11. The Water Commissioners reserve the right to change the water rates at any time, except in case of dwelling houses and established special rates.
12. For business requiring large quantities of water, and all supplies not enumerated in the tariff of rates, special rates will be made.
13. Parties using water for manufacturing or domestic purposes can erect hydrants on their grounds or standpipes in their building to be used only as a protection against fire, without additional charge for water.
14. All service pipes will be put in by the Water Commis- sioners. All applicants for the introduction of service pipes into their premises are required to make written application therefor at the office of the Water Commissioners. The Com- missioners may then proceed to lay the necessary service pipes

to the interior of the building, provided all expense incurred beyond the line of the street shall be paid by the owner of the premises, who shall thereafter maintain and keep the same in good order at his own cost; and the same shall be at all times subject to the control of the Commissioners. All applicants for whom the pipe is laid will be charged for the use of one faucet whether the water is used or not, unless they pay all ex- pense that has been incurred in laying such service pipe, and in no case will the main be tapped more than once for the same premises, unless the additional expense is borne by the owner.

ANNUAL TOWN MEETING.
Randolph, March 2, 1908.
Pursuant to a warrant issued by the Selectmen of Randolph, dated February 17, 1908, duly served and returned by Michael F. Sullivan, Constable, the voters of the Town of Randolph assembled in Stetson Hall, on Monday, March 2, 1908.
All the preliminaries being complied with, the Moderator called the meeting to order. The warrant and return was read by the Town Clerk, after which action was taken as follows:
Article 1 .- To choose all such town officers as are required to be chosen by ballot, also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall license be granted for the sale of intoxicating liquors in this town?"
Voted, that we proceed to ballot for all such town officers as towns are by law authorized to choose at their annual meet- ing, viz .: a Moderator, a Town Clerk, a Town Treasurer, three Selectmen and Overseers of Poor, an Assessor for three years, an Assessor for two years, an Assessor for one year, a School Committee, three Auditors, seven Constables, three Fish Wardens, three Fence Viewers, one Trustee of Stetson School Fund, one Water Commissioner, a Tree Warden and a Collector of Taxes; also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall license for the sale

of intoxicating liquors be granted in this town?" That the polls shall be kept open until sunset, that Articles 3, 4, 5, 6, 7, 8, 9, 11, 12, 13, 14, 15, 16, 19, 20, 21, 23, 24, 25, 26, 27, 28, 29, 30, and 31 of the warrant be referred to a committee of seven to be appointed by the Moderator, said committee to report at an adjournment of this meeting, and when this meeting adjourns it shall be to Wednesday, March 18, 1908, at 7.30 o'clock P. M., for the purpose of taking action upon the report of said committee.

At two o'clock P. M. it was voted to close the polls.
During the counting of the ballots and before declaration of the result the following Articles were acted on:

Voted, unanimously, that for the purpose of procuring a temporary loan to and for the use of the town of Randolph, in anticipation of taxes of the present municipal year, the Town Treasurer is hereby authorized and directed, with the approval of a majority of the Selectmen, to borrow, from

time to time, a sum or sums in the aggregate amounting to not more than forty-five thousand dollars, and to execute and deliver the note or notes of the town thereof, payable within one year from the time the loan is made, and at a rate of inter- est not exceeding six per cent. per annum; all debts incurred under this vote for the town shall be paid from the taxes of the present municipal year.
Article 17. To see if the town will authorize and appoint the Selectmen to be the agents and attorneys for the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be in any manner inter- ested, as a party or otherwise, except so far as the same re- lates in any way to the water supply, and to employ counsel if necessary.
Voted, that the Selectmen be so authorized and appointed.
Article 18. To see if the town will authorize and appoint the Water Commissioners to be the agents and attorneys for the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be interested, as a party or otherwise, so far as the same in any manner re- lates to the taking of the waters of Great Pond, or in the con- struction of the water works, either jointly or separately, as authorized under Chapter 217 of the Acts of 1885, and to em- ploy counsel if necessary.
Voted, that the Water Commissioners be so authorized and appointed.
Article 22. To see if the town will authorize the Treas- urer, with the approval of the Selectmen, to issue notes of the town to replace those now outstanding, the same to be re-

funded upon such terms as they deem most favorable to the town.
Voted, unanimously, that the Treasurer, with the approval . of a majority of the Selectmen, be authorized to borrow money to replace, renew or refund any or all notes of the town now outstanding that may be now due or on demand or that may become due during the present year.

ADJOURNED ANNUAL TOWN MEETING.
Randolph, March 18, 1908.
The annual town meeting, adjourned from March 2, 1908, to this date, was called to order at 7.30 P. M. by the Moder- ator, Fred M. French.
The Committee on Appropriations submitted a printed re- port of their recommendations, a copy of which was presented each voter.
Voted, unanimously, that the report of the Committee on Appropriations be accepted.
Article 3. To hear the reports of the town officers and act thereon.
Voted, that the reports of said officers for the year ending Dec. 31, 1907, be accepted.
Article 4. To raise such sums of money as may be deemed necessary for the support of schools, including the conveyance of pupils, and appropriate the same.

It is also voted that the Town authorize the School Committee to receive compensation for their ser- vices to an amount not exceeding.

It is also voted that the Treasurer, with approval of a major- ity of the Selectmen, be authorized and directed to borrow upon notes of the town of Randolph, such sums of money not exceeding three thousand dollars as may be required to pay the expenses incurred for the support of schools, including Stetson

High School from January 1, 1909, to March 1, 1909, and that said notes thus issued shall be a part of and be paid from the money raised and appropriated for the support of schools for the year 1909.
Article 5. To see what action the town will take in rela- tion to Stetson high school and raise and appropriate money for the same.
Voted, that further action under this article be dismissed.
Article 6. To raise money to defray the general town expenses for the current year, and appropriate the same.
Voted, that the sum of $19,280 00 be raised and appropri- ated as follows :
