Mr. Moses Williams, Jr., for the Committee on the Revision of the By-Laws, presented the following by-law ; to wit, -


SECT. The Selectmen are authorized from time to time to assign institutions of instruction to which children under sixteen years of age, who, by reason of the neglect, crime, drunkenness, or other vices of par- ents, or from orphanage, are suffered to be growing up without salutary parental control and education, or in circumstances exposing them to lead idle and dissolute lives, may be committed in conformity with the provisions of Chapter two hundred and eighty-three of the Acts of the year eighteen hundred and sixty-six.


Voted, To accept and adopt the foregoing by-law.


Voted, That the Committee on By-Laws present the fore- going by-law to the Superior Court for approval.


The School Committee, to whom was referred the subject of suitable schoolhouse accommodations in the vicinity of Chestnut and Sewall streets, reported that -


The committee recommended the erection of a good frame building of two stories, finished for two school-rooms, to accommodate about fifty scholars each. From estimates obtained, such a building, with slated roof, thoroughly finished, ready for furniture, including cellar, furnace, and cesspool, can be built for four thousand dollars. Sufficient space of the lot can be graded as desired for one thousand dollars, and the

remainder at slight cost. That there is sufficient furniture on hand for both rooms, and the other expenditures of the building and grading will not, in the opinion of the committee, exceed five thousand dollars.


Voted, That a frame building be erected for a schoolhouse upon the land now owned by the town on Sewall street, next easterly from the premises occupied by the town stable, at a cost not exceeding five thousand dollars, including the pre- paration of the land.


Voted, That the Board of Selectmen be empowered to carry out the preceding vote, and to make all necessary contracts therefor.


Voted, That the sum of five thousand dollars is hereby ap- propriated for the erection of a schoolhouse upon the town land on Sewall street and grading the lot therefor ; and the Treasurer is hereby authorized, under the direction of the Selectmen, to provide for this appropriation by a temporary loan in anticipation of, and said loan is hereby made payable from, the taxes of the year eighteen hundred and eighty.


Voted, That the Water Board be authorized to take such action as they may deem best to prevent the pollution of the water in Charles river.

NORFOLK, SS.


To either of the Constables of the Town of Brookline, GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the town of Brookline, qualified to vote in elections, to meet at the Town Hall in said town, on Tuesday, the fourth day of November next, it being the Tuesday next after the first Monday in said month, at eight of the clock in the forenoon, at which time and place the polls will be opened and kept

open until thirty minutes past four of the clock in the after- noon, during which time they will be required to give in their votes to the Selectmen for the following State and County officers ; to wit, -


Governor, Lieutenant Governor, Councillor for the Second Councillor District, Secretary of the Commonwealth, Treas- urer and Receiver General, Auditor of Accounts, Attorney General, Senator for the Second Norfolk Senatorial District, Representative to the General Court for the Second Norfolk Representative District, one County Commissioner for three years, a Treasurer of the county for three years, a Register of Deeds for three years, all to be voted for on one ticket.


Hereof fail not, and make due return of this warrant with your doings thereon, to the Selectmen, four days at least be- fore the day of said meeting.


Given under our hands at Brookline aforesaid, this twenty- second day of October in the year of our Lord one thousand eight hundred and seventy-nine.

In pursuance of the within warrant, I have notified and warned the inhabitants of the town of Brookline, qualified to vote in elections, to meet at the time and place and for the purposes within named, by causing a printed copy of the same to be left at their last and usual place of abode, also by posting in three or more public places, and publishing in the " Brookline Chronicle," a newspaper published in the town of Brook- line, four days at least before the day of said meeting.

In pursuance of the foregoing warrant, the inhabitants of the town of Brookline, qualified to vote in elections, met at the Town Hall in said town, on Tuesday, the fourth day of November in the year of our Lord one thousand eight hun- dred and seventy-nine, it being the Tuesday next after the first Monday in said month, and were called to order at eight

of the clock in the forenoon by Francis W. Lawrence, Esq., chairman of the Board of Selectmen. The Town Clerk then read the warrant calling said meeting, and the return thereon of the officer who served the notice of the same upon the in- habitants.


The polls were then declared open for the reception of votes, and were kept open until thirty minutes past four of the clock in the afternoon, when, after due notice being given that they were about to be closed, so that any legal voter present who had not voted and desired might have an oppor- tunity so to do, they were declared closed.


The Selectmen and Town Clerk then proceeded to sort and count the votes so given in, and the whole number of votes so given in was nine hundred and ninety, which were sorted, counted, and recorded, and declaration thereof made in open town meeting as required by law, and were for the following persons and officers ; to wit, -
