Resigned his commis- sion as colonel, United States Army, 1881. Was United States Minister to Austria during administration of President Harrison, 1889-92; police commissioner, New York City, until January, 1898. Appointed brigadier- general, United States Volunteers, at outbreak of Spanish-American war; served in Puerto Rico, and is now (1900) in active service in the Philippines.
