Report of the Monument Committee


January 20, 1912.


To the Citizens of Randolph:


At the adjourned annual town meeting held on March 20, 1911, on petition of W. A. Croak and others, to see what action the town will take in relation to building a Soldiers' Monument in Randolph, in accordance with the provisions of the will of the late Hiram C. Alden, and raise and appro- priate money therefor, the following vote was passed:


Voted: That the sum of fifteen hundred dollars ($1,500) be raised and appropriated as a contribution toward the erection of a Soldiers' Monument in this town, the site there- for to be on the green in front of Stetson Hall, and that the said sum be set apart by the Treasurer of the town, and not paid over or drawn upon until the Treasurer and Selectmen are reasonably assured that the contributions from other sources for said erection amount to the sum of twenty-seven hundred dollars ($2,700), and that a committee consisting of three citizens, not members of Post 110, G. A. R., be appointed by the Moderator at this meeting, to act jointly

with a committee of three to be appointed by and from the members of said Post, which joint committee shall have full charge over the architectural design of said monument, and full power and authority to enter into contract for the erec- tion thereof. But under no condition or circumstances shall said committee involve the town to a greater liability than fifteen hundred dollars ($1,500) without a vote of the town at a meeting called for that purpose.


Herbert F. French, Edwin M. Mann and James Fardy were appointed on this committee by the Moderator, and William A. Croak, Rufus I. Jones and David Pope were appointed by and from the members of Post 110, G. A. R.


The committee met in G. A. R. Hall on March 20, 1911, and organized. James Fardy was chosen chairman of the committee and William A. Croak secretary. It was voted that the committee be known as "The Soldiers' and Sailors' Monument Committee." At a subsequent meeting Herbert F. French was chosen treasurer of the committee.


The aim of the committee has been to secure a memorial which would be not only a fit recognition of the many sacri- fices made by the men of Randolph during the Civil War, but one which would be in keeping with the surroundings and an ornament to the public square and the lot upon which it was to be erected. With this end in view, the committee called for designs and specifications for such a monument.


A number of firms experienced in monumental work re- sponded with designs and estimates; the design submitted by J. N. White & Sons of West Quincy being most satis- factory to the committee was accepted, and the contract

awarded to this firm on May 3, 1911, for thirty-nine hundred dollars ($3,900).


The material used in the monument is first-class blue Westerly, Rhode Island, monumental granite.


The height of the statue is eight (8) feet, and is of first- class United States standard bronze. The height of the monument, including the statue, is twenty (20) feet.


In order that the lot might be properly protected, and the whole work be made more permanent, the committee decided to place a curbing around the rear similar to that on the front. The contract for this work was also awarded to J. N. White & Sons for three hundred dollars ($300).


With the completion of the monument, it became neces- sary to grade the entire lot, and also to have the ground thoroughly prepared, seeded and rolled, in order that in the coming spring the whole work might appear to the best possible advantage.


THE DEDICATION


The monument was dedicated on October 21, 1911. Al- though the weather was very unpleasant, the ceremonies were carried out according to the program, copies of which had previously been distributed throughout the town.


The procession started from Central Square promptly at 10 o'clock, headed by a platoon of police and the Martland Brockton Band, and with Camp 84, Sons of Veterans of Ran- do'ph, escorting Posts 110 of Randolph, 72 of Stoughton, 94 of Canton, 102 of Milton, 88 of Quincy, 87 of South Braintree, 193 of Avon and 58 of Weymouth.

The route was through Main to Orchard Streets. A driz- zling rain began during the march and continued until the return to Central Square, when the veterans gathered around the monument ready to do their part in dedicating it to the noble purpose for which it was erected.


A stand had been erected in front of Stetson Hall adjacent to the monument, for the convenience of those who were to take part in the program, while grouped around the monu- ment were the members of Post 110, who were to perform the exercises of dedication in accordance with the ritual of the G. A. R.


Stetson Hall was tastefully decorated with flags and bunt- ing and presented a very attractive appearance. Seated upon the platform were the town officers and other invited guests, and around the monument and in front of the hall the people assembled in large numbers to witness the un- veiling.

At the conclusion of the exercises a large company of invited guests partook of a banquet which had been provided by the committee in Stetson Hall. Divine blessing was invoked by Rev. Archibald McCord, and after an excellent menu had been served, the guests were called to order by the chairman.

W. A. Wetherbee, Adjutant-General Department Massa- chusetts G. A. R., was called upon and responded with a stirring address recalling incidents in the day of the Civil War.


Rev. Archibald McCord was then introduced and spoke in a very felicitous manner and was heartily received by all present.


The band then favored the company with patriotic selec- tions, and the ceremonies of the day in memory of our soldiers and sailors of the Civil War were ended.

The Westerly granite, of which the monument is con- structed, being of a light shade, is somewhat inclined to show the effect of the dust and dirt from the street, but if occa- sionally washed, will appear as fresh as ever.


In order that the appearance of the monument may not suffer in the years to come, it is the intention of the committee to insert an article in the warrant for the next town meeting, requesting the town to accept the unexpended balance of two hundred dollars ($200) as a perpetual trust fund, the income to be expended yearly in keeping the monument clean.

Report of the Overseers of the Poor


The Overseers of the Poor herewith submit their report for the year ending December 31, 1911:


At the almshouse the repairs recommended by the State Inspector of Institutions last year were made. This coming year the house should be painted outside and new floors laid in some of the rooms. We would recommend an appropria- tion of $300.


Mr. and Mrs. Sullivan continue as warden and matron, giving as good satisfaction as in the past. The Board has the highest appreciation of their management of the house and the care and treatment of the inmates.

To the Citizens of Randolph:


Pursuant to the provisions of Article 3 of the by-laws of the Turner Free Library, this, the thirty-sixth annual report, is submitted, showing the condition of the trust, consisting of the building, library and funds, together with the report of the Librarian and Treasurer, and so much of the reports submitted to the Trustees by the various committees as seem of general interest.


The Library Committee (consisting of Mr. John V. Beal, Mrs. Alice M. T. Beach, Mrs. Ellen J. T. Rountree, Mr. John E. Bradley and Mr. Seth Turner Crawford), with the assistance of the Librarian, have found the books, charts and furnishings in good condition. All books belonging to the library were accounted for by the Librarian.
