Veterans' Service Department
To The Honorable Board of Selectmen: Town of Leicester,
Leicester, Mass.
Gentlemen :
The Veterans' Service Department is happy to submit the following report for the year 1961:
During the past year this department has been very ac- tive in servicing the veterans of the town of Leicester. An in- creased number of veterans have contacted jas seeking assist- ance with their veterans problems. We were able to offer our facilities to help them, and their dependents with medical and hospital assistance. Also, numerous applications for pensions, hospital admissions, medical care, and wage statements on annual pension requirements were completed for the Lei- cester veterans.
Our expenses during the year were considerably re- duced by the large reimbursement received which amounted to $23,000. There are considerable reimbursements to be re- ceived by this office which will tend to reduce the cost for the coming year as well.
We would like, also, to again remind the veterans of the town that this office is available at all times to assist them in their various problems concerning veterans' affairs.

To a Constable of the Town of Leicester :
Greetings :
In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Leicester qualified to vote in Elections and in Town Affairs, to meet at their respective polling places, namely :
Precinct One, Town Auditorium, Washburn Square, Lei- cester.
Precinct Two, Schoolhouse, Main Street, Cherry Valley.
Precinct Three, Fire Station, Stafford Street, Rochdale.
on Monday, the nineteenth day of February 1962, at eight o'clock in the morning, then and there to bring in their votes for, a Moderator, a Town Clerk, a Member of the Board of Health and a Member of the High School and Auditorium Commission (who shall be a voter in Precinct Three) all for a term of one year.
Also one Selectman, an Assessor, Two School Committee- men, two Library Trustees, one Park Commissioner, one for Board of Health and one for the High School and Auditorium Commission (to be a voter in Precinct Two) all for terms of three years.
Also one member of the Planning Board for a term of Five years.
The polls will open at eight A. M. and close at eight P.M. unless otherwise ordered and you are further directed to noti- fy and warn said inhabitants qualified to vote in Town Affairs

to meet in the Town Auditorium, Washburn Square on Satur- day, the 24th day of February 1962, at 1:30 P.M. to act upon the following articles, to wit :-
Article 1. To hear the reports of the Town Officers and Committees and act thereon.
Article 2. To see what compensation the Town will vote to pay elected Officers or take any action thereon.
Article 3. To raise and appropriate such sums of money as may be necessary to defray the expenses of Town Depart- ments for the ensuing year.
Article 4. To see if the Town will vote to authorize the Treasurer with the approval of the Board of Selectmen, to borrow from time to time in anticipation of the revenue of the Financial Year beginning 1962 and to issue a note or notes there for payable in one year, in accordance with Chapter 44, Section 17, of the General Laws.
Article 5. To see if the Town will raise and appropriate or transfer from available funds a sum of money as a Re- serve Account according to Chapter 40, Section 6 of the Gen- eral Laws or take any action thereof.
Article 6. To see if the Town will vote to install new Street Lights as per list in the hands of the Selectmen and raise and appropriate the necessary money therefor.
Article 7. To see if the Town will vote to raise and ap- propriate a sum of money to lease the land at the so-called Nicas property on Main Street and to authorize the Board of Selectmen to arrange such lease with the understanding that the lessor assume the responsibilities for any accident that may occur and show good faith said lessor submit to the Town the Insurance Policy showing full coverage or take any action thereof.
Article 8. To see if the Town will vote to raise and ap- propriate the sum of money to provide Life Guards and equip- ment for the Beaches, also transportation from Cherry Valley to Lake Sargent or take any action thereof.

propriate the sum of money as the Town's share of the Pen- sion fund and Expense fund of the Worcester County Retire- ment system for the year 1961, in accordance with the provision of Chapter 32, Section 22 of the General Laws of the Commonwealth or take any action thereon.
Article 10. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for Chapter 81, Highways or take any action thereon.
Article 11. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of money as the Town's share of Chapter 90 Construction or take any action thereon.
Article 12. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for Chapter 90 Maintenance or take any action rela- tive thereto.
Article 13. To see what compensation the Town will vote to pay per mile for the use of automobiles by the Town Officials or take any action relative thereto.
Article 14. To see if the Town will vote to raise and appropriate a sum of money for the proper recognition of Memorial Day or take any action relative thereto.
Article 15. To see if the Town will vote to raise and appropriate a sum of money for the Veterans Graves Regis- tration Officer Account or take any action thereon.
Artice 16. To see if the Town will vote to raise and appropriate a sum of money for the maintenance of the Vet- erans' Squares within the Town or take any action thereto.
Article 17. To see if the Town will raise and appro- priate a sum of money for the permanent repair of Edward Philpot Square and immediate area outside the curb to street edges or take any action thereon.
Article 18. To see if the Town will authorize the fol- lowing Committee, consisting of the Street Superintendent, one member of the Board of Selectmen, the Veterans Regis- tration Officer, Mr. John Keenan and Mr. Maurice Berthi-

aume to study, draw up plans and specifications, survey and find cost for necessary land purchase and reconstruction for the relocation of the Lawrence F. McCarthy Memorial Square and the rebuilding of the approach of McCarthy Avenue and Main Street, or take any action thereon. This committee to report its findings at a Special Town Meeting as soon as the information is compiled.
Articl 19. To se if the Town will vote to raise and ap- propriate a sum of money to pay Departmental bills incur- red prior to January 1st, 1962 and to pay any over drafts that may exist or take any action thereon.
Article 20. To see if the Town will vote to raise and appropriate a sum of money to pay the City of Worcester Hospital bills contracted prior to December 31st, 1961 or take any action thereon.
Article 21. To see if the Town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money in anticipation of Highway Revenue, and to issue a note or notes of the Town therefor or take any action thereof.
Article 22. To see if the Town will vote to transfer a sum of money from the Road Machinery Rental Account to the Road Machinery Maintenance Account.
Article 23. To see if the Town will vote to approve, ratify and authorize the action of the Selectmen in securing Workmen's Compensation Insurance covering Town Em- ployees or take any action relative thereto.
Article 24. To see if the Town will vote to transfer the said sum paid yearly to the Town by the Town of Oxford for fire protection by the Rochdale Fire Department for the Gen- eral Treasury to the Fire Department Account to be used solely by the Rochdale Company for necessary expenses or take any action relative thereto.
Article 25. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to pay for vacations and holidays for the Highway and Police Departments or take any action thereon.
Article 26. To see if the Town will vote to authorize the

Article 28. To see if the Town will vote to authorize and empower the Board of Selectmen to sell or dispose of accum- ulated junk property of the Town or take any action thereto.
Article 29. To see if the Town will vote to authorize the Board of Selectmen to contract for the rental or repairs of fire hydrants with the various Water Districts in Town, or take any action thereon.
Article 30. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to reimburse the Leicester Water Supply District for a new hydrant installed at 81 South Main Street or take any action thereon.
Article 31. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to replace two hydrants; one at the corner of Mechanic and Spring Streets and the other opposite 963 Main Street.
Article 32. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for the relocation of hydrants on Pleasant Street or take any action relative thereto.
Article 33. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to erect a Town Garage on Peter Salem Street on land now owned by the Town or take any action relative thereto.
Article 34. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to install drainage and structures on Brookside Drive or take any action relative thereto.

Article 38. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to purchase a new Fire Truck for the Cherry Valley section of the Town and a committee be named to purchase said new fire truck or take any action relative thereto.
Article 39. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for the construction of drainage systems and structures on certain streets of the Town as recommended by the Drainage Committee or take any action relative thereto.
Article 40. To see if the Town will vote to raise and appropriate a sum of money to be used for the maintenance of existing drainage or take any action relative thereto.
Article 41. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for Engineering services for use by the Board of Selectmen or take any action thereto.
Article 42. To see if the Town will vote to transfer from the Excess and Deficiency Account to be used by the Assesors in setting the 1962 Tax Rate.

Article 46. To see if the Town of Leicester will vote to make the Recreation Committee a permanent Committee consisting of eleven members to be appointed annually by the Selectmen.
Article 47. To see if the Town will vote to raise and appropriate a sum of money for the recreational activities for the Recreation Committee.
Article 48. To see if the Town will vote to raise and appropriate a sum of money to increase and develop the recreational facilities of Towtaid Park.
Article 49. To see if the Town will vote to raise and appropriate a sum of money to indemnify Earl Mineau in accordance with Section 100 of Chapter 41 of the General Laws of Massachusetts for expenses or damages sustained by Earl Mineau while acting as a Police Officer for the Town of Leicester, or take any action thereon.
Article 50. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to install sprinkling systems in the various Town owned buildings or take any action relative thereto.
Article 51. That the Town vote to raise and appropri- ate a sum of money to be used by the Civil Defense Depart- ment to excavate under the Town Auditorium. This space to be primarily as: A public fallout shelter, including a Civil Defense Operations room, Radio room, and also for emerg- ency rations storage.

Chapter 121, Section 26K, as amended, to establish a Housing Authority and in that con- nection to make any and all determinations and declarations deemed necessary or desirable and to take any action in rela- tion thereto.
Article 60. To see whether the Town will vote to ac- cept the provisions of Chapter 40, of the General Laws, Sec- tion 8C, authorizing the Board of Selectmen to appoint a Conservation Commission; and the provisions of said Chap- ter 40, Section 5, clauses (51) and (50), providing for the operation and maintenance of said conservation commission ; the Board of Selectmen are hereby directed within thirty days
