RECORD OF TOWN MEETINGS
ANNUAL TOWN MEETING.
Monday, January 17, 1916, adjourned to February 25, 1916, and second adjournment to March 15, 1916.
On a Warrant duly issued by the Selectmen under date of January 7, A. D. 1916, and signed by Frank G. Allen, George K. Bird, Oliver J. Barr, John Gillooly and Patrick J. Lydon, Selectmen of Norwood, the proper service of which warrant was duly attested by William C. Breen, Constable of Norwood.
All of the requirements of the Statutes and By-Laws relating to elections and Town Meetings having been complied with, the meeting was called to order by the Moderator, James A. Halloran, the articles contained in this warrant and the action taken thereunder being as follows:
Article 1. To choose all necessary town officers. The following are to be chosen by ballot, namely, one Selectman for three years, who shall be an Overseer of the Poor and a Surveyor of Highways; one Town Treasurer and Collector of Taxes for one year; one Finance Commissioner for three years; one Moderator for one year; one member of the Board of Health for three years; two members of the School Committee for three years; two trustees of the Morrill Memorial Library for three years; six Con- stables for one year; and also upon the same ballot to vote upon the follow- ing question :
"Shall licenses be granted for the sale of intoxicating liquors in the Town?"

Voted: At the Annual Town Meeting of January 17th the report of the Committee on the purchase of an Auto Fire Truck was presented and ac- cepted as a report of progress.

Voted: That the Report of the Committee appointed under Article 1 of the Town Meeting of November 11th, 1915, was accepted, and it was further voted that the By-Laws as presented be adopted as By-Laws of the Town of Norwood relating to Hawkers and Pedlers.
Article 1. To see if the Town will vote to adopt the following by-laws relating to Hawkers and Pedlers or take any other action in the matter.
BY-LAWS OF THE TOWN OF NORWOOD RELATING TO HAWKERS AND PEDLERS.
Section 1. No person, except one engaged in the pursuit of agriculture shall go about from place to place within this town, carrying or exposing for sale, or selling fruits or vegetables in or from any cart, wagon or other vehicle, or in any other manner, without a license therefor from the Select- men.
Section 2. The Selectmen shall have authority to grant such license to any person of good repute for morals and integrity who is, or has declared his intention to become, a citizen of the United States. Said license, unless sooner revoked by the Selectmen, shall expire on the thirtieth day of April next after the granting thereof, and each person so licensed shall pay there- for a fee of Three Dollars ($3.)
Section 3. No hawker or pedler shall sell, or offer or expose for sale, any of the articles enumerated in Section 15 of Chapter 65 of the Revised Laws, or in any acts in amendment thereof or in addition thereto, until he has recorded his name and residence with the General Manager, or such other officer as may be designated by the Selectmen. Every person licensed under the provisions of the preceding section as a hawker or pedler of fruits and vegetables shall record his name and residence in like manner with such officer.
Section 4. No person hawking, pedling, or carrying or exposing for sale any of the articles enumerated in Chapter 345, Acts of 1906, shall crv his wares to the disturbance of the peace and comfort of the inhabitants of the town, nor shall carry or convey such articles in any manner that will tend to injure or disturb the public health or comfort nor otherwise than in vehicles and receptacles which are neat and clean and do not leak.
Section 5. Every hawker and pedler licensed by the Selectmen shall be assigned a number and shall be provided by the General Manager with a badge which shall be conspicuously worn by him; and every other such hawker and pedler as described in section 3 shall provide himself with a badge, of such type and design as may be approved by said General Manager, which he shall wear in like manner. Whoever neglects to wear, or wears such badge without authority, shall be punished by the penalty provided in Section 11 of this by-law.
Section 6. Every vehicle or other receptacle used by a licensec as a con- veyance for articles offered or exposed for sale by him shall have attached thereto on each side a number plate, to be furnished by the town with his license, bearing the number and date of expiration of such license.
Section 7. No person shall be registered or assigned a badge or number under the provisions of Sections 3 and 5 of these by-laws, until he presents a. certificate from the Sealer of Weights and Measures stating that all weigh- ing and measuring devices intended to be used by such person have been duly inspected and sealed as required by law. The use of, or possession by such person with intent to use, any false or unsealed weighing or measur- ing devices shall be sufficient cause for the revocation of his license, or the cancellation of his registration.
Section 8. Any licensee who fails, neglects or refuses to exhibit his license when the same is demanded of him by a Selectman, General Manager, or Sealer of Weights and Measures, Town Treasurer or Clerk, Constable,

Police Officer or Justice of the Peace, shall be subject to the same penalty as if he had no license.
Section 9. Nothing in these by-laws shall be construed as conflicting with any license issued under the authority of the Commonwealth.
Section 10. Any license granted under these by-laws or any by-law amendatory or additional thereto, may be revoked by the Selectmen.
Section 11. Whoever violates any provision of these by-laws shall be punished by a fine not exceeding twenty dollars ($20) for each offense.
Section 12. All by-laws or parts of by-laws inconsistent herewith are hereby repealed.
Article 3. To see if the Town will vote to authorize the Collector of Taxes to use the same means as a Town Treasurer may use when acting as Collector.
Voted: To so authorize the Collector of Taxes.
Article 4. To see if the Town will vote to authorize the Treasurer and Collector of Taxes, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.
Voted: To so authorize the Treasurer.
Article 5. To see what disposition the Town will make of money re- ceived as excise tax from street railway companies.
Voted: That the sum of $212.89 be appropriated in addition to other amounts for the repairs and maintenance of Highways.
Article 6. To see what disposition the Town will make of money re- ceived for dog licenses.
Voted: That $743.16 be appropriated for the support of the Morrill Memorial Library.
Article 7. To see if the Town will vote to specify a rate of interest of not less than six nor more than ten per cent. per annum, which shall be paid on all taxes assessed for 1916 (except omitted assessments so called) re- maining unpaid after November 1st, 1916, and to fix the time when taxes assessed by omitted assessments shall be paid and the time when and the rate at which interest shall be paid on such omitted assessments remaining unpaid after the date of payment so fixed.
Voted: That interest at the rate of 6 per cent. per annum shall be paid on all taxes for the year 1916 remaining unpaid after November 1, 1916, and that interest at the rate of 6 per cent. shall be paid on all omitted assess- ments remaining unpaid after January 20th, 1917.
Article 8. To see what sum or sums of money the Town will vote to raise and appropriate for the current fiscal year for the following purposes, or take any other action in the matter:
1. Abatement of Taxes.
Voted: By taxation the sum of $1,500.00. By transfer from Excess and Deficiency, $3,166.00.
2. Selectmen, Overseers of the Poor, and Surveyors of Highways. (a) Salaries. (b) Incidentals.
Voted: (a) That the Selectmen receive no salaries.
Voted: (b) By taxation for incidental and personal expense of the Select- men the sum of $250.00.
3. (1) Town Clerk and Accountant and (2) Town Bookkeeper.
Voted: Salary of Town Accountant and Bookkeeper, $1,800.00. Salary of Town Clerk, $125.00. For incidental expenses, $1,750.00. And that all fces received shall be paid into the Town Treasury.

Article 9. To see if the Town will vote to maintain an Evening School as provided by law and raise and appropriate money for such purpose or take any other action in the matter.
Voted: By taxation the sum of $2,000.00.
Article 10. To see what sum the Town will vote to raise and appropriate to pay the cost to the Town of the construction of the New Highway, so called, paralleling Washington Street, laid out by the County Commis- sioners under their decree of December 31st, 1912, or take any other action in the matter.
Voted: By taxation the sum of $1,921.85.
Article 11. To see what sum of money the Town will vote to raise and appropriate for assessors' plans for the current fiscal year or take any other action in the matter.
Voted: No appropriation.
Article 12. To see if the Town will vote to extend the sewer main in the following streets or any of them, viz .: Everett Avenue, Bullard Street, Highland Street, Oak Road, Lenox Avenue, West Street from the present end, Pleasant Street from Neponset River southerly, and raise or borrow and appropriate money for said purpose or take any other action in said matter. This is considered under Article 8, Section 23.
Article 13. To see if the Town will vote to raise or borrow and appro- priate a sum of money to be used as a fund for sidewalk construction, said money to be expended on sidewalks to be constructed on an agreement basis between the abuttors and the Town.
Voted: By taxation the sum of $2,748.59. By transfer the sum of $251.41.
Article 14. To act upon the following question: "Shall an act passed by the General Court in the year nineteen hundred and eight entitled, 'An Act to provide for the protection of forest or sprout lands from fire" be accepted by this Town?" The vote thereon to be taken by separate ballot in ac- cordance with the provisions of Section 3 of Chapter 244 of the Acts of the year 1911.
