REPORT OF THE BOARD OF ASSESSORS FOR THE YEAR ENDING DECEMBER 31, 1920.


To the Citizens of Norwood:


The Board of Assessors herewith submit their annual report with state- ments of valuations as determining the tax levy for the year 1920.


Organization


The present Board organized March 19, 1920, with Aaron L. Goodwin as Chairman and James E. Pendergast as Clerk. Thirty-nine meetings of the Board have been held during the past year exclusive of the surveys of property as of April 1, 1920.


Valuations


The Board of Assessors were confronted this year with a condition as regards the value of real estate which was unusual; namely, that the actual sale values of certain property was greatly in excess of the former assessed values, and after careful consideration of all conditions the Board voted to increase all real estate values as concerns real estate with buildings located thereon a uniform increase equal to 10% of the value of the structures as assessed in the previous year. Further increases in real estate values were also made in such locations as, in the opinion of the Board, conditions warranted. Some substantial increases were made in personal property assessments, and as may be seen from the comparative table of aggregates, which is submitted as a part of this report, the total valuation for the year 1920 exceeds that of the year 1919 by approximately $2,600,000.00.


Tax Rate


The Town Grant in 1920 was $71,521.45 in excess of that of the previous year and the County Tax as apportioned exceeded that of the year 1919 in the sum of $3,134.72, which amount together with the increase in State Taxes in the sum of $11,489 resulted in a total requirement of approxi- mately $86,145.17 over and above the requirements of the year 1919. The Board feel that the valuations determined were justified and that the tax payers of Norwood, during the year 1920, were not called upon to pay a tax as large in comparison as that levied in many other municipalities.


Poll Taxes


An examination of the Accountant's statement of expense of the Board of Assessors will show a considerable increase over that of the year 1919, as regards two items in particular; namely, wages paid for listing polls and printing.


Under the Law at the present time and for the next three years the Town is liable to the Commonwealth for the sum of $3.00 in the case of every poll tax legally assessed and collectable at the time when assessed and the Board of Assessors were of the opinion that a determined effort should be made to secure collections, and in accordance with the vote of the Town Meetings, an early commitment of all poll taxes was made under date of May 11, 1920, and while the expense of this early commitment exceeded that of the pre- ceding year by approximately $100.00 the results are quite gratifying when it appears that on December 31, 1920, but ninety-seven poll taxes for the year 1920 out of a total commitment of 3729 are uncollected andoutstanding. Of the whole total commitment, two hundred thirty-two have been abated of which one hundred ninety-four either have been or will be credited the Town by the State in the charge for Civilian War Poll Tax. It is the inten-

tion of the Board for the coming year to commit in a similar manner all poll taxes for the year 1921 and additional provision in the expense account must also be made, not only that poll tax assessments be efficiently listed and committed, but by reason of the registration of women voters, returns of residence on which must be made by the Board of Assessors to the Board of Registrars in the same manner and under the same conditions as has been required by law with respect to male voters.


Plans


One survey plan has been received during the present year from the En- gineering Department; namely, the survey of the district east of Nahatan Street, north of Prospect Street and west of Washington Street, and a survey has been requested of that section lying easterly from Pleasant Street and southerly from Sumner Street. Plans also of the Neponset River Valley have been received from the State Department of Health and practically all assessments were levied in the year 1920 on Neponset Valley Land, in accordance with the areas and ownership shown on these plans.


The Board of Assessors at this time wish to again call to the attention of the Citizens the matter of the Neponset Valley Improvement and feel that the comment of the previous Board with respect to this matter might well receive serious consideration on the part of the Citizens of the Town. Without doubt the Commission referred to in the 1919 Report will during the year 1921 complete its work and report to the Legislature the amount to be paid by the various Towns for benefits resulting from the work which has been done, and the Town through its Officials will be called upon to assess betterments on account of the work done, and inasmuch as a con- siderable portion of the land in the Neponset Valley is located in the Town of Norwood it is of vital concern to the Town and its Citizens to take an active interest in the work of this Commission.

REPORT OF THE BOARD OF HEALTH.


To the Citizens of Norwood:


The Board of Health herewith submits the following as their report for the year 1920:


Organization. On account of the resignation of Martin F. Lydon, by reason of absence from Town, as a member of the Board of Health, at a joint meeting of the Board of Health and the Selectmen Mr. William P. Nickerson was elected to fill the vacancy. The Board organized as follows: William P. Nickerson, chairman; Dr. Joseph J. Hagerty, Health Physician; James E. Pendergast, Clerk and Agent, and Dr. James J. Mulvehill, In- spector of Milk and Agent; John A. Shannon, Inspector of Plumbing.


Appointment. Dr. James J. Mulvehill was appointed as Inspector of Slaughtering.


During the past year there have been 141 deaths exclusive of stillbirths, of which number 20 were non-residents.

Scarlet Fever. The greater number of the scarlet fever cases were reported during the early months of the year, and for the remainder of the year up to November practically no cases were reported and with but few exceptions these cases were removed to the contagious hospital at Brighton.


Typhoid Fever. It will be seen that a greater number of Typhoid Fever cases were reported than in the recent years. Four of these cases were infections to the first reported case and the infection in this case, so far as can be learned, was not of local origin, for immediately upon receipt of the report of the first case, investigation was made and it appeared that the infection occurred outside of the Town and probably out of the State, and and at the same time examination was requested of the water supply. This

examination was conducted by the State Department of Health and the report was very favorable. Out of eight samples taken, six showed no bacteria, the remaining two showed a small count which in the opinion of the State Department of Health was from sources other than the water supply or system.


Tuberculosis. Reported cases were smaller in number than the preced- ing year. The tuberculosis clinic is and has been conducted at the Norwood Civic Association by Dr. Griffin, in the Norwood Red Cross Chapter.


Milk Ispection. The attention of the citizens is called to the report of the Inspector, following, and the Board are satisfied that during the past year the quality of milk furnished has been good and that beneficial results have followed milk inspections.


All complaints of nuisances brought to the attention of the Board have been investigated. Orders have been issued in various instances to abate nuisances, to vacate premises and to connect with the Public Sewer.


Sewerage. The Board this year are requesting that action be taken by the Town on the question of extending the sewerage system in Marion Avenue and Bright Street; in Saunders Road and in the Cedar Street District.


The Board extends its sincere thanks to the Local Chapter of the Red Cross for its interest both financially and otherwise in the tuberculosis work. To the School nurses for their active interest and co-operation with respect to health work among the school children and to all citizens who co- operated with the Board during the past year.

Gentlemen:


As Inspector of Milk for the Town of Norwood I submit the following as my report for the year 1920:


Examinations of the milk supplied the inhabitants of the Town the past year were made at frequent intervals. The total examinations for the year were three hundred and twelve, of which samples two hundred and seventy- four were examined for fats and solids and also for bacteria count. The remaining thirty-eight were examined for fats and solids only. Of all the samples examined but six proved to be below the standard and it did not appear after a complete investigation that any of these were cases of wilful violation of the regulations.


Seventy-nine dairies from which milk was supplied the inhabitants of the Town were visited and inspected during the year of which number in eight cases it appeared that changes were desirable and in some instances necessary from the standpoint of cleanliness; and co-operation along the lines of improvement was had from the owners in all but one case. The result in this case was that the dairy stopped sending a supply of milk to Norwood. In the inspection of dairies it became necessary to visit farms located in Millis, Norfolk, Walpole, Westwood and Norwood.


In general I would report that the milk supply of Norwood is of good quality and that the sources in which this supply is produced are well above standard requirement.


Twenty-two licenses were issued to dealers of Milk.
