To the Citizens of Randolph:
Pursuant to the provisions of Article 3 of the by-laws of the Turner Free Library, this, the thirty-fourth annual report, is submitted, showing the condition of the trust, consisting of the building, library and funds, together with the report of the Librarian and Treasurer, and so much of the reports submitted to the Trustees by the various committees, as seem of general interest.
The Library Committee (consisting of Mr. John V. Beal, Mrs. Alice M. T. Beach, Mrs. Clara A. Wales, Mrs. Ellen J. T. Rountree and Mr. John E. Bradley) with the assistance of the Librarian, have found the books, charts and furnish- ings in good condition. All books belonging to the library were accounted for by the Librarian.
The Committee on Building (consisting of Messrs. Henry A. Belcher, Winthrop B. Atherton, Patrick H. Mclaughlin, N. Irving Tolman and John E. McDonald) through its chairman, report that the building is now in good repair, but suggest that the movable book cases in the library hall be re-arranged so as to yield space for additional cases and afford greater convenience to the librarians in the perform- ance of their duties. For this purpose the committee recom-

mend that the town, at its next annual meeting, raise and appropriate the sum of one hundred and fifty dollars.
The Committee on Finance (consisting of Messrs. Asa P. French, Frank C. Granger, William H. Leavitt, Herbert W. Pratt and Charles H. Thayer) reports as follows:
RANDOLPH, MASS., January 2, 1911. To the Trustees of the Turner Free Library:
Your Committee on Finance submits the following report:
The committee, through its chairman, has audited the accounts of the Treasurer for the year 1910, and found them correct. All moneys received have been duly accounted for, and no money has been paid out except upon vouchers prop- erly approved. The committee has also examined the securi- ties representing the investment of the library funds, and has found them intact and as shown by the schedule contained in the Treasurer's report. The only change in these securi- ties during the year was the re-investment of $10,000 Wayne County bonds which matured May 1st, 1910. With the amount so realized there was purchased by vote of the trustees,-$5,000 American Telephone & Telegraph Co. 4s, and $5,000 New York Telephone Co. 412s. The balance $625 was deposited to the account of the trustees in the Randolph Savings Bank.

The withdrawal of Mrs. Clara A. Wales from the Board of Trustees, who tendered her resignation on December 19th last, caused much regret to the remaining members of the Board. As a member of the Library Committee she was always present when her health permitted, and active in the duties assigned to her.

REPORT OF THE LIBRARIAN
To the Trustees of the Turner Library:
Ladies and Gentlemen:
In presenting for your consideration this my thirty-fourth annual report, it gives me pleasure to direct your attention to the record of the past year, because of a most excellent circulation, attained as I believe by a careful and intelligent effort on the part of all library officials, so that evidence is furnished of creditable and substantial service rendered.
The Public Library of today occupies a unique and im- portant place in the American Educational System, and if it prove of worthy service to the public must keep always in view two primary and specific objects.
First, it must provide instruction in every department of interest to investigators; and
Second, it must supply satisfactory entertainment, even though it may sometimes seem to supplant the study of works of more permanent value.
From the establishment of this library until the present time, these ideas have directed very largely the selection of books, and while the entertainment of the people has been in view, the purpose of instruction has been so carefully considered that our reference department has been steadily and creditably improved; the increasing use of the library by the public is indicative of fair satisfaction and apprecia- tion.
Art Department
The Library has received from the Massachusetts Art Club eleven exhibits: Naples, Numbers one and two; Hiawatha;

Mythology; Shakespeare; Historic dress; Historical Virginia; Japan; Dutch Art; Famous pictures; Children's story pictures ; these copies of the great masters are worthy of careful study.
Circulating Department
During the year the Library has been open to the public 274 days, and in that time 25,852 books have been issued for home use; a daily average of 93.
Our largest daily circulation was on December 31, when 372 were issued.
Our smallest daily circulation was on January 14, when 10 were issued.
Our largest monthly circulation was in January, when 2,748 were issued.
Our smallest monthly circulation was in August (9 days), when 665 were issued.

Reading Room
This department is well provided with a suitable and varied literature. The deportment is most excellent, and the administration by Mr. Restarick quiet and effective. A

constantly increasing attendance and the evident good purpose of visitors shows a commendable improvement.
The report of the Custodian is represented in the general statistical table. His report shows an annual attendance of 9,654 as compared with 8,180 for 1909, a daily average of 34.
Miss Belcher is still with us and is in every respect a most faithful and helpful assistant.
Fines
The sum of $45.00 has been collected and paid to the Treasurer for fines incurred during the year.
During the summer vacation, it was made both pleasant and possible for your librarian to visit and personally inspect methods and contents of some of the larger libraries of Europe. These are notably rich in antiques of various kinds, such as ornaments, jewels, coins, and ancient manuscript, all very valuable and wonderfully interesting; but as far as I could judge, these great treasuries are sadly behind the large Ameri- can libraries in administrative methods.
And now at the close of another successful year, I desire to heartily thank the Ladies and Gentlemen of the Board of Trustees for their unfailing kindness and appreciation.

Report of School Committee
To the Citizens of Randolph:
The School Committee make and submit for your considera- tion their annual report for the year ending December 31, 1910.
The work of the year, as a whole, has been very satisfactory, with the exception of the overcrowded condition prevailing in the North Grammar School.
This year the Committee will ask for an appropriation for a school physician as provided for in Chapter 257, Acts of 1910.
Wherein-"The School Committee of every city and town in the Commonwealth shall appoint one or more school physicians and assign one or more to perform the duty of examining children, who apply for health certificates, in accordance with this act, etc."
For repairs a smaller amount has been expended this year than in other years. Aside from the shingling of the entire roof of the schoolhouse at the West Corners, and a few in- cidental repairs little else has been spent for this purpose. A balance from this appropriation is unexpended; also from the appropriation for transportation of pupils, there will be an unexpended balance.

A change was made in the teaching force during the year, Miss May Forest having been appointed to fill the vacancy caused by the resignation of Miss Jessica Powers.
For some years the towns of Randolph and Avon have employed a stenography teacher and divided the expense.
At the close of the school year, we learned that Avon would in the future employ a teacher who would attend wholly to the commercial course of the Avon High School.
The only alternative was to provide a stenography teacher for the Stetson High School, which the Committee did, by retaining the services of. Miss Margaret M. Noland, who devotes her entire time to this important course.
Commercial arithmetic and bookkeeping have since been added.
It was found necessary also to engage another assistant, Miss Mary H. Warren, of Fall River, for High School work.
These additions to the corps of teachers will require an increased appropriation.
The school census of 1910 shows the number of children between the ages of five and fifteen years to be 772, a gain of 25 over 1909.
A detailed statement of receipts and expenditures in this department for the year ending December 31, 1910, is annexed to this report.
The Committce ask the town to raise and appropriate the following sums of money to meet the expenses of the schools for the year ending December 31, 1911.

REPORT OF THE TRUSTEES
To the Citizens of Randolph:
There has been no change in the investment of this fund since our last report.
During the past year folding chairs were purchased for Stetson Hall.
The seating accommodations are now ample for all occasions.
The fund is now invested as follows, the valuation being at par.
