Town Meeting Warrant.


Commonwealth of Massachusetts, Norfolk, ss.


To either of the Constables of the Town of Randolph, Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Randolph, qualified to vote in town affairs, to assemble at Stetson Hall, in said town, on Monday, the first day of March next, at 5.45 o'clock in the forenoon, then and there to act on the following articles, namely:


Article 1. To choose all such town officers as are required by law to be chosen by ballot; also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall license for the sale of intoxicating liquors be granted in this town?"


Article 2. To choose all such town officers as are not re- quired by law to be chosen by ballot.


Article 3. To hear the reports of the town officers, and act thereon.


Article 4. To see if the town will vote to accept the pro- visions of Chapter 209 of the Acts of 1908 of the Public Statutes entitled "an act to provide for the protection of Forest or sprout lands from fire."

Article 5. To raise such sums of money as may be deemed necessary for the support of schools, including the convey- ance of pupils, and appropriate the same.


Article 6. To raise money to defray the general town ex- pense for the current year and appropriate the same.


Article 7. To raise money for the repair of highways and determine the manner of expanding the same.


Article 8. To see what sum of money the town will raise and appropriate for lighting the streets by electricity.


Article 9. To see if the town will raise and appropriate money for the watering of streets.


Article 10. To see if the town will vote to pay the insur- ance on the Town Treasurer Bond for the year 1909-1910, and raise and appropriate money therefor.


Article 11. To see if the town will vote to pay the insur- ance on the Tax Collector's Bond for the year 1909-1910, and raise and appropriate money therefor.


Article 12. To see if the town will make an appropriation for the decoration of soldiers' graves under the direction of Capt. Horace Niles Post 110 G. A. R.


Article 13. To see what action the town will take in rela- tion to the Fire Department, and raise and appropriate money therefor.


Article 14. To see what sum of money the town will raise and contribute to the sinking fund as required by law to meet the payments of the "Randolph Water Loan."


Article 15. To see what action the town will take in rela- tion to medical attendance on the poor, and raise and appro- priate money therefor.

Article 16. To see if the town will instruct the Selectmen to appoint special officers to enforce the laws and raise and appropriate money for the payment of such officers.


Article 17. To see what compensation the town will allow for the collection of taxes.


Article 18. To see if the town will authorize the Treasurer with the approval of the Selectmen to borrow money tempo- rarily in anticipation of taxes of the present municipal year and fix the amount he is authorized to borrow.


Article 19. To see if the town will authorize the Treasurer with approval of the Selectmen, to issue notes of the town to replace those now outstanding, the same to be refunded upon such terms as they deem most favorable to the town.


Article 20. To see if the town will authorize the Collector of Taxes to charge interest at the rate of six per cent. per annum on all taxes remaining unpaid on and after October 10, 1909.


Article 21. To see if the town will authorize the Collector of Taxes to use the same means which a Town Treasurer may use when acting as Collector.


Article 22. To see if the town will vote to place an addi- tional electric light on South Main street near the Avon town line, and raise and appropriate money for the same, as peti- tioned for by E. C. Linfield and others.


Article 23. To see if the town will vote to place a fire alarm box on South Main street between the residence of E. F. Knight and the Avon town line, and raise and appropriate money for the same, as petitioned for by E. C. Linfield and others.


Article 24. To see if the town will vote to place an addi-

tional electric light on Silver street and raise and appropriate money for the same.


Article 25. To see if the town will vote to place electric lights on North Main street between West Corners and Pond Street, and raise and appropriate money for the same, as pe- titioned for by J. Thomas Bodycote and others.


Article 26. To see if the town will vote to build a side- walk on North Main street from the West Corners to Pond street, and raise and appropriate money for the same as pe- titioned for by J. Thomas Bodycote and others.


Article 27. To see what action the town will take in rela- tion to spraying the trees of the town and raise and appro- priate money therefor.


Article 28. To see what action the town will take in re- gard to fixing the compensation for services of the Selectmen and Overseers of the Poor, and also the Assessors and raise and appropriate money therefor.


Article 29. To see what action the town will take in rela- tion to insurance and repairs on the Turner Free Library, and raise and appropriate money for the same.


Article 30. To see if the town will authorize and appoint the Selectmen to be the agents and attorneys for the town, to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be in any manner interested as a party or otherwise for the ensuing year, except so far as the same relates in any way to the water supply and to employ counsel if necessary.


Article 31. To see if the town will authorize and appoint the Water Commissioners to be the agents and attorneys for

the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be interested as a party or otherwise, so far as the same in any manner relates to the taking of the waters of "Great Pond," or in the construction of the Water Works, either jointly or separately, as authorized under Chapter 217 of the Acts of 1885, and to employ counsel if necessary.


Article 32. To see what action the town will take in re- lation to the pay of laborers employed by the town.


Article 33. To hear and act on the report of any committee, and choose any committee the town may think proper.


The polls will be opened at 5.45 A. M., and remain open until 2 P. M., and such longer time as the voters may deter- mine, but not later than sunset.


And you are directed to serve the Warrant by posting at- tested copies at five or more public places in said town seven days at least before the time of holding said meeting, and by publishing the same in the "Randolph Register and Hol- brook News," a newspaper published at said Randolph.


Hereof fail not, but make due return of this Warrant with your doings thereon to the Town Clerk before the time of holding said meeting.

Report of the Selectmen


The Selectmen herewith submit their report of their doings for the year ending December 31, 1909.


HIGHWAYS


REPORT OF THE SUPERINTENDENT OF STREETS


To the Selectmen :


Work on the highways was begun according to the usual custom, by scraping the gutters as soon as the ground would permit in the spring. After which, graveling and other repairs were done on the various streets as follows: Warren street, 151 loads gravel, 11 loads stone dust; Main street, 127 loads gravel on sidewalk, 18 loads stone dust, and oiled the street; South Main street, 1,388 loads gravel, repaired bridge near Chas. Young's; Pond street, 95 loads ashes, 50 loads gravel; North Main street, 2,700 feet stone crushed road; blowed large rocks and removed same; Chestnut street, blowed and removed large rock; North street, 159 loads gravel, made new catch-basin; Cottage street, 150 loads gravel; Mill street, 27 loads gravel on sidewalk; Liberty street, 36 loads gravel, removed large stones:

Allen street, 77 loads gravel, 6 loads stone; Union street, 14 loads gravel; Maple street, 22 loads gravel; West street, 250 loads gravel, repaired bridge; Wales avenue, 16 loads gravel; Silver street, 24 loads gravel; Vine street, 24 loads gravel; Oak street, 114 loads gravel.


We had to repair the scales and have a new frame and plat- form for the same, and new jaws for the crusher plant. The crusher plant is now in first-class order. Building new fences and repairs on others was quite an expense, cleaned all catch- basins. Mowed the grass and cut the bushes on all streets that needed. Bought new and repaired old snow plows. Crushed 682 200-2,000 tons of stone. Would recommend that there be raised the money to pay the snow bills of 1909 and 1910 as the snow bills are quite large this year.
