by Charles R. Donnell, Constable of Norwood.


All of the requirements of the Statutes and By-laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, James A. Halloran, the article contained in this warrant and the action taken thereunder being as follows:


Article 1. To see if the Town will vote to reconsider the action taken under Article one of the warrant of the Special Town Meeting held April 20, A. D. 1920 and vote that the contribution to the cost of service of the Eastern Massachusetts Street Railway Company shall not be conditional upon appropriations for similar purposes to be made by other towns, but otherwise the action then taken be confirmed, or take any other action in the matter.


On motion and recommendation offered by the Finance Commission, it was voted; That action taken under Article one (1) of the warrant of the Special Town meeting held April 20, 1920, be end is hereby reconsidered, and further voted that the following action be taken under said Article, viz:


Voted: That the sum of $4,000 (four thousand dollars) be appropriated from the available funds in the treasury, and be and hereby is made avail- able as a contribution to the cost of service of the Eastern Massachusetts Street Railway Company and the lines operating within the Town and for the purposes and in accordance with the provisions of Chapter 188 of the Special Acts of 1919, and that the Selectmen be and hereby are authorized to enter into an agreement or agreements with the public trustees of said Company to pay for any part or all of any excess cost of said service in the aggregate not to exceed said sum of $4,000.00 four thousand dollars so appropriated.


The foregoing action was taken by ballot which ballots were prepared by the Selectmen, Tellers having been appointed by the Moderator to distribute, receive and count ballots, and being duly sworn by him, the voting list being used and the names of those voting being checked thereon ; a canvass of the ballots cast being returned by the Tellers as:

Councillor, for Second Councillor District.


Senator, for Norfolk Senatorial District.


One Representative in General Court, for Eighth Representative Dis- trict.


County Commissioners, for Norfolk County.


Sheriff, for Norfolk County.


And for the election of the following officers:


District Member of State Committee for each political party for the Norfolk Senatorial District.


Members of the Democratic Town Committee.


Members of the Republican Town Committee.


Delegates to State Convention of the Democratic Party.


Delegates to State Convention of the Republican Party.


The polls will be open from 12 noon to 8 P. M.


And you are directed to serve this warrant by posting attested copies thereof seven days at least before the time of said meeting as directed by vote of the town.


Hereof fail not and make return of this warrant with your doings thereon at the time and place of said meeting.
