Edu- cated at Gymnasium of Cologne and at the University of Bonn. Received degree of LL.D. from Harvard and from the University of Missouri. (Widower.) Took part in revolutionary movements and was compelled to leave Germany in 1849. Became a resident of the United States in 1852 and settled in Watertown, Wis. Unsuccessful candidate for lieutenant-governor of Wisconsin in 1857; delegate to National Republican Convention of 1860; United States Minister to Spain, 1861; resigned to enter army at outbreak of Civil War. Was appointed brigadier-general in April, 1862, and major-general in March, 1863. Commanded a division at Bull Run and again at Chancellorsville, and a corps at Gettysburg. Washington correspondent of the New York "Tribune," 1865-6: founded the "Detroit Post," 1866; temporary chairman of the National Republican Convention of 1868; United States Senator from Mis- souri, 1869-75; one of the organizers of the Liberal party in 1872 and presided over the convention which nominated Horace Greeley for President; Secretary of the Interior during the administration of President Hayes, 1877-81; edited the New York "Evening Post," 1881-4. Was one of the leaders in the Independent movement in 1884 and supported Grover Cleveland for President. Now president of the National Civil Service Reform League; director Germania Life Insurance Co., Sprague Electric Co. and Witte Water Placer Co.
