The Auditors Written Report for 1902.
This year there are a few Changes which, we believe, should be made in our methods of accounting an in order that they may be acted nhon, adopted and put into practice hereafter, we beg to submit them for your consideration.
In the first place, while our town reports, contain, accounts accurate, detailed and complete reports of all receipts and expenditures, together with the town balance, if any: It may not have occurred to you that the only assurance you have in the town report that the town balance is on hand, either in the bank or in the possession of the treasurer, is the Auditors Certificate.
We consider this a serious defect and one which might sometime permit of disastrous mistakes if of nothing more serious.
It is a defect however that may be easily remedied and we would suggest that hereafter whenever there is an accounting had with the Treasurer or the books are closed the treasurer shall include in his report the condition of the bank accounting giving the bank balance, amount of outstanding checks, and the amount of funds, if any, that he has on hand not deposited.
The balance thus secured to agree with the treasurer's town balance.
Further that this appear and be a part of This report before the accounts or books shall be considered closed and signed by the Selectmen and Auditor and shall appear in the printed town report.
If this is done your financial transacti- ons and your funds will be more effectually safeguarded than ever before= and we consider it vitally important that you establish this change.
Again: The method of handling the accounting of town farm matters, is in some

respects quite unsatisfactory, although undoubtedly the selectmen intended and do now intend, to arrange to pay the town farm bills themselves. We would suggest however that hereafter all town farm bill's be sent first to the Superinten; dent of the farm who shall see that they are correct keep a record of them and forward them to the Selectmero for payment.
Further that the Superintendent shall not only keep a careful and accurate account of the receipts but shall as often at least as once each month = hand over said receipt to the treasures and take his receipt therefor just the same as any other officer handling funds is obliged to do.
This will give the treasures the funds to use when they are needed to pay the bills with. Further that should the Superintendent make any personal bill against the town for small amounts that he personally has paid out he shall have and show receipts from all parties to whom he has paid said amounts.
Some of these requirements may seem unnecessarily fussy but we can assure you that receipts and other vouchers prove sometimes of Vital importance.
Again if we mistake not, each Highway Assignment provides that the Surveyor shall render a report in wisting of all his doings - If this were complied with it would under your Auditor at least much happier when it comes to arranging matters for the town reports we trust that hereafter this will be corrected.
There has been some confusion and delay occasioned by changing the closing of the book on Dec 31 st - but we trust that hereafter all bills against the town that should appear in the annual accounts-be sent in before the last of December and that all matters' that

are to appear in the town report, be placed in your Auditors hands as early as possible after Jannary first. If these suggestions are adopted and put into practice your Auditor will feel that he has made some slight return for the great honor that you have conferred upon him by intrusting to him the safe- guarding of your financial interests.
