ANNUAL TOWN MEETING.


Randolph, March 4, 1907.


Pursuant to a warrant issued by the Selectmen of Randolph, dated February 18, 1907, duly served and returned by Michael F. Sullivan, Constable, the voters of the Town of Randolph assembled in Stetson Hall, on Monday, March 4, 1907.


All the preliminaries being complied with, the Town Clerk called the meeting to order, and having read the warrant and return, called for action under-


Article I. To choose a Moderator to preside at said meet- ing.


Whole number ballots cast for Moderator, 128.


William J. Good received 47.


Fred M. French received 81.


Fred M. French was declared elected Moderator and im- mediately took charge of the meeting, the oath of office being administered by the Town Clerk.


Article 2. To choose all such town officers are are required to be chosen by ballot, also on the same ballot to vote "Yes"

or "No" in answer to the question, "Shall license be granted for the sale of intoxicating liquors in this town ?"


Voted, that we proceed to ballot for all such town officers as towns are by law authorized to choose at their annual meet- ing, viz .: a Town Clerk, a Town Treasurer, three Selectmen, Assessors and Overseers of Poor, one Superintendent School Committee, three Auditors, seven Constables, three Fish War- dens, three Fence Viewers, one Trustee of Stetson School Fund, one Water Commissioner for three years, one Water Commissioner for one year to fill vacancy a moderator, a Tree Warden and a Collector of Taxes; also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall license for the sale of intoxicating liquors be granted in this town?" That the polls shall be kept open until sunset, that Articles 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 16, 17, 18, 19, 20, 22, 23, 27, 28, 29, 30, 31, 32, 33 and 34 of the warrant be referred to a commit- tee of seven to be appointed by the Moderator, said committee to report at an adjournment of this meeting, and when this meeting adjourns it shall be to Monday, March 18, 1907, at 7.30 o'clock P. M., for the purpose of taking action upon the report of said committee.

Article 14. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money tem- porarily in anticipation of taxes of the present municipal year, and fix the sum he is authorized to borrow.


Voted, unanimously, that for the purpose of procuring a temporary loan to and for the use of the town of Randolph, in anticipation of taxes of the present municipal year, the Town Treasurer is hereby authorized and directed, with the approval of a majority of the Selectmen, to borrow, from time to time, a sum or sums in the aggregate amounting to not more than forty thousand dollars, and to execute and deliver the note or notes of the town therefor, payable within one year from the time the loan is made, and at a rate of interest not exceeding six per cent. per annum ; all debts incurred under this vote for the town shall be paid from the taxes of the present municipal year.


Article 21. To see if the town will authorize the Treas- urer, with the approval of the Selectmen, to issue notes of the town to replace those now outstanding, the same to be re-

funded upon such terms as they deem most favorable to the town.


Voted, unanimously, that the Treasurer, with the approval of a majority of the Selectmen, be authorized to borrow money to replace, renew or refund any or all notes of the town now outstanding that may be now due or on demand or that may become due during the present year.


Article 24. To see if the town will accept the list of jurors as prepared by the Selectmen and published in the Town Re- port as required by law.

To see if the town will authorize and appoint the Water Commissioners to be the agents and attorneys for the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be interested. as a party or otherwise, so far as the same in any manner re- lates to the taking of the waters of Great Pond, or in the con -- struction of the water works, either jointly or separately, as authorized under Chapter 217 of the Acts of 1885, and to em- ploy counsel if necessary.

to this date, was called to order at 7.30 P. M. by the Modera- tor, Fred M. French.


The Committee on Appropriations submitted a printed re- port of their recommendations, a copy of which was presented each voter.


Voted, unanimously that the report of the Committee on Appropriations be accepted.


Article 4. To hear the reports of the town officers and act thereon.


Voted, that the reports of said officers for the year ending Dec. 31, 1906, be accepted.


Article 5. To raise such sums of money as may be deemed necessary for the support of schools, including the conveyance of pupils, and appropriate the same.


Voted, that the sum of $13,500.00 be raised and appropri- ated as follows :

It is also voted that the Treasurer, with approval of the Se- lectmen, be authorized and directed to borrow upon notes of the town of Randolph, such sums of money not exceeding three thousand dollars as may be required to pay the expenses incurred for the support of schools, including Stetson High School from January 1, 1908, to March 1, 1908, and that said notes thus issued shall be a part of and be paid from the money raised and appropriated for the support of schools for the year 1908.


Article 6. To see if the town will raise and appropriate money to install a new heating plant and make necessary re- pairs in the Turner Free Library as petitioned for by the Trustees.


Voted, that the sum of $500 be raised and appropriated for said purpose.


Article 7. To see if the town will select a site for a new High School building and raise and appropriate money for the purchase of such site and for the erection of a school building thereon, and determine the manner of raising the money.

make their report at this time. The Chairman of the Com- mittee stated, in substance, that two new sites had become available ; one, the late E. Fanny Belcher homested, on the corner of Main and West streets ; and the other, the Great Pas- ture Lot, so-called, in the rear of east side of North Main street, nearly opposite the homestead named above.


The Dr. Alden homestead was declared to be still the choice of the Committee.


Voted, that the question be divided, the matter of appropri- ation being taken up first.


Voted, yea 248, nay 3, that a sum not exceeding $30,000 be raised and appropriated for the building of a high school house and the purchase of land and equipments therefor, and that the Town Treasurer be and he hereby is authorized and directed to borrow the money necessary therefor at a rate not exceeding five per cent. per annum, and that the town treas- ury notes approved by a majority of the Selectmen be issued therefor in such a manner that $2,000 of the amount so bor- rowed shall become due and payable in six years from the date of borrowing and $2,000 each year thereafter until the entire amount of $30,000 shall become due and paid.


Voted, that we now proceed to ballot upon the location of the new high school building, the location receiving the high- est number of ballots to be declared the choice of the town and that the check list shall be used in balloting.

The latter site was declared to be the choice of the meeting.


Voted, that the present Committee on High School be authorized in behalf of the town to purchase the Dr. Alden site for the new High School building at a price not to exceed $8,000, and to erect, equip and furnish à building thereon for a High School.


Article 8. To see if the town will vote to erect sanitary closets in the North Grammar School building, and raise and appropriate money for the payment of the same as recom- mended by the School Committee.
