SPECIAL TOWN MEETING WARRANT. December 14, 1917.
On a warrant duly issued by the Selectmen and dated December 3, 1917, and signed by Frank G. Allen, John E. Folan, Patrick J. Lydon, and Oliver J. Barr, Selectmen of Norwood, the proper service of which was duly at- tested by Harry W. Swift, Constable of Norwood.
All of the requirements of the Statutes and By-laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Clifford B. Sanborn, the articles contained in this warrant and the action taken thereunder being as follows:
Article 1. To see if the Town will vote to amend Section 13 of Article 12 of the By-laws by striking out said section and substituting therefor the following, namely:
" Section 13. No person shall stand or remain on any public way or sidewalk in such a manner as to obstruct the free passage of travelers thereon, nor loiter thereon after being directed by a police officer to move on."
Voted; to accept amendment.

Article 2. To see if the Town will vote to amend Article 12 of the By-laws by adding thereto the following section:
" Section 25. No person or persons shall play or perform on any musical instrument or sing, parade, march or congregate in a public way or public place except in connection with a funeral or parade of the Grand Army of the Republic without the written permit of the Selectmen, or other town official designated by them."
Voted: to accept amendment.
Article 3. To see if the Town will vote to make the following By-law, namely:
" A Board consisting of five members is hereby created and established to be known as the Planning Board. At the annual town meeting to be held in January, 1918, there shall be elected one member of such Board to serve for one year ; two members to serve for two years and two members to serve for three years, and thereafter there shall be elected at the annual meeting in each year one or two members of such Board for the term of three years as the term of office of one or two members expires. The members of such Board shall serve without pay."
Voted: to accept.
Article 4. To see if the Town will vote to authorize the School Committee to establish and maintain, subject to Chapter 471 of the Acts of 1911 and the acts in amendment thereof and in addition thereto, a vocational agri- cultural department (day or evening) in connection with the Norwood High School, and to expend a sum not exceeding $400 for said department during the fiscal year ending December 31st, 1917, and to appropriate money for said purpose or take any other action in the matter.
Voted: the sum of $400.
Article 5. To see if the Town will vote to take by right of eminent do- main in fee for municipal light department purposes a certain parcel or tract of land containing about 4640 square feet and situated westerly of and adjoining the parcel of land on Market Street now owned and in use by said department and being land now or formerly owned by the heirs or devisees of Charles W. Turner or others, and raise or borrow and appro- priate a sum of money for the purpose, or take any other action in the matter.
Voted: to so do and appropriate by borrowing for one year $958.00 for said purpose.
Article 6. To see if the Town will vote to appropriate sums of money for the following purposes or any of them, the same to be in addition to sums heretofore appropriated for said purposes, or take any other action in these matters: (a) Maintenance and repairs of highways, culverts, bridges, highway equipment, paving gutters, building sidewalks, setting edge- stones, removal of snow and ice, sanding sidewalks, street signs and guideboards and operation of stone crusher plant. (b) Police Depart- ment. (c) Fire Department. (d) Assessors. (e) Institutional and Outside Relief.
Voted, the following sums: $4600 for maintenance and repairs of highways and operation of stone crusher plant; $900 for Police Department; $1000 for Fire Department; $430 for Assessors; $700 for Institutional and Outside Relief.
Article 7. To see if the Town will vote to amend article 12 of the By- laws by adding thereto the following section:
"Section 26. The owner of any real estate abutting on Washington Street between Railroad Avenue and Guild Street and on Guild Street between Washington Street and Central Street or his agent having charge of such real estate shall cause the sidewalk in front of same to be cleared of snow within six hours of daylight after any snow has ceased to fall. If the snow cannot be wholly cleared therefrom such owner or agent shall

cause it to be removed to such extent as will leave the sidewalk safe for travel. If the snow is not removed as above provided it shall be removed at the expense of such owner or agent by the Selectmen. Any such owner or agent violating the provisions of this By-law shall be punished by a fine of ten dollars for each violation thereof."
Voted: to amend Article 12 by adding Section 26.
Voted: that this meeting be dissolved.
