11. The Water Commissioners reserve the right to change the water rates at any time, except in case of dwelling houses and established special rates.

purposes can erect hydrants on their grounds or standpipes in their building to be used only as a protection against fire without additional charge for water.
14. All service pipes will be put in by the Water Commis- sioners. All applicants for the introduction of service pipes into their premises are required to make written application therefor at the office of the Water Commissioners. The Com- missioners may then proceed to lay the necessary service pipes to the interior of the building, provided all expense incurred beyond the line of the street shall be paid by the owner of the premises, who shall thereafter maintain and keep the same in good order at his own cost; and the same shall be at all times subject to the control of the Commissioners. All applicants for whom the pipe is laid will be charged for the use of one faucet whether the water is used or not, unless they pay all ex- pense that has been incurred in laying such service pipe, and in no case will the main be tapped more than once for the same premises, unless the additional expense is borne by the owner.

ANNUAL TOWN MEETING
RANDOLPH, March 7, 1910.
Pursuant to a warrant issued by the Selectmen of Randolph, dated Februaury 21, 1910, duly scrved and returned by Michael F. Sullivan, Constable, the voters of the Town of Randolph assembled in Stetson Hall, on Monday, March 7, 1910.
All the preliminaries being complied with, the Moderator called the meeting to order. The warrant and return was read by the Town Clerk, after which action was taken as fol- lows:
Article 1. To choose all such town officers as are required to be chosen by ballot, also on the same ballot to vote "Ycs" or "No" in answer to the question, "Shall license be granted for the sale of intoxicating liquors in this town?"
Voted, that articles 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 34, 35 and 36 of the warrant be referred to a committee of seven to be appointed by the Moderator, said committee to report

at an adjournment of this meeting, and when this meeting adjourns it shall be to Monday, March 21, 1910, at 7.30 o'clock P. M., for the purpose of taking action upon the re- port of said committee.
The following is the committee on appropriations: John V. Beal, James Fardy, Augustus L. Chase, Timothy Lyons, Seth D. Bradley, Daniel P. Lyons, Mark B. Claff.
The following named persons served as election officers, viz .: Ballot clerks, Thomas L. Stetson, Thomas J. Smith; deputy ballot clerks, Herman Shaw, Dennis F. Mahoney; at gates, Joseph W. O'Mahoney, Richard Harris; outside hall, John F. Gill; at check list, James J. Shea, George H. Dixon. Tellers: Frank H. Jaquith, Rev. John N. Shipman, Daniel P. Lyons, William F. Barrett, Frank H. Tileston, Frank M. Condon, Joseph Dennehy, Edson N. Roel, Augustus Forrest, Beni F. Hayden, George A. Roel, Winthrop B. Ather- ton.
Article 1. Voted, that we proceed to ballot for all such town officers as towns are by law authorized at their annual meeting, viz .: A moderator, a town clerk, a town treasurer, three selectmen and overseers of poor, an assessor for three years, a school committee, three auditors, seven constables, three fish wardens, three fence viewers, one trustee of Stetson school fund, one water commissioner, a tree warden, one water commissioner and a collector of taxes, also on the same ballot to vote yes or no in answer to the question shall license for the sale of intoxicating liquors be granted in this town.

At 5.55 A. M. the polls were declared open for the reception of ballots, during the voting the ballot box was opened and ballots removed therefrom as follows:
At 9.45 A. M. the register indicating 366 ballots cast.
At 11.30 A. M. the register indicating 471 ballots cast.
The ballot box failed to register correctly at any time, there being a discrepancy of 28 at the close of the polls.
When the hour of two o'clock arrived it was voted to close the polls. During the canvass of the ballots the following articles were acted on, viz .:

Voted unanimously, that the Treasurer be and he hereby is authorized with the approval of the majority of the Selectmen to borrow from time to time during the cur- rent municipal year, beginning January 1, 1910, in antici- pation of the taxes of said municipal year, a sum or sums not exceeding at any one time fifty thousand dollars for the

purpose of meeting the current expenses of the town, and to give the notes of the town therefor payable within one year from their dates. All debts incurred under authority of this vote shall be paid from the taxes of said current municipal year. Said notes shall not be valid unless authenticated by the certificate of the First National Bank of Boston.
Article 21. Voted, that the Selectmen be so authorized and appointed.
Article 22. Voted, that the Water Commissioners be so authorized and appointed.
Article 32. Voted, unanimously, that the Treasurer, with the approval of a majority of the Selectmen be author- ized to borrow money, to replace, renew or refund any or all notes of the town now outstanding, that may be now due or on demand, or that may become due during the present year. Said notes shall not be valid unless authenticated by the certificate of the First National Bank of Boston.

ADJOURNED TOWN MEETING
RANDOLPH, March 21, 1910.
The annual town meeting adjourned to this date was called to order at 7.30 P. M. by Fred M. French, Moderator.
A printed report was submitted by the committee on appropriations, a copy of which was presented each voter on entering the hall.
Article 3. To hear the report of the town officers, and act thereon.
Votcd, unanimously that the reports of the town officers for the year cnding December 31, 1909, be accepted.
Article 4. To raise such sums of money as may be deemed necessary for the support of schools, including the conveyance of pupils, and appropriate the same.
Voted, that the sum of $15,150 be raised and appropriated as follows :
For teaching $8,400 00
Care of rooms 1,100 00
Fuel 1,050 00
Books and supplies 1,200 00
Miscellaneous, incidental and general repairs
1,100 00
Conveyance of pupils
400 00
Superintendent of Schools 600 00
Stetson High School 2,600 00

It is also recommended that the town authorize the school committee to receive compensation for their services to an amount not exceeding $300 00

Article 5. To see if the Town will vote to complete the grading of the grounds around the High School Building and raise and appropriate money for the same.
Voted, that the sum of $500 be raised and appropriated for this purpose.
Article 6. To raise money to defray the general Town expenses for the current year and appropriate the same.
Voted, that the sum of $21,683.83 be raised and appropriated as follows:

Also that the interest on the taxes and deposits during the year 1910 be appropriated towards the payment of interest on the town debt. Also that the overlay tax of the current year be appropriated towards meeting any abatement of taxes which may be allowed.
Article 7. To raise and appropriate money for the repairs of highways and determine the manner of expending the same.

Voted, that the sum of $3,500.00 be raised and appropriated for the repairs of highways, including paving and sidewalks, and in addition thereto the street railway tax and excise tax for the current year, the same to be expended under the direction of the Selectmen.
Article S. To see what sum of money the Town will raise and appropriate for lighting the streets by electricity.
Voted, that the sum of $3,600.00 be raised and appropriated for this purpose. -
Article 9. To see if the Town will raise and appropriate money for the watering of streets.
Voted, that the sum of $500 be raised and appropriated for watering streets.
Article 10. To see if the town will vote to pay the insurance on the Town Treasurer's Bond for the year 1910-1911, and raise and appropriate money therefor.
Voted, that the town pay for the expense of insurance on the Town Treasurer's Bond for the year 1910-1911, and that the sum of $120 be raised and appropriated therefor.
Article 11. To see if the town will vote to pay the in- surance on the Tax Collector's Bond for the year 1910-1911, and raise and appropriate money therefor.
Voted that the town pay for the expense of the insurance on the Tax Collector's Bond for the year 1910-1911, and that the sum of $40 be raised and appropriated therefor.
