PAINE, WILLIS S .- Banker, 60 Wall street, New York City; residence Metropolitan Club. Born in Rochester, N. Y., Jan. 1, 1848. (Son of Nicholas E. and Abby [Sprague] Paine.) Educated at Rochester Col- legiate Institute ('66) and at Rochester University ('68). Studied law in the office of Sanford E. Church, afterwards Chief Justice of the Court of Appeals, and was admitted to the Bar in 1869. Received degree of LL.D. from Manhattan College in 1885. (Married Ruby S. Tilden in 1888, who died Dec. 20, 1896.) Ap- pointed by the State Bank Superintendent one of the three examiners of trust companies in 1874; also appointed receiver of the Bond Street Savings Bank by Judge Landon of Schenectady in 1876, and succeeded in paying the general creditors over 86 per cent. and preferred creditors in full. The Legislature in 1880 passed an act providing for commissioners to make a compilation and revision of the laws of the State affecting banks and banking; was appointed one of the commissioners by Governor Cornell under this act, and the revision submitted to the Legislature in 1882 was adopted. Was nominated by Governor Cleve- land Superintendent of the Banking Department of the State in 1883, and unanimously confirmed by the Sen- ate. Tendered the position of United States Sub- Treasurer in the City of New York by President Cleve- land in 1885, but declined. Resigned bank superinten- dency in 1889 to accept position as president of the State Trust Co .; resigned from this position in 1892 and went abroad, where he remained about a year and a half; on his return to New York in 1894, was offered by Governor Flower the position of colonel on the lat- ter's staff, which he accepted. Afterward became the first president of the Merchant's Safe Deposit Co. of New York, and of The Trust Co. of New York, which positions he still holds. Is also a director of the American Surety Co., Metropolitan Savings Bank, State Trust Co. and other corporations. Author of "Paine's Banking Laws," "Paine's Law of Building Associations" and other works of a similar nature. Member Tuxedo, Commonwealth, Metropolitan, Na- tional Arts, Phi Beta Kappa, Lawyers', New York Sculpture and Wool Clubs, Genesee and New England Societies, Theta Delta Chi Graduate Association (pres- ident), Chamber of Commerce, Society of Mayflower Descendants and Association of the Bar of the City of New York.


PALMA, TOMAS ESTRADA-Cuban Patriot, Cen- tral Valley. Born in Bayamo, Cuba. Studied law at the University of Seville, but never practiced. (Mar- ried a daughter of President Guardiola of Honduras.) Took part in the Cuban revolution of 1868-78 and be- came President of the Cuban Republic, but was cap- tured and imprisoned until the cessation of hostilities. Upon his release went to Honduras where he taught in schools, and subsequently became postmaster-general. Was delegate-at-large and Minister Plenipotentiary for the Cuban Republic during the last revolution.
