Voted, That the amount of money received from any other place for the support of their poor be added to the appro- priation for the support of poor.


Voted, That the various appropriations made by the town, including those for making and repairing highways and town ways, less the amount in the treasury, and the estimated receipts for the current year, amounting to fifty thousand dollars, be assessed upon the polls, and the estates, real and personal, of the inhabitants resident and non-resident of the town, and collected as the town rates are usually charged and collected.


Voted, That the Treasurer be authorized to borrow, in anticipation of taxes, such sums of money and at such times as the Selectmen shall direct, giving the notes of the town therefor, countersigned by a majority of the Selectmen.


Voted, That when this meeting adjourns, it be to Wednes- day evening next, the twenty-first instant, at seven o'clock. Adjourned.

distributed among the inhabitants of the town previous to the meeting, read them by their titles, and moved that they be accepted ; viz., -


Treasurer's report of the receipts and expenditures of the town of Brookline ; also reports of the Selectmen, Board of Water Commissioners, Trustees of the Public Library, and the Board of School Committee, with a list of taxes and the names of the tax-payers for the year ending February 1, 1875.


Voted, To lay the reports on the table.


Ninth and Tenth Articles taken up :


Ninth Article :


To see if the town will raise and appropriate money to defray the expense of a suitable memorial of the soldiers and sailors from this town who lost their lives in the late war of the rebellion.


Tenth Article :


To see if the town will appropriate a sum of money, not to exceed twenty-five thousand dollars, to defray the cost of erecting a soldiers and sailors' monument in the open air, upon the petition of Ginery Twichell and others.


On motion of George P. Richardson, it was -


Voted, That the vacancy in the soldiers and sailors' me- morial committee, appointed January 25, 1875, caused by the resignation of Admiral J. F. Greene, be filled with the name of B. F. Baker.


On motion of Edward Atkinson, it was -


Voted, That the Soldiers' Monument Committee be in- structed to procure plans and estimates for a memorial front for a High school house to be erected by the town, and sub- mit them to the town at a future meeting ; and that they also be instructed to procure plans for a statue in marble or bronze, and report the same with estimates of cost to the town.


The above vote was referred to a committee consisting of the Soldiers' Monument Committee and J. Eliot Cabot, Des- mond Fitzgerald, and M. P. Kennard.


Nineteenth Article taken up :

To raise and appropriate such sums of money as may be required to defray the expenses of the town during the ensuing year, and for any or all of the foregoing articles.


Voted, To appropriate the sum of eight thousand dollars for the current expenses of the water works, and that the whole amount be borrowed until the receipts are sufficient to pay the same.


Voted, That the sum of one thousand five hundred dollars ($1,500.00) be added to the appropriation for the library.


Seventeenth Article taken up :


To see if the town will authorize the Water Commissioners to lay water pipes, with suitable hydrants, on Harvard street to the Brighton line ; also on Marion street.


Voted, That the Seventeenth Article be referred to the Water Commissioners with instructions to report thereon on Friday evening next.


Eighth Article taken up :


To act upon by-laws already adopted, or to adopt any new by-law which may be proposed.


The proposed by-law in addition to the by-laws on health, which had been printed and circulated among the inhabi- tants, was presented.


Voted, That the proposed by-law in addition to the by-laws on health, be recommitted to the Selectmen for reconsidera- tion, with instructions to report at a future meeting.


On motion of Henry M. Whitney, it was -


Voted, That the vote of the town passed on the fifteenth instant, whereby the town voted to appropriate the sum of twenty-five thousand dollars for lighting the Town Hall and streets, be and hereby is reconsidered.


Voted, That the sum of seventeen thousand dollars ($17,000) be appropriated for the purpose of lighting the Town Hall and streets.


Voted, That the sum of twenty-five dollars ($25.00) be added to the appropriation for ringing the bell, and that the bells be rung at sunrise, noon, and sunset on the seventeenth of June and fourth of July next.

To either of the Constables of the Town of Brookline, GREETING :


In the name of the Commonwealth of Massachusetts, you are required to notify the inhabitants of the town of Brook- line, qualified to vote in elections, to meet at the Town Hall in said town, on Friday, the twenty-third day of April cur- rent, at seven of the clock in the evening, for the following purposes ; to wit, -


First. To choose a Moderator.


Second. To see if the town will signify its desire to sell water to the city of Boston, under the provisions of the Statute passed in the year eighteen hundred and seventy-five, entitled "An Act to authorize the town of Brookline to supply water to the city of Boston."


Third. To see if the town will authorize any person to execute in its behalf a suitable contract with the city of Boston for the sale of such water.


Fourth. To hear and act upon the annual report of the Water Com- missioners, and to see if the town will adopt any or all of the recommen- dations contained therein.


Fifth. To see if the town will authorize the issue of additional bonds for such sum, agreeably to the provisions of the Water Act, Chapter 343, Acts of 1872, as may be necessary to complete the water works and to meet expenditures for subsequent extensions of the works, and to appro- priate the money raised by the sale of said bonds.


Hereof fail not, and make due return of this warrant, with your doings thereon, to the Selectmen, four days at least be- fore the day of said meeting.

In pursuance of the foregoing warrant, the inhabitants of the town of Brookline, qualified to vote in elections, met at the Town Hall in said town, on Friday, the twenty-third day of April in the year of our Lord one thousand eight hundred and seventy-five, and were called to order at seven of the clock in the evening by the Town Clerk, who read the war- rant calling said meeting, and the return thereon of the offi- cer who served the notices therefor on the inhabitants.

Third Article taken up :


To see if the town will authorize any person to execute in its behalf a suitable contract with the city of Boston for the sale of such water.


Voted, That the Board of Water Commissioners be author- ized to negotiate a contract with the city of Boston for the sale of such part of the water supply of the town and upon such terms as they may agree upon, and that the chairman of the board shall be authorized to execute such contract in behalf of the town, provided the same be first submitted to and approved by vote of the town.


Fourth Article :


To hear and act upon the annual report of the Water Commissioners, and to see if the town will adopt any or all of the recommendations con- tained therein.


Voted, That the Water Commissioners be authorized to lay pipes on Summit avenue to the limit of the head of supply.


Voted, That the Water Commissioners be authorized to lay pipes in Boylston street to Reservoir lane.


Voted, That the Water Commissioners be authorized to lay pipes in Marion street.


The chairman of the Water Commissioners stated that the time had been so short since the subject of laying water pipes in Harvard street had been committed to them, that they had not had time to report thereon in print, and desired further time in order to do so.


Voted, For the purpose of introducing water into the town of Brookline from Charles river, in conformity with the Act entitled " An Act to authorize the town of Brookline to take water from Charles river," being Chapter 343 of the Acts passed in the year one thousand eight hundred and seventy- two, and for the purpose of defraying the cost and expenses which may be incurred under the provisions of said Act, the town of Brookline, through its Treasurer, hereby issues scrip or certificate of debt, to be denominated on the face thereof " Brookline Water Scrip," to the amount of seventy-five thou- sand dollars, bearing interest at the rate of not more than seven per cent per annum, payable semi-annually at some bank in

Massachusetts, with coupons for said interest attached. Said scrip or certificate of debt shall be sealed with the seal of the town, shall be signed by the Treasurer, and countersigned by a majority at least of the Selectmen ; the coupons shall be signed by the Treasurer alone.

Drew, chairman of the Board of Water Commissioners, made some extended remarks upon the schedule of rates for the water, as found on the eighth page of their report, and gave some of the information which they had been able to gather from other places in relation thereto ; when it was -

Voted, That the sum of twenty-four thousand dollars ($24,000) be added to the sum of thirty-six thousand dollars ($36,000) appropriated on Monday, the fifth instant, for the purposes of a sinking fund, making the amount of said fund sixty thousand dollars.

To hear and act upon the report of the Engineers of the Fire Depart- ment.


Voted, that the sum of seven thousand five hundred dollars ($7500) be appropriated for the support of the Fire Depart- ment for the year 1875.


On motion of Edward Atkinson, it was -


Voted, That John C. Abbott, William B. Sears, Henry M. Whitney, Daniel Duffley, and Henry V. Poor be a com- mittee to consider the reorganization of the Fire Department, and report in print at a future meeting after the Charles-river water has been introduced.


Third Article taken up :


To hear and act upon the reports of town officers and committees.


The Selectmen, to whom was recommitted the by-law in addition to the existing by-laws on health, with instructions to reconsider the matter and report at a future meeting, pre- sented the following report, which was adopted, and the by- law passed as follows ; to wit, -

The Selectmen, to whom was recommitted the by-law in addition to the existing by-laws on health, would report that, in their opinion, the by-law ought to be passed.

By-law in Addition to the Existing By-laws on Health.


SECT. 1. No person shall remove or carry in, along, or through any of the public ways or places of the town of Brookline any night-soil, or the contents of any privy, vault, or cesspool, unless the person so remov- ing or carrying the same shall have been duly licensed so to do by the Selectmen.

And any license granted for such purposes shall state the mode in which the same shall be removed or carried.


Any person offending against this by-law shall forfeit and pay into the town treasury the sum of twenty dollars for each and every offence.


SECT. 2. The Selectmen shall annually contract for the removal of the contents of privies, vaults, and cesspools within the town, and citi- zens may, until otherwise ordered, give notice at the police station when their vaults, privies, or cesspools need cleaning, and the expense of such cleaning shall be paid by the person making application therefor.


Voted, That the Moderator of the meeting, Charles H. Drew, Esq., be requested to present the foregoing by-law to the Court for approval.


Voted, That when this meeting adjourn, it be to meet in this place on Friday, the thirtieth instant, at seven of the clock in the evening.

Voted, That the town hereby requests the Selectmen to take proper steps to lay out a system of sewerage, and that before any location of sewers is designated or plans prepared, they are requested to give suitable hearings upon the method adopted, and before deciding upon the location of any new sewers, the Selectmen confer with the commission on sew-

The committee to whom was referred the subject of the alteration of the town stable into a schoolhouse, would report, -


1st. That they find there is need of additional school accommodations in that part of the town.


2d. That, in their opinion, the town stable could be altered into a schoolhouse at a cost of about ten thousand dollars.

Voted, That of the sum of eight thousand dollars appro- priated for operating purposes on the water works, the sum of four thousand dollars be placed under the control of the Water Commissioners for the purposes named.
