Excise Tax.


Art. 4. Voted: (On motion by Clifford B. Sanborn.) That the sum of $1,064.22, being the balance of the amount received as Excise Tax from street railways during the year 1914, be appropriated from the Treasury for the repair and maintenance of highways; said sum to be in addition to that otherwise appro- priated for said purpose.


Art. 5. Voted: (On motion by Clifford B. Sanborn.) That the sum of $637.06, being the amount received in January, 1915, for dog licenses issued in 1914, be appropriated from the treas- ury for the support of the Morrill Memorial Library; said sum to be in addition to that raised and appropriated under Article 7, Section 31.


Art. 7, Sec. 1. Voted: (On motion by Clifford B. Sanborn.) That for abatement of taxes, the sum of $1260.00 be raised and appropriated, and that there be further appropriated for abate- ments against uncollected taxes for the years 1912 and 1913 respectively, the sums of $317.30 and $336.96, being receipts of supplemental taxes assessed for said years 1912 and 1913 re- spectively and that there be further appropriated for abate- ments against uncollected taxes for the year 1914 the sum of $581.03, being the balance of the overlay of the 1914 tax levy.


Sec. 2. Voted: (On motion by Clifford B. Sanborn.) (a) That the selectmen receive no annual salaries, and (b) That the sum of $400.00 be raised and appropriated for incidental ex- pense of the selectmen, with the right to use and apply any part of said sum, as the selectmen may determine, to pay the select- men or any of them, for time given and to meet expenses reason- ably incurred in the performance of their duties.


Sec. 3. Voted: (On motion by Clifford B. Sanborn.) That the following sums be raised and appropriated: (a) For salary

of the Town Clerk and Accountant, exclusive of Board of Regis- trars service, $1800.00 and (b) for incidental expenses of said office, including clerk hire and unpaid bills for the town clerk's department 1914, the sum of $1250.00; and be it further voted that the town shall be entitled to all fees received by the town clerk and accountant in the performance of his duties, and the same shall be paid into the town treasury.


Sec. 4. Voted: (On motion by Clifford B. Sanborn.) That the following sums be raised and appropriated: (a) For salary of the treasurer and collector of taxes, $1300.00, for which salary the treasurer and collector of taxes shall collect and receive all water rates and other charges committed to him by the select- men, and (b) For incidental expenses, including premium on bond and unpaid bills of the Tax Collector's department for the year 1914, the sum of $770.00.


Sec. 5. Voted: (On motion by Clifford B. Sanborn.) That the sum of $3000.00 be raised and appropriated for the Town Manager, including salary and incidentals and premium on bond.


Sec. 6. Voted: (On motion by Clifford B. Sanborn.) That the following sums be raised and appropriated: (a) For salaries of Assessors, $900.00; (b) For incidental expense, including unpaid bills for the year 1914, $675.00.

Sec. 14 1-2. Voted: (On motion by Clifford B. Sanborn.) That the sum of $450.00 be raised and appropriated for the maintenance of the Fire Alarm System, including salaries and incidentals.


Sec. 15. Voted: (On motion by Clifford B. Sanborn.) That the following sums be raised and appropriated for the depart- ment of Inspector of Buildings: (a) Salary of Inspector, $500.00; (b) Incidentals, $100.00.

That the following sums be raised and appropriated for the department of Sealer of Weights and Measures: (a) Salary, $200.00; (b) In- cidentals, including bills for the year 1914, $200.00; and be it further voted that the town shall be entitled to all fees received by the Sealer of Weights and Measures in the performance of his duties, and the same shall be paid into the Town Treasury.


Sec. 18. Voted: (On motion by Francis J. Foley.) That the sum of $3000.00 be raised and appropriated for the suppression of Gypsy and Brown Tail Moth and other like pests, including unpaid bills of the department for the year 1914, of which appro- priation the sum of $300.00 shall not be available until after December 1st, 1915.


Sec. 19. Voted: (On motion by Francis J. Foley.) That the sum of $450.00 be raised and appropriated for the care and planting of shade trees.


Sec. 20. Voted: (On motion by Francis J. Foley.) That the following sums be raised and appropriated for the expense of the Department of Health: (a) For salaries of Board of Health $100.00 and for salary of Clerk of Board $100.00; (b) For care of contagious diseases, for removal of garbage, mainte- nance of town dump and incidental expenses including unpaid bills of the year 1914, $3700.00.


Sec. 21. Voted: (On motion by Francis J. Foley.) That the following sums be raised and appropriated for the expense of the Sewer Department: (a) For maintenance and operation, in- cluding unpaid bills of 1914, $2500.00; (b) For particular sewers, $200.00.


Sec. 22. Voted: (On motion by Francis J. Foley.) That the sum of $1700.00 be raised and appropriated and $400.00 be taken from receipts of the Sewer Department Treasury, for the extension of the sewer system on Press avenue, from Washing- ton street to Winslow avenue.

Sec. 23. Voted: (On motion by Francis J. Foley.) That the sum of $250.00 be raised and appropriated for the mainte- nance and construction of main drains, including the cleaning of brooks and drains other than main drains.


Sec. 24. Voted: (On motion by Francis J. Foley with amend- ment offered by George F. Willett, which amendment was accepted, the amended motion voted as follows:) That the sum of $17,500.00 be raised and appropriated for the mainte- nance and repairs of highways, culverts and bridges, paving gutters, building sidewalks, setting edgestones, removal of ice and snow, sanding sidewalks, street signs and guide boards, and operation of the stone crusher, including unpaid bills for the year 1914, and this also includes the filling, grading and seeding down to grass of the town land on both sides of Nahatan street, and that a part of this sum be used to investigate permanent highway construction.


Sec. 25. Voted: (On motion by Francis J. Foley.) That the sum of $2500.00 be raised and appropriated for watering and treating streets, including unpaid bills for the year 1914, one- half the cost of such watering and treatment for the current year to be paid by the abuttors on streets so watered and treated.


Sec. 26. Voted: (On motion by Francis J. Foley.) That the sum of $10,000.00 be appropriated for the support of the poor, including unpaid bills for 1914, of which the sum of $415.00 shall be taken from the Treasury, being the receipts of this. department in January, 1915, and the sum of $9585.00 shall be raised by taxation; of this whole amount the sum of $2000.00 shall be available for aid rendered to dependent mothers and shall be subject to transfer at the direction of the Board of Re- lief for Charities.


Sec. 27. Voted: (On motion by Francis J. Foley.) That the sum of $100.00 be raised and appropriated for the salary of the Town Physician.

That the sum of $13,000.00 be appropriated to pay the land damages and the cost to the Town of the construction of the New Highway laid out by the County Commissioners under their decree of December 31st, 1912, extending from Washington street in Westwood to Washington street in Norwood and prin- cipally along the westerly side of the location of the New York, New Haven and Hartford Railroad Company, said sum to be borrowed on notes of the town maturing in 1916, 1917 and 1918, in accordance with the provisions and subject to the limita- tions of Chapter 719 of the Acts of 1913 and amendments of said Chapter.

the sum of $117.00 be raised and appropriated to meet the ex- pense of the restoration of the sidewalk on Nahatan street, ad- joining the St. Catherine Church property.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Norwood, qualified to vote in elections and town affairs, to assemble in Everett Hall in said Town on Thursday, July 22nd, 1915, at eight o'clock in the afternoon, then and there to act on the following articles, namely :


Article 1. To see if the Town will vote to construct a grano- lithic sidewalk on the easterly side of Washington street from Dean street to Concord avenue and raise or borrow and appro- priate money for said purpose or take any other action in the matter, (On petition of Anthony K. Neviackas and others.)


Art. 2. To see if the Town will vote to authorize or direct the employment of a matron in the police department, raise and

appropriate money for the expense of such employment and the salary of the matron, or take any other action in the matter.


(On petition of Charles H. Brown and others.)


Art. 3. To see if the Town will vote to extend the sewer system on Walnut avenue, north of Walpole street, on Oak road, Crescent avenue, West street and Eliot street and appro- priate money for the construction of the same or take any other action in the matter.

Art. 4. To see if the Town will vote to extend the sewer main on Walpole street from Walnut avenue to Saunders road and raise or borrow and appropriate money for said purpose or take any other action in the matter.

Art. 6. To see if the Town will vote to authorize a sum of money from the receipts of the Electric Light Department for the purchase of note No. 9 of the Electric Light indebtedness of the second series of notes and due in the year 1926, being a note issued in the principal sum of $2,500.

Art. 8. To see if the Town will vote to grant a pool license to John Donaldson, 10 Cottage street, or take any other action in the matter.

Art. 9. To see if the Town will vote to extend for a distance of about 2,006 feet the water main on Clapboardtree street in

the Town of Westwood from the Norwood town line, subject to the usual guarantee and to authorize the selectmen to accept as such extension the water service laid for and at the expense of W. Cameron Forbes, and reimburse said Forbes for the reasonable cost thereof and appropriate a sum of money for said purpose from the water department treasury or take any other action in the matter.


Art. 10. To hear and act on the reports of the committees.


Art. 11. To see what sums of money the Town will vote to raise or borrow and appropriate for the following purposes, namely :


Maintenance and repairs of highways, including equipment of quarry at the stone crusher, and removal of snow and ice.


Cleaning of brooks and drains.


Repairing and rebuilding of the fire alarm system.


Sewer Construction.


Building of town siding and public works yard.


Engineering Equipment.


Or take any other action in the matter.


Art. 12. To see if the Town will vote to raise or borrow and appropriate a sum of money to be used as a fund for sidewalk construction, said money to be expended on sidewalks to be constructed on an agreement basis between the abuttors and the Town of Norwood.


Art. 13. To see if the Town will vote to raise or borrow and appropriate a sum of money to be used for paving with granite or other pavement such streets as the Selectmen may determine or take any other action on the matter.

Pursuant with the foregoing warrant the inhabitants in the Town of Norwood, qualified to vote in elections and town af- fairs assembled in Everett Hall in said Town on Thursday, July 22nd, A. D. 1915, at 8 o'clock in the afternoon.


The meeting was called to order by the Moderator, James A. Halloran. The warrant for the call of the meeting was read by the Town Clerk and Accountant, together with the Constable's return thereon.


Art. 1. Voted: That action under this article be indefinitely postponed.


Art. 2. (Motion offered by Charles H. Brown.) Objection to said motion on the question of a point of order was raised by Francis J. Foley of the Finance Commission; the Moderator after going into the matter of point of order ruled that under Chapter 197 of the Acts of 1914, point of order was sustained and that on all articles seeking an appropriation of money the town meeting must first hear the report and recommendations of the Finance Committee. It was then moved that this matter be laid on the table. Following action under Article 10 it was moved that Article 2 be taken from the table and on motion of Charles H. Brown after a rising vote was taken, the result being Yes 64, No 42, it was voted that the Selectmen be authorized to employ a matron in the Police Department at such time as they may deem necessary and to define the duties of such matron.


Art. 3. (On motion offered by H. H. Miller.) Voted: That Articles 3 and 4 be considered together.


Arts. 3 and 4. Voted: That the sewer system be extended on Walnut avenue, north of Walpole street, Oak road, Crescent avenue, West street and Eliot street and on Walpole street from Walnut avenue to Saunders road and that the expense of the construction be considered under Article 11 of this warrant.

Art. 7. (On motion offered by H. H. Miller) Voted: That the water mains be extended on Shaw street and that the sum of $500.00 be appropriated from the receipts of the water department, this extension to be made subject to the usual guarantee.


Art. 8. (On motion offered by F. A. Morrill.) Voted: That no action be taken under this article.


Art. 9. (On motion offered by Francis J. Foley.) Voted: That the Town accept as an extension of its water mains the water service on Clapboardtree street in the Town of Westwood for the distance of about 2,006 feet laid at the expense of W. Cameron Forbes and that the sum of $2,006.00 be appropriated from the receipts of the Water Department to reimburse W. Cameron Forbes for the cost of this extension subject to the usual guar- antee.


Art. 10. (On motion offered by James M. Folan.) Voted: that this article be laid on the table until later in the meeting. After action in Article 17 it was voted that this article be taken up and acted upon. The Committee appointed in accordance with the vote passed at a Town Meeting held January 18, 1914, "To draft suitable rules and regulations in addition to those now in force relating to the Building Code" submitted a report entitled, "Revised Building Laws." This report was signed by James M. Folan, H. Frank Walker, Alden A. Appleby, Frank A. Morrill and Milton H. Howard. It was voted that this report be accepted as a report of progress and that the Com- mittee be authorized to publish this report.


Art. 11. (On motion offered by Francis J. Foley.) Voted: That the following sums be raised by taxation and appropriated for the purposes herewith set forth :
