Record of Town Meetings, 1911


ANNUAL TOWN MEETING


RANDOLPH, March 6, 1911.


Pursuant to a warrant issued by the Selectmen of Randolph, dated February 13, 1911, duly served and returned by John Haney, Constable, the voters of the Town of Randolph assembled in Stetson Hall on Monday, March 6, 1911.


All the preliminaries being complied with, the meeting was called to order by Fred M. French, Moderator. The warrant and return was read by the Town Clerk, after which action was taken as follows:


Article 1. To choose all such Town officers as are required to be chosen by ballot. Also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall license be granted for the sale of intoxicating liquors in this town?"


Voted, that we proceed to ballot for all such Town officers as towns are by law authorized to choose at their annual

meeting, viz .: A moderator, a town clerk, a town treasurer, three selectmen and overseers of poor, an assessor for three years, one member of school committee for three years, three auditors, seven constables, three fish wardens, three fence viewers, one trustee of the Stetson School Fund for three years, one water commissioner for three years, a tree warden and a collector of taxes; also on the same ballot to vote "Yes" or "No" in answer to the question "Shall license for the sale of intoxicating liquors be granted in this town?"; that the polls shall be kept open until 2 o'clock P. M .; that Articles 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 21, 22, 25, 26, 27, 28, 29, 30, 31, 32, 33 of the warrant be referred to a committee of seven to be appointed by the Moderator. Said committee to report at an adjournment of this meeting, and when this meeting adjourns it shall be to Monday, March 20, 1911, at 7.30 P. M., for the purpose of taking action upon the report of said committee.


The Moderator appointed the following committee: John V. Beal, John K. Willard, Henry A. Belcher, Edwin M. Mann, James H. Hurley, Daniel J. Brennan, Charles D. Hill.

At 5.50 A. M. the polls were declared open for the reception of ballots.


The ballot box was examined and found in good order; it was opened twice during the time set for balloting, viz .:


At 9.15 A. M., when 387 ballots had been cast. At 11 A. M., when 516 ballots had been cast.


At 2 o'clock it was voted to close the polls.


During the counting of the ballots and before declaration of the result, the following articles were acted on:

Article 20. Voted unanimously that the Town Treasurer, with the approval of a majority of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of taxes of the present municipal year to an amount not exceeding in the aggregate fifty thousand dollars, and to issue a note or notes therefor payable within one year. Any debt or debts incurred under this vote to be paid from the taxes of the present municipal year.


Article 23. Voted, that the Selectmen be so authorized and appointed.

RANDOLPH, March 20, 1911.


The annual Town meeting, adjourned to this date, was called to order at 7.30 P. M. by the Moderator, Fred M. French.


A printed report was submitted by the Committee on Appropriations, a copy of which was presented each voter on entering the hall.


Voted, unanimously, that the report of the Committee on Appropriations be accepted.


Article 3. Voted, unanimously, that the reports of the Town officers for the year ending December 31, 1910, be accepted.


Article 4. To raise such sums of money as may be deemed necessary for the support of schools, including the conveyance of pupils, and appropriate the same.


Voted, that the sum of $15,544 be raised and appropriated as follows:

and in addition thereto the street railway tax and excise tax for the current year, the same to be expended under the direction of the Selectmen.


Article 7. To see what sum of money the town will raise and appropriate for lighting the streets by electricity.


Voted, that the sum of $3,600 be raised and appropriated for this purpose, and that the Selectmen be directed to inves- tigate the quality and quantity of the electric power furnished for lighting and exact from the person or company supplying the same what we pay for.


Article S. To see if the town will raise and appropriate money for the watering of streets.


Voted, that the sum of $500 be raised and appropriated for watering the streets.


Article 9. To see if the town will vote to pay the insur- ance on the Town Treasurer bond for the year 1911-1912, and raise and appropriate money therefor.


Voted, that the Town pay for the expense of insurance on the Town Treasurer's bond for the year 1911-1912, and that the sum of $100 be raised and appropriated therefor.


Article 10. To see if the Town will vote to pay the insur- ance on the Tax Collector's bond for the year 1911-1912, and raise and appropriate money therefor.

Voted, that the Town pay the expense of insurance on the Tax Collector's bond for the year 1911-1912, and that the sum of $40 be raised and appropriated therefor.


Article 11. To see if the Town will make an appropriation for the decoration of soldiers' graves under the direction of Capt. Horace Niles Post 110, G. A. R.


Voted, that the sum of $150 be raised and appropriated for said purpose.


Article 12. To see what action the town will take in relation to the Fire Department, and raise and appropriate money therefor.


Voted, that the sum of $2,488 be raised and appropriated for said department, and the further sum of $300 be raised and appropriated for extinguishing fires in woodland under the direction of the Forest Fire Warden.


Article 13. To see what sum of money the town will raise and contribute to the sinking fund as required by law to meet the payment of the "Randolph Water Loan."


Voted, that the sum of $2,500 be raised and contributed to the Sinking Fund to meet the payment of the "Randolph Water Loan" when due.


Article 14. To see what action the town will take in rela- tion to medical attendance on the poor, and raise and appro- priate money therefor.

Voted, that the sum of $250 be raised and appropriated for said purpose, said sum to be apportioned equally among the several physicians, and to be in full for the attendance upon all persons under the care of the Selectmen and Over- seers of the Poor, whose settlement and residence is in the town of Randolph, for one year from January 1, 1911. That is to say, each physician resident in the town on the first of March, 1911, shall receive the sum of $50 for his services provided he makes 34 visits during the year; after that time he shall receive no compensation for his services, but shall attend such of the town's poor as shall call upon him for his services; those physicians who make less than 34 visits shall receive pay at the rate of $1.50 for each of said visits.


Article 15. To see what action the town will take in rela- tion to spraying the trees of the town and raise and appro- priate money therefor.


Voted, that the sum of $400 be raised and appropriated for this and other purposes under the charge of the tree warden.


Article 16. To see if the town will vote to make repairs on the almshouse, and raise and appropriate money for the same.


Voted, that the sum of $300 be raised and appropriated for Almshouse repairs.


Article 17. To see what action the town will take in rela- tion to the pay of laborers employed by the town.

Voted, that each person employed by the town shall receive such sum of money as is equal to the value of his labor, and that laborers residing in town and the residents owning teams shall be employed in preference to any others.


Article 18. To see if the town will instruct the Selectmen to appoint special' officers to enforce the laws and raise and appropriate money for the payment of such officers.


Voted, that the town instruct the Selectmen to appoint a special officer, or direct an officer elected by the town to enforce the laws of the Commonwealth, and that the sum of $700 be raised and appropriated for said purpose, which sum shall include the expense of posting warrants for town meetings, and all other civil service which the business of the town may call for; and that the Selectmen be instructed to use all the power the law gives them to suppress the illegal sale of intoxicating liquors.


Article 19. To see what compensation the town will allow for the collection of taxes.


Voted, that three-fourths of one per cent be allowed for the collection of taxes.


Article 21. To see if the town will authorize the Collector of Taxes to charge interest at the rate of six per cent per annum on all taxes remaining unpaid on and after October 10, 1911.


Voted, that the Collector of Taxes be so authorized.

Article 22. To see if the town will authorize the Collector of Taxes to use the same means which a Town Treasurer may use when acting as collector.


Voted, that the Collector of Taxes be so authorized.


Article 26. To see what action the town will take in rela- tion to the care of the clock in the spire of the Congregational Church, and raise and appropriate money for the same.


Voted, that the sum of $20 be raised and appropriated for the care of the clock in the spire of the First Congregational Church.


Article 27. To see if the town will vote to instruct the Se- lectmen to sell the schoolhouse lot on North Street.


Voted, that the Selectmen be' authorized to sell the school- house lot on North Street for a price not less than $250, and to sign, seal, execute and deliver a deed to the purchaser thereof.


Article 28. To see if the town will vote to place a fire alarm box on Pond Street, and raise and appropriate money for the same.


Voted, that the sum of $175 be raised and appropriated for said purpose.


Article 29. To see what action the town will take in rela- tion to the heating of No. 8 school, and raise and appropriate money for the same.

Voted, that the School Committee be and hereby are authorized and directed to install a heating and sanitary plant in the No. 8 school, so called, and that the sum of $1,800 be raised and appropriated for that purpose, and that the Town Treasury notes, approved by a majority of the Select- men, be issued therefor in such manner that $300 of the amount so raised shall become due and payable in one year from the date of issue, and $300 annually thereafter until the entire sum of $1,800 is paid. It was voted unanimously, and so declared by the Moderator.


Article 30. On petition of W. A. Croak and others, to see what action the town will take in relation to building a Sol- diers' Monument in Randolph, in accordance with the pro- visions of the will of the late Hiram C. Alden, and raise and appropriate money therefor.
