Public Library


To the Citizens of Randolph :


Pursuant to the provisions of Article 3 of the by-laws of the Turner Free Library, this, the thirty-first annual. report, is submitted, showing the condition of the trust, consisting of the building, library and funds, together with the report of the Librarian and Treasurer, and so much of the reports sub- mitted to the Trustees by the various committees as seem to him of general interest.


The trust remains the same as during the past year, with the exception of the Town of Randolph note of $5,000, which was paid, and its principal invested in five one thousand dollar bonds of the Boston Elevated Railway Company, as will ap- pear by reference to the report of the Treasurer herewith sub- mitted.


The committee on building, through Henry A. Belcher, its chairman, reports that the exterior of the building is in good repair, but that the portion used for library purposes is still in very bad condition. An appropriation should be made by the town to renovate the library rooms and the approaches there- to, in order to conform to the conditions of the donors' deed.


The annual examination of the library was made by the Library Committee (consisting of John V. Beal, Mrs. Alice

M. T. Beach, Mrs. Clara A. Wales, Mrs. Ellen J. T. Rountree and John E. Bradley), and the books, charts and furnishings were found in good condition. All books belonging to the library were accounted for by the Librarian, whose report follows :

Ladies and Gentlemen :


Your Librarian respectfully submits for your consideration, this, his thirty-fourth annual report. The year of 1907 has has been a very satisfactory one in the history of the Library. More volumes have been delivered for home use than for sev- eral previous years, while the attendance in the various de- partments is continued with somewhat increasing interest.


The appointment of a Custodian for the Reading Room has proved most desirable in many ways, and the good order pre- served is very gratifying to such as choose to occupy and en- joy the room, and just here permit me to thank you for the appointment, as also to renew my assurance of the uniform appreciation and encouragement accorded me by your honor- able Board of Trustees. It seems to me that a mutual con- viction and purpose has ever prevailed, that the Library is primarily an integral part of the system of Free Public Edu -

cation ; and (that its mission may be most effective), it must be ever considered not as a mere Store House for books, but as a rich Treasure House, whose stores of wealth are ever available ; it must minister to the needs of a community not only for entertainment or culture, but just as promptly to the demand for the best in every line of investigation.


During the past year the Library was open 274 days, and the total circulation of books (not including the Reference Department) was 22,038, a daily average of 81. The largest daily circulation was on April 13, when 336 were loaned. The smallest was on February 5, with a record of only 5. ,


The number of Card Holders remains about the same as last year (about 1,500. )


Forty-seven dollars ($47) have been collected on delinquent books, and the money has been paid into the Treasury. Dur- ing the year 624 volumes have been added to the Library, making the total of accessioned books 21,230. Of these addi- tions, 399 have been acquired by purchase ; 59 by the binding of Periodicals, and 166 by gift, chiefly National or State pub- lications.


The new Heating Plant is thus far doing excellent work : with the coming of the severer cold of mid-winter, we shall have a better opportunity to test its real merits. The Library has been favored with 12 exhibits from the Library Art Club ; each of which has been exceptionally fine. I heartily wish that the people of the town could give to these choice exhibits more time and attention.

To the Trustees of the Turner Free Library :


Your Committee on Finance submits the following report : The committee, through its Chairman, has audited the ac- counts of the Treasurer for the year 1907, and found them correct. All moneys received have been duly accounted for, and no money has been paid out except upon vouchers prop- erly approved. The Committee has also examined the securi- ties representing the investments of the library funds, and has found them intact, and as shown by the annexed schedule. The only change of investment during the year has been the purchase of five (5) one thousand dollar bonds of the Boston Elevated Railway Company, with the proceeds of the note of the Town of Randolph for five thousand ($5,000) dollars, which became due and was paid during the year.

Report of the School Committee


To the Citizens of Randolph :


The School Committee hereby make and submit for your consideration their annual report for the year ending De- cember 31, 1907. A


Our Superintendent of Schools, Dr. John E. Bradley, re- signed June 30th, 1907. He was our first superintendent. and he filled the position for six years. He was a lover of education, was very much interested in our boys and girls, and used every effort to nas tuuur w a higher and more advanced education. The systematization and im- provement of our schools is largely due to his efforts dur- ing the past six years. Mr. Watson C. Lea was elected to fill the vacancy caused by the resignation of Dr. John E. Bradley, and has for the past four months endeavored to keep up the high standard of our schools.


During the summer vacation, a steam heating plant and sanitary closets were erected in the North Grammar school building in accordance with the vote of the town at the annual town meeting. These improvements were much needed and have added to the comfort and welfare of the scholars; they are satisfactory in every respect.

Two of the school buildings have been painted exter- nally this year. Many small repairs have been made, which makes the school property in good condition, with the exception of the Tower Hill building which needs re- pairing externally this year.


School census taken September 1907, shows the number of children between the ages of five and fifteen to be 711.


A detailed statement of the expenditures and receipts in this department for the year ending December 31, 1907, is annexed to this report.

REPORT OF THE TRUSTEES.


To the Citizens of Randolph :


The change in the investment of this fund since our last annual report is as follows :


We sold ten shares of National Exchange Bank for $1,925.00 and purchased two of Boston & Maine 4 per cent bonds for $2,000.00, withdrawing seventy-five dol- lars from deposit in Randolph Savings Bank. The fund now is invested as follows, the valuation being at par: 4 shares State National Bank $400 00

The undersigned, Selectmen of Randolph, having this day made an examination of the accounts of the Trustees of the Stetson School Fund for the year 1907, find them correct.


The investments for the fund are as follows :
