Record of Town Meetings, 1909


ANNUAL TOWN MEETING


Randolph, March 1, 1909.


Pursuant to a warrant issued by the Selectmen of Randolph, dated February 15, 1909, duly served and returned by Michael F. Sullivan, Constable, the voters of the Town of Randolph assembled in Stetson Hall, on Monday, March 1, 1909.


All the preliminaries being complied with, the Moderator called the meeting to order. The warrant and return was read by the Town Clerk, after which action was taken as follows :


Article 1. To choose all such town officers as are required to be chosen by ballot, also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall license be granted for the sale of intoxicating liquors in this town?"


Voted, that we proceed to ballot for all such town officers as towns are by law authorized to choose at their annual meet- ing, viz .: a Moderator, a Town Clerk, a Town Treasurer, three Selectmen and Overseers of Poor, an Assessor for three years, a School Committee, three Auditors, seven Constables, three Fish Wardens, three Fence Viewers, one Trustee of

Stetson School Fund, one Water Commissioner, a Tree Warden and a Collector of Taxes ; also on the same ballot to vote " Yes" or "No" in answer to the question, "Shall license for the sale of intoxicating liquors be granted in this town?" That the polls shall be kept open until 2 o'clock P. M., that Articles 3, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 20, 21, 22, 23, 24,25, 26, 27, 28, 29, 32, 33, 34, 35, 36 and 37 of the warrant be re- ferred to a committee of seven to be appointed by the Moderator, said committee to report at an adjournment of this meeting, and when this meeting adjourns it shall be to Monday, March 15, 1909, at 7.30 o'clock P. M., for the purpose of taking action upon the report of said committee.

The ballot box was examined and found in good order. It was opened twice during the time set for ballotting, viz .: At 9.15 A. M., when 347 ballots had been cast. At 11.30 A. M., when 545 ballots had been cast.


At two o'clock P. M. it was voted to close the polls.


During the counting of the ballots and before declaration of the result the following Articles were acted on :


Article 2. To choose all such town officers as are not required by law to be chosen by ballot.

Article 4. Voted, that action under this Article be deferred until the adjourned meeting.


Article 18. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money tem- porarily in anticipation of taxes of the present municipal year, and fix the sum he is authorized to borrow.


Voted, unanimously, that for the purpose of procuring a temporary loan to and for the use of the town of Randolph, in anticipation of taxes of the present municipal year, the Town Treasurer is hereby authorized and directed, with the approval of a majority of the Selectmen, to borrow, from time to time, a sum or sums in the aggregate amounting to not more than forty-eight thousand dollars, and to execute and deliver the note or notes of the town thereof, payable within one year from the time the loan is made, and at a rate of inter- est not exceeding six per cent. per annum; all debts incurred under this vote by the town shall be paid from the taxes of the present municipal year.


Article 19. To see if the town will authorize the Treas- urer, with the approval of the Selectmen, to issue notes of the town to replace those now outstanding, the same to be re- funded upon such terms as they deem most favorable to the town.


Voted, unanimously, that the Treasurer, with the approval of a majority of the Selectmen, be authorized to borrow money to replace, renew or refund any or all notes of the town now

outstanding that may be now due or on demand or that may become due during the present year.


Article 30. To see if the town will authorize and appoint the Selectmen to be the agents and attorneys for the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be in any manner inter- ested, as a party or otherwise, except so far as the same re- lates in any way to the water supply, and to employ counsel if necessary.


Voted, that the Selectmen be so authorized and appointed.


Article 31. To see if the town will authorize and appoint the Water Commissioners to be the agents and attorneys for the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be interested, as a party or otherwise, so far as the same in any manner re- lates to the taking of the waters of Great Pond, or in the con- struction of the water works, either jointly or separately, as . authorized under Chapter 217 of the Acts of 1885, and to em- ploy counsel if necessary.


Voted, that the Water Commissioners be so authorized and appointed.

to borrow upon notes of the town of Randolph, such sums of money not exceeding three thousand dollars as may be re- quired to pay the expenses incurred for the support of schools, including Stetson High School from January 1, 1910, to March 1, 1910, and that said notes thus issued shall be a part of and be paid from the money raised and appropriated for the sup- port of schools for the year 1910.


Article 6. To raise money to defray the general town ex- penses for the current year and appropriate the same.


Voted, that the sum of $19,426.07 be raised and appropriated as follows :

Also that the interest on the taxes and deposits during the year 1909 be appropriated towards the payment of interest on the town debt. Also that the overlay tax of the current year be appropriated towards meeting any abatement of taxes which may be allowed.


Article 7. To raise and appropriate money for the repairs of Highways and determine the manner of expending the same.


Voted, that the sum of $3,500.00 be raised and appropriated for the repairs of highways, including pavings and sidewalks, and in addition thereto, the street railway tax and excise tax for the current year, the same to be expended under the direc- tion of the Selectmen.


Article 8. To see what sum of money the town will raise and appropriate for lighting the streets by electricity.


Voted, that the sum of $3,435.00 (exclusive of the amounts recommended under Articles 22, 24, 25 and 36) be raised and appropriated for said purpose.


Article 9. To see if the town will raise and appropriate money for sprinkling streets.


Voted, that the sum of $500.00 be raised and appropriated for sprinkling streets.

Article 10. To see if the town will vote to pay the insurance on the Town Treasurer's bond for the year 1909-1910 and raise and appropriate money therefor.


Voted, that the town pay for the expense of insurance on the Town Treasurer's bond for the year 1909-1910, and that the sum of $120 be raised and appropriated therefor.


Article 11. To see if the town will vote to pay the insurance on the Tax Collector's bond for the year 1909-1910 and raise and appropriate money therefor.


Voted, that the town pay for the expense of the insurance on the Tax Collector's bond for the year 1909-1910, and that the sum of $40 be raised and appropriated therefor.


Article 12. To see if the town will make appropriation for the decoration of soldiers' graves under the direction of Capt. Horace Niles Post 110, G. A. R.


Voted, that the sum of $150 be raised and appropriated for said purpose.


Article 13. To see what action the town will take in re- lation to the Fire Department, and raise and appropriate money therefor.

Article 14. To see what sum of money the town will raise and contribute to the sinking fund as required by law to meet the payments of the Randolph Water Loan.


Voted, that the sum of $2,500.00 be raised and contributed to the Sinking Fund to meet the payment of the "Randolph Water Loan" when due.


Article 15. To see what action the town will take in re- lation to medical attendance on the poor and raise and appro- priate money therefor.


It is recommended that the sum of $250 be raised and ap- propriated for said purpose, said sum to be apportioned equally among the several physicians, and to be in full for the attend- ance upon all persons under the care of the Selectmen and Overseers of the Poor, whose settlement and residence is in the town of Randolph, for one year from January 1, 1909. That is to say, each physician resident in the town on the first of March, 1909, shall receive the sum of $50 for his services pro-

vided he makes 34 visits during the year; after that he shall receive no compensation for his services, but shall attend such of this town's poor within its limits as may call upon him for his services; those physicians who make less than thirty-four visits shall receive pay at the rate of one dollar and fifty cents for each of said visits.


Article 16. To see if the town will instruct the Selectmen to appoint special officers to enforce the laws, and raise and appropriate money for the payment of such officers.


Voted, that the town instruct the Selectmen to appoint special officers, or direct officers elected by the town, to enforce all the laws of the Commonwealth, and that the sum of $700 and no more be raised and appropriated for said purpose; and that the Selectmen be instructed to use all the power the law gives them to suppress the illegal sale of intoxicating liquors.
